Message from the President
The 2016 LEADER Summit was a huge success! Jeri Shread, Education Chairperson, and the Education Committee did an outstanding job with providing a diverse group of speakers and topics on person- centered care. Despite the flooding in some areas, we still managed to have over 400 attendees. The visits to Riviere de Soleil and Oak Haven nursing homes gave examples of strategies for culture change teams and a neighborhood model example. Those visiting the homes were able to ask questions and receive good feedback to begin initiatives in their homes. Sharing success stories during the Summit is a learning opportunity for growth.  The feedback from the Summit indicates that topics and programs generate ideas that can be duplicated in other facilities. A special thanks goes to the facilities and leadership teams for sharing their expertise and time.

Several attendees at the Summit asked me the same question, "What is the difference between LEADER and other health care organizations?" The answer is that LEADER's focus is on person-centered care. I belong to several health care and professional organizations that focus on a variety of efforts. Some are beginning to include person-centered care as one of their values or agenda items. Everything that LEADER does is about enriching the lives of residents with person-centered care. This goes back to our mission: To continuously challenge ourselves and others to promote an environment that honors the dignity and value of each individual who lives and works in the continuum of long-term care. 

How and why did LEADER establish itself as Louisiana's culture change coalition? LEADER began informally in 2004 after the Louisiana Department of Health and Hospitals - Health Standards and the State Long Term Care Ombudsman co-sponsored a culture change conference at three locations across the state. Originally the group consisted of a small group of individuals representing Health Standards, State LTC Ombudsman, Quality Improvement Organization (QIO), and several representatives from for profit and not-for profit nursing home providers from across the state of Louisiana. Unfortunately, the coalition lost momentum with Hurricanes Katrina and Rita. However, during 2008 the coalition regained momentum and formally established itself as Louisiana's culture change coalition, LEADER. The LEADER Board of Directors has become more diverse with professionals from hospitals, assisted living, home health as well as nursing facilities. A combination of LEADER directors from nursing home and assisted living administrators, marketing, social workers, nursing directors and educators, a pharmacist, physician, professional development, AARP, and consumer representation provide leadership with support of advisory members from Ombudsmen, eQHealth Solutions, and DHH.

LEADER is more than the annual Summit. The Summit facilitates a strong effort that provides educational opportunities on person-centered care topics that will help promote the values of care for the residents in all settings. It gives us an opportunity to learn and think about, "what could we do differently." The LEADER website provides a wealth of information about person-centered care, events, the Dementia Partnership, resources, as well as the past newsletters.  LEADER has purchased The Pioneer Network webinar bundles for use at the chapter meetings for group viewing and discussion of the programming. The Leader Chapter chairs are Kim Byers in Baton Rouge, Charles Campbell in Lake Charles, and Randall Myers in Shreveport. The LEADER Chapters allow for opportunities to learn and share success stories. Chapter chairs will provide members notices of topics, speakers, dates, and times. We have an opportunity to showcase our state with The Pioneer Network Conference in New Orleans this year.  Please save the date, July 31-August 3, 2016. The conference is at the Hyatt Regency, New Orleans. One of our own, KaraLe Causey, is President of The Pioneer Network. We want to support her with a good attendance from Louisiana. We will need room monitors and greeters. Room monitors serve one day and receive a discounted rate for the conference. Please contact LEADER at [email protected] and volunteer. Information about the scholarship grant to attend the conference is included in this newsletter. When a key supervisor (Administrator, DON, or Owner) registers, a free registration is available to another person in the facility. Registration is now open! We look forward to seeing many of you at the 2016 Pioneer Network conference.

LEADER 7th ANNUAL SUMMIT - THANK YOU

Thank you to everyone who attended the 7th Annual LEADER Summit.  We had over 400 attendees, 46 sponsors and exhibitors, and 9 informative speakers! But most important than the numbers, we had great education sessions, wonderful networking time and we were in community with one another.

LEADER Announces Poster Sessions at the 8th Annual Summit

The LEADER Summit is all about networking, sharing ideas, trends and expertise.  The poster session is an excellent way for you to showcase any project or program relating to Culture Change and Person-Centered Care that has fostered success or enriched your facility in some way.

Your poster or story board will be presented for a specific time each day and viewed
by attendees from across the state.  A summary of your project or program must be included with your presentation.  There will be an award for the poster that best demonstrates Culture Change and Person-Centered Care.

 

Volunteer Now and Reap the Benefits
 
Did you know that the Centers for Medicare & Medicaid Services (CMS) has a volunteer period going on right now for the new staffing requirements - otherwise known as the Payroll-Based Journal (PBJ)?  Now is the time to take advantage of this volunteer period, so that you can work out the kinks and bugs of your electronic submission before it becomes mandatory. If you are using a software vendor, this is your time to make sure the system works.
 
What is this new requirement, and what are your expectations? 
Section 6106 of the Affordable Care Act (ACA) requires facilities to electronically submit direct care staffing information (including agency and contract staff) based on payroll and other auditable data. The data will report level of staff in each nursing home, as well as turnover and tenure.  The volunteer period is underway, and as currently structured, this will become mandatory July 1, 2016Providers will be required to file both staffing and census data no later than 45 days after the last day of each fiscal quarter
 
Why is CMS so interested in your staffing data? 
CMS has long identified staffing as a key driver to great quality care and optimum beneficiary outcomes.  This system will allow staffing and census information to be collected on a regular and more frequent basis than the annual system currently used. It will also be auditable to ensure accuracy.  Some of the items CMS is interested in include:
  • Hire and termination dates
  • If your employees full time, part time, contract, etc.
  • Work category (RN, LPN, CNA, etc.)
  • Hours worked per day
Change can be scary, but related to Five Star and public reporting, these changes are positive. Before this regulation, your staffing numbers were only updated annually. Now, you can review each quarter's data and impact your staffing numbers quickly, rather than waiting until your next year's survey.  This will also improve your Five Star rating more quickly. 
 
How can you prepare?
  1. First, make sure you have a CMSNet User ID, if you don't already have one for other QIES/MDS applications (https://www.qtso.com/cmsnet.htm)
  2. Obtain a PBJ QIES Provider ID for CASPER Reporting and PBJ system access       (https://www.qtso.com/)
  3. Take advantage of free training!  Introductions to the PBJ system and step by step registration instructions are available on QTSO e-University, select the PBJ option https://www.qtso.com/webex/qiesclasses.php
  4. Don't be shy!  Now is the time for questions, and send them to [email protected].

Louisiana Geriatrics Society Annual Conference
 
Louisiana Geriatrics Society is hosting its annual conference with the Louisiana-Mississippi Hospice and Palliative Care organization (LMHPCO) this year in New Orleans July 27 to 29th at the Loews New Orleans Hotel. There will be a specific geriatric track, but any session is open. If you become a member of LGS, the fee for attendance is significantly reduced. Please consider attending and becoming a member of LGS. The mission of LGS aligns with LEADER in improving quality of life and quality of care for the geriatric population through networking and sharing best practice protocols across the state.
