On October 18 - 20, 2016, the Division for Early Childhood will bring together a passionate group of dedicated individuals who work with or on behalf of young children (0-8) with special needs and their families. Leading experts will gather from all over the world to unite with other participants and attendees who are intimately invested in early intervention, early childhood special education, and related disciplines.

HAVE A RESOURCE YOU THINK DEC SHOULD ENDORSE? 
 
DEC encourages the development of high quality resources, using multiple technologies, to support the effective implementation of DEC's newly revised Recommended Practices in early intervention and early childhood special education. These resources may be for families, emerging or practicing professionals, professional development providers, researchers, and/or administrators at the state, local, or agency level. In order for consumers to know certain resources available are indeed well-developed and evidence-based, DEC has created an endorsement process to acknowledge those resources that meet the rigorous standards expected of DEC.

The DEC Recommended Practices Panel of Excellence Founding Committee was charged with developing a transparent process for submitting resources for endorsement and standardized evaluation criteria with a related rubric for reviewing applications for endorsement.  The endorsement submission and review process is now live!   All resources that have been reviewed and endorsed by the Panel of Excellence will be posted in our interactive, online Resource Library

Readers can find two new free and supplemental resources available on the JEI website

First, we're happy to provide podcasted interviews with authors of JEI papers. The podcasts provide background information about the author's interest in the research topic as well as other information relevant to the topic of the research. For the March, 2016 issue, Joanna Rudolph explains her interest in early language milestones and specific language impairment. 

Second, interested readers can find a Research to Practice Review of one of the papers published in each JEI issue. The purpose of these reviews is to expand on the practical significance of a particular research study. Special thanks to Justin Lane and Collin Shepley at the University of Kentucky for their recent Research to Practice Review of Sarah Urlacher's, Mark Wolery's, and Jennifer R. Ledford's recent publication in the March, 2016 issue of JEI: Peer Modeling of Commenting during Small Group Direct Instruction for Academic Behaviors. 

We hope that these resources are useful supplements to the high-quality published research that readers can find in JEI!
An Update from your DEC Personnel Preparation Council

Based on CEC's timelines and process, it is once again time to update and validate the  DEC Knowledge and Skill Initial and Advanced Specialty Sets.  

The Personnel Preparation Council is collaborating with CEC's Professional Standards and Practices Committee and its Knowledge and Skills Subcommittee to complete this task.  DEC members will have the opportunity to participate in the process by completing a web-based validation survey for the Specialty Sets in October 2016.  The target date for availability of the newly validated Specialty Sets is Spring 2017.

A DEC Workgroup has also completed a draft alignment of the DEC Specialty Sets with the NAEYC and CEC Professional Preparation Standards.  The alignments, completed collaboratively across the three associations and with support from the Early Childhood Personnel Center (ECPC), will be disseminated by each association in a variety of ways, including the DEC website, and should be available for use by DEC members in Fall 2016.

Policy News: On Monday, May 16, 2016, the Division for Early Childhood provided comments to the Department of Education's NPRM regarding Assistance to States for the Education of Children with Disabilities: Preschool Grants for Children with Disabilities. Representing our passionate membership of individuals who are engaged and committed to working with their partners at the state and local levels to ensure the provision of high-quality IDEA services and to increase full participation of all young children in high-quality early learning experiences that support their development, DEC responded specifically to prompts regarding two main issues: 
  1. Provisions that require calculation of disproportionality from age 3-21 for identification and discipline.
  2. Allowing comprehensive CEIS funds to be used to serve children from age 3 to grade 12, with and without disabilities.
