WRCOG announces its Keynote Speaker for the 25th Anniversary General Assembly & Leadership Address!
Julia Gillard, the 27th Prime Minister of Australia (2010-2013), will be providing the evening leadership address at WRCOG's event, to be held on June 23, 2016, at the Morongo Casino, Resort & Spa in Cabazon, CA.
 
The General Assembly & Leadership Address is the region's premiere event, drawing over 700 leaders from both the public and private sector to celebrate our collective success and inspire future progress.  Prime Minister Gillard offers a unique global perspective to the event, as she will be the first international speaker to address the General Assembly.  As the only woman in Australia's history to serve as Prime Minister, Gillard will share an unprecedented story of leadership to attendees, speaking on many issues that are relevant to our activities here in the United States, such as the challenges facing both our countries in the 21st century, how our political systems address them, and the economic and strategic agenda we face in a globalized world.  As Prime Minister, and in her previous role as Deputy Prime Minister, Gillard was central to the successful management of Australia's economy, the 12th biggest economy in the world, during the Global Financial Crisis.  Prime Minister Gillard delivered nation-changing policies including reforming Australian education at every level from early childhood to university education, creating an emissions trading scheme, improving the provision and sustainability of health care, restructuring the telecommunications sector and advanced a national broadband network, as well as strengthening Australia's long-standing alliance with the United States.
 
Since leaving office, Prime Minister Gillard was appointed a non-resident Senior Fellow at the Brookings Institution in Washington, working with the Center for Universal Education, and in February 2014, Gillard was appointed Chair of the Board for the Global Partnership for Education, a leading organization for supporting education worldwide.  Julia Gillard recently authored a book on her service as Prime Minister, My Story, which was published in October 2014.  Signed copies of her book will be available for purchase at the WRCOG General Assembly & Leadership Address.

Regional Streetlight Program testbed coming soon
Imagine for a moment you are walking at night, down a familiar street.  It's the same old routine.  You take the same old route, with the same old dog, with the same old leash. You have the same old shoes, same old sweats, same old flashlight, and carry the same old walking stick.  You pass by the same old houses and say hello to the same old people. However, something is different during this walk.  As you continue your stroll, you notice that oncoming cars are more easily recognizable, and overall you feel an enhanced sense of safety.  You take a break to sit down on the same old park bench and look up to the same old night sky.  And then you notice it; the same old streetlights are different on this evening.

This environmentally friendly, publically safe, more visually-appealing and cost-effective future streetscape is not far away.

WRCOG's Regional Streetlight Program aims to help member jurisdictions acquire the streetlights in its jurisdictional boundaries from Southern California Edison, and then retrofit the old lamps with publically approved (to be determined after implementation of a testbed), energy efficient, and dark sky-friendly technologies.  The transition to local streetlight ownership and energy efficient retrofit will likely lower utility and energy costs of these streetlights by over 50%, while producing a safe and healthy light for the community.

This month one more milestone has been met to support this illuminating subregional goal.  WRCOG released a "Request for Bid" soliciting financing solutions / options to fund the acquisition and retrofitting of streetlights throughout the subregion, in an amount totaling approximately $56 to $60 million.

Later this year, WRCOG will implement a local test bed, and invite community stakeholders to "see the light" by walking down and experiencing an environmentally friendly and visually enjoyable sample streetscape that will provide an opportunity to compare a wide variety of energy efficient technologies.  Stay tuned for more information on when the testbed will be ready!
 
Western Riverside Energy Leader Partnership (WRELP)
WRELP helps WRCOG member jurisdictions identify and implement energy efficient retrofits in municipal buildings.  The goal of WRELP is to help our member jurisdictions reduce their energy consumption which in turn will also help lower energy bills, reduce greenhouse gas emissions and increase energy efficiency. WRELP has already helped jurisdictions identify multiple energy efficiency projects within municipal facilities that have a projected annual electric savings (kWh) of 421,914 and a projected annual cost savings of $61,321.  Identified projects include:  Interior & exterior LED lighting retrofits, energy efficient power management software for PCs, motion sensor light switches, Energy Management Systems (EMS) to track municipal building energy usage, and heating, ventilation, and air conditioning (HVAC) unit retrofits.

Sunset Avenue grade separation ribbon cutting    

On March 10 the City of Banning and the County of Riverside held a ribbon cutting event for the Sunset Avenue Grade Separation.  The new grade separation project lowered Sunset Avenue and constructed a new railroad bridge structure. The project eliminates train / auto crossing conflict and improves air quality and the movement of goods on the Union Pacific Railroad tracks. TUMF contributed $3.2 million for the completion of the project.
 
