Awards and Advancements
Ontario  County  Sheriff  Phil  Povero   (right) received the New York State D.A.R.E. Officers' Association's Lifetime Achievement Award, the organization's highest honor, in February at the 54th commencement exercises of the D.A.R.E. officer training program. Saratoga County Sheriff Michael Zurlo  announced this week that  Chief Deputy Richard Castle has been promoted to Saratoga County Undersheriff.  Richard, who has been with the sheriff’s office since 1989, served as Chief of the Law Enforcement Division for the last two years. He is replacing Kevin Mullahey who retired in February. Richard will  be officially sworn in at a ceremony today. Click here to read more.
82nd Annual Winter Conference Recap
Sheriffs from across the state, law enforcement leaders, and business partners gathered at the Desmond in Albany in January for the 82nd Annual Winter Training Conference. Sessions included: New York City Sheriff Joseph Fucito speaking on "The Growing Responsibilities of the New York City Sheriff's Office;" Niagara County Sheriff Jim Voutour speaking on "Officer Involved Shootings;" Monroe Coutny Sheriff's Deputy Jonathan Payne, speaking on "Developing and Maintaining a Citizens Academy for Sheriffs Offices;" Paloma Cantanna, Esq., Attorney for SCOPE speaking on "The Status of the NYSafe Act Litigation;" Lawrence Brinker, Esq. Executive Director NU AIR Alliance, speaking on "Drones for Law Enfrocement;" and Adam Rinaldi, Comptroller, NY Air National Guard, speaing on "The Mobile Inspection Unit and Other Assets for Law Enforcement." 

In addition, t he sheriffs received reports from the heads of most the state's major law enforcement entities, including: Terence O'Leary, Deputy Secretary to the Governor for Public Safety and Ben Voce-Gardner, Assistant Deputy Secretary to the Governor for Public Safety ; Commissioner John Melville of the Division of Homeland Security and Emergency Services; Director of the New York State Office of Counter Terrorism, Staff inspector Michael Cerretto, NYSP; Executive Deputy Commissioner Mike Green of the Division of Criminal Justice Services; Chairman Thomas Beilein and Commissioner Thomas Loughren of the New York State Commission of Correction, and First Deputy Superintendent Patricia Groeber of the New York State Police.

Installation of Officers, Executive Committee Members & Trustees
The Sheriffs' Association held its elections at our 82nd Annual Winter Conference in January. Herkimer County Judge John Brennan swore in the new officers.  Outgoing Association President Niagara County Sheriff James Voutour  passed the gavel to Herkimer County Sheriff Chris Farber , the new Association President. Please click here for our full slate of officersClick here for our Executive Committee Members and Trustees.

Washington County Sheriff Jeff Murphy Receives  Accreditation of Civil Division
Washington County Sheriff Jeff Murphy was honored before the January meeting of the County Board of Supervisors for the ac creditation of his Civil Division. Executive Director Peter Kehoe presented the Certificate of Accreditation, stating that only 27 of the State’s 62 counties have qualified for Civil Division Accreditation. "This achievement is a great testament to Sheriff Murphy and the entire staff of the sheriff’s office. It shows their pursuit of excellence in their profession" Peter said. Sheriff Murphy praised the following members of his team whose efforts were instrumental in earning this accreditation: Sgt. Chris Worthington, Sr. Civil Clerk Lisa Williams and Civil Clerk Gwen Roberts.

Livingston County Sheriff Thomas Dougherty Receives Re-Accreditation of Court Security Division
Livingston County Sheriff Thomas Dougherty  was honored before the County Board of Supervisors in February for the re-accreditation of his Court Security Division. NYSSA Executive Director Peter Kehoe presented the Certificate of Accreditation, noting "Livingston is one of only five counties to hold every state-level accreditation available to it." "That’s a rarity," he continued. "Something all of you can be very proud of.”

Sheriff Dougherty recognized members of his team whose hard work was key to achieving re-accreditation: Deputy Matt Templeton, Sgt. Jeff Hammond, Chief Deputy Jason Yasso, Sgt. Aaron Galvin, and Sgt. Jeremy Slocum. “This is recognition of a team effort,” Sheriff Dougherty said. “A team that works great."

Sheriff's Offices Assist Stork!

Sheriff Thomas J. Dougherty announced last week that two Livingston County Sheriff's Dispatchers assisted with the birth of 6 lb 5 oz baby Kennedy Jean. Sheriff's Dispatcher Curt Grant answered the call at 2:44 am from Tim Diliberto, whose wife, Audrey, was in labor at their residence. Curt used his Emergency Medical Dispatching experience to instruct Mr. Diliberto while Sheriff’s Dispatcher Lonni Carroll dispatched both Emergency Medical Services and Law Enforcement to the residence. Mom, Dad, and Baby Kennedy are all doing well.  Read more here.

A pregnant woman stuck in traffic on the Brooklyn-Queens Expressway gave birth in the back of an Uber car last month before being escorted to the hospital by a passing city Deputy Sheriff. New York City Deputy Sheriff Jeff Rivera (pictured above) said he spotted the frantic driver, Rafael Abreu, waving from the side of the road about 10 a.m. and shouting "Baby, baby! A baby's being born!" After ensuring that the mother and baby were not in any kind of distress, Deputy Rivera made a quick route to New York-Presbyterian Hospital with lights and sirens on and megaphone blaring. Read more here.
