As the 2015-2016 academic year comes to a close, the UNLV Health Law Program would like to take this opportunity to preview our 2016-2017 curricular offerings, summarize our recent activities, and thank our Advisory Board members and community partners for their support and participation in our programming this past year.

2016-2017 Health Law Curriculum
 
The UNLV Health Law Program will be offering a wide variety of health law classes next year. In Fall 2016, students at the William S. Boyd School of Law (Boyd) and the School of Community Health Sciences (SCHS) may register for Bioethics and the Law with  Professor Leslie Griffin, Disability Law with  Professor Ann McGinley, Mental Health Law with  Professor Sara Gordon, Public Health Law with  Professor Max Gakh, and Law and Ethics for Health Care Managers with adjunct Glen Stevens. 

In Spring 2017, students may enroll in Health Care Access, Quality, and Liability with  Professor Stacey Tovino, HIPAA Privacy with  Professor Stacey Tovino, Public Health Policy: Integrating Theory and Practice with  Professor Max Gakh, and Health Care Organization and Finance with adjunct Cynthia Asher.
New Health Law Concentration

Beginning Fall 2016, a Health Law Concentration will be available for Boyd students who wish to concentrate their elective studies in health law. Students who wish to concentrate in health law must take fifteen credits from a menu of health law-related courses, experiential learning opportunities, and writing opportunities, select a Health Law Faculty Supervisor, attend Health Law Brown Bags, and attend five or more Approved Health Law Activities during the course of their legal education. Health Law Externships

The UNLV Health Law Program is grateful for the health law externship opportunities made available by our community partners, including Southern Nevada Health District and University Medical Center of Southern Nevada (UMC).

Annette Bradley, Esq., General Counsel of Southern Nevada Health District, has supervised several externs from Boyd School of Law over the years. Recent externs include Ellin Mardirosian, JD (Boyd '16), Dawn Nielsen, JD (Boyd '16), and Ben Lehavi, JD (Boyd '15). Ms. Bradley also has provided tremendous support to the Health Law Program through guest lectures, service on our Advisory Board, and student mentorship.

The Southern Nevada Health District is one of the largest local public health organizations in the United States. The Health District serves more than 1.7 million residents -- approximately seventy percent of Nevada's total population. The Health District also safeguards the public health of more than thirty-seven million tourists who visit Las Vegas every year. The Health District was created in 1962, following statutory authorization from the Nevada Legislature to combine the county health department and the health departments of several surrounding cities.

The Health Law Program also wishes to thank  UMC General Counsel Susan Pitz, MBA, JD (Boyd '02), who has supervised several law clerks and/or health law externs, including James Lovett, JD Cand. (Boyd '17), Tye Masters, JD Cand. (Boyd '17), and Ashveen Dhillon, JD (Boyd '16). Ms. Pitz is a frequent guest lecturer in the Health Law Program's day and evening classes and she is an important member of the Program's Advisory Board.  Prior to taking the General Counsel position at UMC, Ms. Pitz spent twelve years in private practice, including seven as a principal in Nutile Pitz & Associates, a well-respected health law firm located in Henderson, Nevada.

UMC, a publicly owned and operated hospital, has been serving the health care needs of Southern Nevadans since 1931. UMC has Nevada's only Level 1 Trauma Center, only Pediatric Level II Trauma Center, and Nevada's only burn center.
Health Law Programming

Many of our community members are familiar with our  Health Law Speaker Series, which provides faculty, staff, students, practicing attorneys, and health care practitioners the opportunity to meet nationally and internationally recognized experts in health law and bioethics. Our 2016-2017 Health Law Speaker Series will be announced shortly.

In addition to our Health Law Speaker Series, the Health Law Program also organizes, hosts, sponsors, and/or co-sponsors a number of other health-related conferences, symposia, and continuing education programs throughout the year.  Dean Christine Smith (right) provides outstanding leadership with respect to these programs, including the following recent and upcoming events:

Health Law Program Hosts Eighteenth Annual SAHMS Meeting
 
The UNLV Health Law Program was delighted to host the Eighteenth Annual Meeting of the Southern Association for the History of Medicine and Science (SAHMS) on March 17-19, 2016. More than eighty scholars from four continents representing a wide range of professional disciplines, including medicine, psychology, nursing, social work, public health, law, history, philosophy, bioethics, and the medical humanities, presented their research at Boyd School of Law. Registrants also enjoyed a networking reception in the Wiener-Rogers Law Library, an al fresco lunch outside the Barrick Museum, and a dinner banquet at the National Atomic Testing Museum.

Meet Our Doctor-Lawyers and Doctor-Law Students

The UNLV Health Law Program is delighted that several local physicians have recently completed their legal studies or have enrolled at Boyd School of Law.

