NAMI-NYS Reacts to the Legislative One-House Bills

Earlier this week the New York State Assembly and Senate released their one-house budget bills. NAMI-NYS sent out our analysis and reaction to the bills earlier this week, however we want to mzke one correction.. We reported that the Assembly only committed re-appropriated money to expand CIT, they actually added another million dollar investment which is exciting news.

NAMI-NYS Holds Provider Education Training
Clockwise from top: Group shot of new Provider Education teachers; NAMI's Teri Brister, NAMI-NYS Program Coordinator Shaniqua Jackson and NAMI's Suzanne Robinson; Mental health advocate Mike Veny joins some of the training team on Saturday night.

On March 12-13 NAMI-NYS held a training of the NAMI Provider Education course in Albany. The course is designed to introduce mental health professionals to the unique perspectives of individuals living with mental illness and their families. The aim is for providers to develop enhanced empathy for the daily challenges faced by individuals and families and recognize the importance of including them in all aspects of the treatment process.

The training was taught by Teri Brister, PhD, LPC, NAMI's Director of Knowledge Integration Information, Support and Education. NAMI Orange County, NAMI Rochester, NAMI Schenectady and NAMI Rensselaer (including NAMI-NYS staff members Matthew Shapiro, Christine Rickeman and Heide Garner) and NAMI Senior Education Program Manager Suzanne Robinson also took the training.

NAMI-NYS is excited to begin offering the course around the state in order to build recovery teams. The course can be offered in five two and a half hour classes or as an abridged 4 hour workshop. If you are interested in bringing Provider Education to your community please contact NAMI-NYS Program Coordinator Shaniqua Jackson at [email protected].

NAMI Cayuga Leaders Present at CIT Training
From left to right are: Jerry Miller, OMH, Division of Forensic Services, Bart & Terri Wasilenko, Co-Affiliate Presidents for NAMI Cayuga Co., and Don Kamin, PH.D., Director, Institute for Police, Mental Health & Community Collaboration .

NAMI Cayuga County leaders Bart and Terri Wasilenko presentated last week at the CIT kickoff event for Cattaraugus, Orleans and Putnam Counties and the cities of Poughkeepsie and Niagara Falls.

The Wasilenkos presented on "The Importance of CIT to different Stakeholder Groups," and detailed the success from Cayuga county's CIT training for law enforcement officials, 911 dispatchers and other first responders. They also discussed the effectiveness of the training in their county and its implementation. From the "Family perspective", they explained how they are quite pleased with the reported interactions.

NAMI-Queens/Nassau Holds Advocacy Meeting
NAMI Queens/Nassau board members Jeanette Wells, David Sills, Janet Susin, NAMI-NYS's Matthew Shapiro, Ruth Wosoloff, Al Dunlop, Ellen Ritz, Linda Baron Katz and NAMI-NYS Criminal Justice Chair Jayette Lansbury
On March 16th, NAMI Queens/Nassau held a meeting on advocacy issues featuring NAMI-NYS Public Engagement Coordinator, Matthew Shapiro.

The event was particularly timely as earlier that morning the U.S. Senate HELP committee held the mark up hearing for their mental health bill and days earlier the New York State Assembly and Senate announced their one-house budget bills.

There was a very lively discussion as participants had a lot of questions  about the federal bill's lack of true HIPAA reform and the shortcoming of investments in housing and community supports in the one-house bills. Positive developments on the state level such as advancements on Paid Family Leave and CIT funding, were also discussed at length. Finally, the evening also focused on strategies for the advocates to most effectively make their voices heard in order to create a more mentally healthy New York.

Help NAMI Create Stigma Free College Campuses

Everyday NAMI fights misconceptions and stereotypes about mental health conditions. Stigmafree is our movement to end the stigma associated with mental illness.Activities on college campuses go a long way to this goal.

NAMI Executive Director Mary Giliberti says, "NAMI needs the help of students, faculties and administrators to eliminate the stigma surrounding mental health conditions, based on demeaning stereotypes and misinformation. Stigma discourages people from seeking help when they need it and when it is internalized jeopardizes recovery."

Direct Care Agencies are Concerned About the Impact of Raising the Minimum Age

Non-profit agencies which provide direct care and housing services for people with disabilities (including psychiatric disorders) gravely fear that if Governor Cuomo's efforts to raise the minimum wage for everyone are successful, they will not have the financial capacity to operate. Many of you are aware of NAMI-NYS's concerns that the agencies that provide the services many of our loved ones depend on are not properly funded to begin with and adding an extra financial burden on them could be disastrous.

Michael Seereiter, President and CEO of the New York State Rehabilitation Association and a member of the #bFair2DirectCare coalition, says "If New York mandates we raise worker pay but fails to provide the resources, we are left with no good options, and certainly zero options that allow us to continue helping these vulnerable New Yorkers live with dignity and bring comfort to their families."

Watch HELP Committee Mark Up Hearing

The Senate Health Committee on Wednesday advanced a bipartisan mental health bill to the full Senate as part of a difficult push to achieve mental health reform in an election year.

The bill, a narrow consensus document, passed the committee unanimously on a voice vote. More thorny issues are expected to be dealt with later on the Senate floor. One of the key elements that NAMI-NYS wants to see added as an on the floor amendment is removal of the "IMD (Institutions for Mental Diseases) exclusion," which is a major barrier to care access.