Clinton Keith Road groundbreaking

On March 30 the County of Riverside will hold a ground breaking ceremony for the Clinton Keith Road project.  The County will construct the four-lane extension of Clinton Keith Road between Whitewood Road and Trois Valley Street.  The project is anticipated to be completed by fall 2018.  The TUMF Program will contribute $17 million for the completion of the project.

TUMF workshops

WRCOG is conducting workshops with member jurisdictions to provide an overview of the TUMF Program.  Seven workshops have been held to date, and the following workshops are scheduled in the coming weeks:
 
  • March 21 in the City of Corona
  • March 22 in the City of Moreno Valley
  • March 23 in the City of Calimesa
  • April 5 in the City of Temecula
  • April 18 in the City of Riverside
Active Transportation 
 
WRCOG received funding from the California Transportation Commission to develop a Western Riverside County Active Transportation Plan (Plan).  The Plan will set objectives to increase safety and effectiveness of the non-motorized system, incorporate local Safe Routes to Schools planning efforts, and identify economic indicators that include education, disadvantaged communities, and federal air quality non-attainment zones.

As part of the Plan, WRCOG received funding to conduct Bicycle Safety Education workshops.  These workshops are being taught by instructors from Riverside Community College District (RCCD) and focus on educating adults on safe bicycle riding.  The instructors include avid cyclists, police officers, and persons with similar backgrounds. Each class occurs over a three day period and includes instruction an RCC Campus, followed by a ride with the instructor along City Streets to test the student's knowledge. The first class will be held the weekend of May 20th in the City of Riverside and May 27th in the City of Moreno Valley.  Class sign-ups will begin in early April and will be limited to 20 students per class.  WRCOG will be providing further information about the sign-up process on its website when the information becomes available.
 
HERO Program update
HERO Residential Program Status for Western Riverside County AND California:

Twelve communities were accepted into the California HERO Program this month.  "California HERO," the name for the statewide Program administered by WRCOG, now includes 308 cities and counties.  18,200 projects have been completed by homeowners in Western Riverside County who are using HERO to install renewable energy, energy efficiency and water efficiency projects. Statewide, an additional 24,000 projects have been completed.

HERO was initiated in Western Riverside County in 2011 as a way to provide jobs for local contractors, help property owners improve their homes and businesses, create additional regional energy certainty in anticipation of future growth, and to provide a market mechanism (rather than state regulation) for reducing greenhouse gas emissions. HERO also provides home and business owners with an additional financing option (to cash, credit cards, home equity loans (or HELOCs) to choose from when considering making improvements to their properties.  Unlike these aforementioned financing mechanisms, HERO only allows for the installation of products that are certified as being energy efficient.  Also, HERO is the only financing mechanism that has consumer protections which, for example, requires contractors to be licensed and permits to be pulled prior to work moving forward.

WRCOG receives EPA Award for HERO Program 

On March 9, WRCOG and its public and private sector partners were awarded the U.S. Climate Leadership Certificate for Innovative Partnerships by the U.S. Environmental Protection Agency (EPA) for its HERO Program.  The national award recognizes organizations working collaboratively on leading edge climate initiatives which reduce greenhouse gas emissions.  WRCOG is recognized, along with the San Bernardino Associated Governments (SANBAG) and the County of Los Angeles, for their work with Renovate America to offer the HERO Program to jurisdictions across California.

The EPA Innovative Partnerships Certificate recognizes partnerships that have collectively established objectives to measurably address greenhouse gas reduction goals and/or adaptation and resilience activities.  WRCOG and the other HERO partners earned the award based on multiple criteria, including demonstration of innovation, thought leadership, public benefit, and replicability.  The awards was given during the Climate Leadership Conference (CLC) in Seattle.

WRCOG receives Certificate of Achievement for Excellence in Financial Reporting
WRCOG has received the "Certificate of Achievement for Excellence in Financial Reporting" for its Fiscal Year 2014/2015 Comprehensive Annual Financial Report (CAFR).  This marks the third straight year in which WRCOG has received this prestigious award for financial reporting from the Government Finance Officers Association (GFOA).  In order to receive this award, an agency must have gone beyond the minimum requirements of generally accepted accounting principles and demonstrate transparency and full disclosure and give the readers all the information needed to assess the financial health of the agency themselves.

