Three Innovation Grant Programs From the Health Policy Commission
The Massachusetts Health Policy Commission (HPC) recently released requests for proposals (RFPs) for three new grant programs, totaling $9.5 million, designed to drive innovation in health care delivery and payment in Massachusetts. These programs - the Health Care Innovation Investment (HCII) Program, the Telemedicine Pilot Initiative, and the Neonatal Abstinence Syndrome (NAS) Pilot Initiative - create an unprecedented opportunity for Massachusetts providers, health plans, and their partners to test and spread innovations that advance the Commonwealth's cost containment goals while improving access to high-quality care. New Behavioral Health Report Released
Recently, the Blue Cross Blue Shield of Massachusetts Foundation released a new report, "Sharing Behavioral Health Information in Massachusetts: Obstacles and Potential Solutions". The report, prepared by Robert Belfort and Alex Dworkowitz of Manatt, Phelps & Phillips, LLP, provides a review of the primary Massachusetts and federal privacy laws relevant to the exchange of information among physical and behavioral health providers, as well as an assessment of technological and operational challenges faced by providers seeking to integrate care through enhanced data exchange. The report proposes ways that existing laws could be clarified or amended to better facilitate information exchange and identifies potential operational strategies for minimizing the restrictive impact of existing privacy laws without compromising patient privacy.