With his graduation from Boyd School of Law two weeks ago, Dr. Paul H. Janda became the first board-certified neurologist-lawyer in the State of Nevada. Dr. Janda currently serves as Program Director of the Neurology Residency Program at Valley Hospital Medical Center in Las Vegas and President of Las Vegas Neurology Center, a multispecialty neurology practice. Dr. Janda studied at Stanford University and graduated from the University of California at Berkeley with undergraduate degrees in Molecular and Cell Biology and Psychology. He completed his medical education at Touro University California, Internal Medicine Internship at Valley Hospital Medical Center, Neurology Residency at Valley Hospital Medical Center, Transcranial Doppler and Cerebral Blood Flow Monitoring Fellowship at the University of California at Los Angeles School of Medicine, and Neurovascular Interpretation Program at Wake Forest School of Medicine. Dr. Janda also serves as President of the Las Vegas Chapter of the American Heart Association and Director of Neurology and Stroke for both Valley Hospital Medical Center and Centennial Hills Hospital Medical Center.

Dr. Janda has supported the UNLV Health Law Program in so many different ways, including through service as an Advisory Board member and outstanding academic and clinical presentations, such as his recent presentation ("The History of Stroke") at the Eighteenth Annual Meeting of the Southern Association for the History of Medicine and Science. Dr. Janda and his wife, Monica Janda, JD (Boyd '16), completed their law degrees through Boyd's part-time evening program. The couple had two children (Benjamin and Sophia) while in law school.

Dr. Jeremy Lipshutz just completed his first year of legal studies at Boyd School of Law. Dr. Lipshutz has practiced pain medicine and addiction medicine in Las Vegas for eight years. He owns several medical businesses in Nevada, including a multispecialty medical practice, a medical laboratory, and an ambulatory surgery center. Dr. Lipshutz earned his medical doctorate from Wayne State University School of Medicine, where he also completed his Residency in Anesthesiology. He completed a Fellowship in Pain Medicine at the University of Michigan. Prior to studying medicine, Dr. Lipshutz earned a Master's degree in the Epidemiology of Infectious Diseases from Johns Hopkins University School of Hygiene and Public Health. (Dr. Lipshutz explains to his children that he is technically in the 29th grade.)

Dr. Lipshutz has supported the UNLV Health Law Program in many ways, including by providing medical background in class discussions, attending our Health Law Speaker Series events, and serving as the incoming Secretary of the student-run Health Law Society. Dr. Lipshutz is interested in using the knowledge he gains through his studies in Health Law at Boyd to help to navigate the intersection of law and medicine in order to advocate for maintaining a patient-centered focus in medical care as economic and regulatory pressures continue to alter the environment in the medical sector. He is particularly interested in bridging communications between providers of healthcare, and those who regulate and pay for it.
Welcome, Cynthia Asher!

Cynthia Asher, JD, MPH, has joined the Health Law Program as an adjunct faculty member. Trained in both law and public health, Ms. Asher practiced law in the Corporate Litigation Department at Skadden, Arps, Slate, Meagher & Flom and in the National Health Law Practice of Epstein Becker & Green before joining the Centers for Medicare and Medicaid Services (CMS) as Special Assistant to the Administrator. At Epstein Becker & Green, Ms. Asher counseled clients on federal and state health care fraud and abuse, licensing, reimbursement, and other regulatory health care issues. At CMS, Ms. Asher helped to implement new Medicare statutes and regulations. Ms. Asher also has served as the Director of Career Services at the William S. Boyd School of Law, where she developed and implemented programs for law students and alumni, including recruitment programs, educational programs and workshops, networking receptions, and mentoring programs. Ms. Asher will be teaching Health Care Organization and Finance in Spring 2017. She is a graduate of Georgetown University Law Center and the Johns Hopkins University School of Public Health.

About the UNLV Health Law Program

The UNLV Health Law Program is a partnership between the UNLV William S. Boyd School of Law and the UNLV School of Community Health Sciences. The Program aims to create opportunities for faculty and students across UNLV's campus and in our community to learn about the multiple connections between health and law. The Program also supports and promotes the dynamic teaching, sponsored research, scholarship, experiential work, and community engagement that arises by connecting these fields. 

Program faculty members have significant expertise in Disability Law (Professor Ann McGinley), Health Law, Bioethics, and the Medical Humanities (Professor Stacey Tovino), Mental Health Law (Professor Sara Gordon), and Public Health Law (Professor Max Gakh). Associate Dean Christine Smith provides outstanding leadership with respect to our health-related conferences, symposia, continuing legal education programs, and interprofessional collaborations. Dr. Brian Wall, Boyd's new Director of Graduate Programs, provides support and outreach with respect to our Health Law Concentration, our health law-related dual-degree programs, and our student engagement.
