Welcome to NAVCA's March 2016 health and social care ebulletin.
In this edition there is the findings from our Chief Officer survey and the Making the Change briefing from Realising the Value. To help you further, we've also pulled together a range of relevant news, resources and events.
Improving relationships between local charities and health
NAVCA has published its analysis of local charities' relationship with health bodies, based on its 2015 survey of Chief Officers.
Overall our analysis shows that relationships between local infrastructure organisations and local health systems are improving.
Main findings:
  • Improvement of relationships between NAVCA members and local health bodies
  • Local infrastructure has more influence over local NHS decision making compared to last year
  • A minority of local Health and Wellbeing Boards do not have voluntary sector representation
  • Overall relationships are good with but there are still some areas where relationships are poor or non-existent
Neil Cleeveley, Chief Executive of NAVCA, said;
"It is good to see that relationships between local health systems and the local voluntary sector are improving. The Five Year Forward View recognises how vital it is for the NHS to work with local charities and community groups and I am pleased that so many of NAVCA members are making it happen."

Making the change
Realising the Value, a consortium which NAVCA is a member, has launched a report called 'Making the Change: Behavioural factors in person- and community-centred approaches for health and wellbeing'. The report highlights that a multi-faceted approach is needed to enable effective self-care and identifies five enabling factors.
 
Throughout spring we will be sharing the practical resources that are being developed by the Realising the Value sites and wider groups to enable the spread of these practices across the UK. Look out for them later in 2016.

News
Sustainability and Transformation Plans (STPs)
NAVCA has produced a  briefing on the STPs that has been sent to members and the Health Service Journal has mapped the 44 STP footprints (but this is only available to see if you have a subscription).
 
Social care 'at breaking point'
Care services for elderly and disabled people in England are ' at breaking point' and planned council tax rises are not enough to cover the growing costs, local authorities are warning.
 
Equality Delivery System for the NHS
Race Equality Foundation, in partnership with the LGBT Foundation, Disability Rights UK, and Men's Health Forum have launched the  Equality Delivery System for the NHS (EDS2): Guide to Engagement with the Local Voluntary Sector, commissioned by NHS England. This guide explores how the local voluntary and community sector can help NHS organisations to engage communities and, by extension, implement EDS2 better.
 
National Voices logo Six principles
National Voices has produced a briefing for their members on the six principles  for engaging people and communities set the basis for good, person centred, community-focussed health and care. These principles were agreed by the Five Year Forward View Board, which means they should be used across the whole health and care system to frame how care is organised and provided. National Voices are happy for this briefing and its contents to be re-used.

Social prescribing
This article provides more evidence of the spread of social prescribing, this time from the vanguard areas. 

One year of vanguards 
New care model vanguards across England have marked one year since the launch of the programme. The 50 vanguards, who are spread across different parts of the country, are redesigning and transforming care for patients, communities and staff.  

NHS Learning Disability Employment Programme
The NHS Learning Disability Employment Programme aims to increase the number of people with learning disabilities employed in the NHS. To date they have published practical tools and guidance to raise awareness, highlighted good practice, provided practical tips on how to break down barriers, created a LinkedIn group to facilitate networking and published a three step pledge to enable us to monitor progress of the programme.
 
Public Health England logo Public Health Matters
PHE's official blog, Public Health Matters, has posted a series of blogs including: Brian Ferguson, Chief Economist looking at health economics and the case for investing in prevention initiatives; and
Kevin Fenton, the National Director for Health and Wellbeing, writing about health inequalities and dementia.
 
VCSE grants
Alex Fox from Shared Lives and Chair of the health VCSE review has written a blog called ' VCSE grants - never just about the money'.

In good health
' Good health isn't only the result of good healthcare services' is a blog written by Steve Tathata, NOVA WD Community Anchor Development Adviser.
 
New Dementia Envoy
The Prime Minister has appointed David Mayhew as the new Dementia Envoy.  The envoy works with countries, corporations and leaders from around the world, sharing expertise and promoting research and support for people with dementia and their carers.
 
NHS Health Check data
The third national NHS Health Check Conference showcased the latest national evaluation of the programme, which shows that they are achieving greatest uptake in our most deprived communities and that at least 2,500 people would have avoided a heart attack or stroke as a result of action initiated after their check. Since local authorities took on the responsibility for commissioning the NHS Health Check, there has been over eight million people invited for a check and almost four million people receiving their check.
 
KCSC smoking cessation work
Kensington and Chelsea Social Council (KCSC) is working with Kick-it to provide grants between £500-£5000 for voluntary and community organisations to help people stop smoking. This is a great example of a local infrastructure organisation helping local groups get a public health message across.
 
Early support for children
Government funding for early help services is expected to be cut by 71 per cent, from more than £3.2 billion to less than £1 billion, between 2010 and 2020, leaving children and families without the early support that often stops their problems spiralling out of control.

Resources

Public Health England has launched its ground-breaking new campaign, 'One You', to help adults across the country avoid future diseases caused by modern lifestyles.

This paper considers how voluntary organisations can meaningfully contribute to the care and support planning process, and offers practical examples of the diverse ways in which this is already happening. It argues that the knowledge, skills, experience and resources of the voluntary sector are crucial factors in developing care and support planning at scale.

CCGs leading the way on prevention
The third in a series of case study reports has been released by NHS Clinical Commissioners. The report highlights examples of where CCGs are working in partnership across their local health economies to put in place prevention and early diagnosis programmes of work. Examples include cancer awareness, diabetes prevention, early diagnosis of HIV, stroke prevention and COPD management.
 
PHE's new report finds that life expectancy at older ages in England has risen to its highest ever level. According to the report: men can now expect to live for a further 19 years at age 65, 12 years at 75, 6 years at 85 and 3 years at 95; and women can expect to live for a further 21 years at age 65, 13 years at 75, 7 years at 85, and 3 years at 95.
 
Tools and resources, such as PHE's local dementia profile tool, the dementia data catalogue, and the NICE guidance on midlife approaches to delay/prevent dementia can be accessed on the Health Matters blog.
 
NHS England and partners have published a series of quick guides to support local health and care systems. The guides provide practical tips, case studies and links to useful documents, which can be used to implement solutions to commonly experienced issues. Use the information to manage upcoming winter pressures and plan for 2016 and beyond.

Get Well Soon
The NHS must construct a 15 year plan to shift money out of hospitals and into investment in communities according to 'Get Well Soon: Reimagining Place-Based Health'. The report demonstrates that the health service in its current form is not sustainable, and sets out a new plan for shifting the system to focus on preventing illness, shorten stays in hospitals and help people live independently for longer. 

A new government consultation is open to help develop a new strategy for carers setting out how more can be done. One which reflects their lives now, the health and financial concerns they have, and gives them the support they need to live well whilst caring for a family member or friend. Closing date 30 June.
 
This new report from the National Children's Bureau explores what is known about children and young people under the age of 25 who provide regular and ongoing care and emotional support for a person living with dementia.
 
NCB has published a blog and a book A Practical Guide to Early Intervention and Family Support: Assessing Needs and Building Resilience in Families Affected by Parental Mental Health or Substance Misuse. This third edition of the handbook for practitioners on early intervention and effective ways to support vulnerable families looks at a number of the challenges practitioners face and presents strategies for overcoming the common obstacles.
