HOME Program Award
Last month ECICOG was awarded funding through the Iowa Finance Authority HOME program. The funding will be used to help first time home buyers with down payment assistance and repairs.

Pre-Application Workshop
The Regional Planning Affiliation (RPA) for Region 10, including the counties of Benton, Cedar, Iowa, Johnson, Jones, Linn, and Washington, is currently accepting applications for regional MAP-21 funding, which include
Surface Transportation Program (STP) and Transportation Alternatives (TAP) Funds.
This year, prior to the submittal of an application
all applicants must participate in a pre-application workshop to be held on October 14th, 2015 at 1:00 p.m. at the
Johnson County Secondary
Roads Office.

ECICOG Administering
Two New Loan Programs
In September ECICOG began administering two new loan programs for our region.
The first is the MICRO Loan Program which assists businesses in the Cedar Rapids City limits. The maximum loan award is $10,000 and all Cedar Rapids start-ups or expansions are eligible. Those with ideas for the City's Core are especially encouraged to apply.
The Marion Economic Development Corporation created the MEDCO Revolving Loan Fund to provide supplemental financing in support of new and expanding businesses located within the City of Marion. The maximum loan award is $25,000 and those that are looking to support businesses engaged in the manufacturing or service industries are encouraged to apply.

Vanpool Funding Application
ECICOG recently applied for grant funding to establish a regional public vanpool program, with the goal of reducing traffic congestion within the I-380 corridor. If ECICOG is able to start the vanpool program, it will be available for use by anyone in ECICOG's seven county region, which includes Benton, Linn, Jones, Iowa, Johnson, Cedar, and Washington Counties.
The need for the vanpool program in our region was suggested by multiple studies conducted by the Iowa DOT. The studies showed survey respondents had a rising concern for the increasing traffic congestion in the I-380 corridor. The Iowa DOT is also preparing for reconstruction of the I-80 and I-380 interchange, and believes implementation of new modes of commuter transportation will help with traffic mitigation during construction.
The regional vanpool program was recommended as part of the 2014 Iowa Commuter Transportation Study published by the Iowa DOT, which evaluated commuter needs in our seven county region. The Commuter Steering Committee, created based on the study, suggested ECICOG should become the managing agency for the vanpool program.

Wyoming Wastewater
Treatment Plant Improvements
Wyoming's wastewater treatment plant improvements will address a critical infrastructure need of the City because the existing controlled discharge system is not in compliance with its National Pollutant Discharge Elimination System (NPDES) permit, and the Iowa Department of Natural Resources has issued an order that requires development of a Plan of Action (POA) to meet stipulated requirements. This is to be accomplished by converting the City's existing controlled discharge lagoon to an aerated continuous discharge system. More specifically, earthen dikes are being constructed to separate one lagoon cell (of two existing) to create a total of three cells (to comprise a smaller non-aerated cell and two aerated cells). Cells are also to be deepened to facilitate the aeration process with Air Diffusion System ("ADS") rock filter to lower ammonia effluent concentrations (to include limestone rock media, nitrogen reducing bacteria, and aeration equipment). Improvements will enable Wyoming to treat wastewater volumes from infiltration and inflow problems of the collection system. This is an important consideration given the need to protect the water quality of Bear Creek, as Wyoming's treated wastewater is discharged into this tributary of the Maquoketa River.