Solid Waste Used Oil and Filter Exchange events held 

The City of Jurupa Valley and WRCOG hosted a Used Oil and Filter Exchange Event at O'Reilly Auto Parts on Limonite Court on January 23, 2016.  "Que Buena," a local radio station, joined the event as well and provided musical entertainment.  Local residents attended the event and received oil changing tools for proper exchange and disposal of used oil. Participants also brought in their used oil filters in exchange for a free new oil filter. Containers for storing used oil, shop rags, oil filter wrenches, funnels, regional used oil informational brochures, and Riverside County household hazardous waste fliers were also distributed to attendees.

The City of Temecula and WRCOG hosted a Used Oil and filter Exchange Event on February 13, 2016, at O'Reilly Auto Parts on Temecula Parkway.  Kola 99.9 FM, a local classic rock radio station, participated as well.
 
On March 5, 2016, the City of Riverside joined WRCOG for a Used Oil and Filter Exchange Event at AutoZone on La Sierra Avenue.  KOLA 99.9 joined the fun and played popular 90s music. Over 100 local residents came to receive free oil changing kits including wrenches, funnels, shop rags, and a free oil filter.


Riverside County Habitat Conservation Agency tour 

The Riverside County Habitat Conservation Agency (RCHCA) was formed in 1990 and in 1996 the Stephens Kangaroo Rat Habitat Conservation Plan (SKR HCP) was adopted.  The core reserves encompass over 46,000 acres of SKR habitat.

On March 8, WRCOG and RCHCA staff toured the Lake Mathews-Estelle Mountain Reserve (LMR).  The tour focused on the RCHCA's mission of conservation and preservation of more than 15,000 acres for rare and endangered species specifically focused on the SKR.
The tour also provided the opportunity to view the rich history and geology of the reserve including information on vegetation communities, habitat sensitive areas and other aspects of plant and animal ecology. Staff was able to discuss and get a first-hand look at the increased challenges of reserve security and the unique difficulties of access control for conserved lands.

85 Projects and Counting  
TUMF Program compiles track record of accomplishments and job creation

What is the significance of numbers?  From song we are told that "1" is the loneliest number that you'll ever do.  And that "2" can be as bad as "1" (it's the loneliest number since the number "1") according to Three Dog Night.  We believe that "7" is lucky, and "13" isn't.  Most of us know "3.14" (Pi) as the most recognized mathematical constant in the world.  "666" is the number of the Beast in the Bible.  "8" (not "10") is widely viewed as the number of perfection.  "911" provides access to authorities in emergency situations.  "32" is the jersey number worn by many famous athletes including Jim Brown, Sandy Koufax, and "Magic" Johnson.
 
What about "85?"  Well, there's not much that moves the needle in terms of excitement or fascination.  Math nerds know that "85" is at the same time an octahedral number, a centered triangular number, a centered square number and a decagonal number.  There's a book titled "85 ways to Tie a Tie."  There's a Taiwanese coffee store chain called "85 ° C." In an online poll of the world's favorite numbers, "85" came in 195th place, trailing all of the other "80's" numbers.
 
But today might be a new beginning for "85."  Time to take center stage.  Second fiddle to no other number.

"85 Projects and Counting"
provides a listing (in order of completion) of each of the 85 transportation and transit projects built since WRCOG's Transportation Uniform Mitigation Fee (TUMF) Program was launched in 2003.  Completing 85 projects is no small feat considering the amount of time it takes (usually years) to get projects like the ones listed in this booklet on the ground.
 
TUMF is slated to provide nearly $4 billion towards improving Western Riverside County's mobility by building critical transportation infrastructure needed to keep pace with the region's rapid growth.  In addition to improving our mobility, TUMF is also providing jobs for thousands of workers in the private sector who are and will be needed to plan, engineer, and build these facilities.  A 2014 Duke University Duke University Center on Globalization, Governance and Competitiveness report indicates that more than 21,000 jobs are created per each $1 billion invested in transportation infrastructure.  That translates to the creation of approximately 80,000 new jobs through TUMF, which just might make the Program one of the largest job producers in the history of Western Riverside County.  The same report also found that every $1 invested in transportation infrastructure creates more than $3.5 dollars in economic return, which tells us that there's an even broader positive impact to Western Riverside's economy that goes way beyond the direct TUMF investment.

85 completed projects is a great start when it comes to improving the region's mobility and economy, and there are hundreds of projects to come.  To see which projects are included in TUMF, and to get other background information about the Program, visit WRCOG's website at www.wrcog.cog.ca.us .  In the meantime, enjoy the newfound popularity of "85."
