Medi-Cal On-Line Provider Enrollment Project
DHCS has released new updates on their PAVE project and encouraged providers to test the product and its capability. The provider community has been eagerly awaiting the rollout of this updated and enhanced provider enrollment software that will make the process so much more efficient and provider/user friendly.
 
Dear Medicaid Stakeholders,
 
Thank you for your continued interest and feedback about the Department of Health Care Services' (DHCS) Provider Application and Validation for Enrollment (PAVE)system. The PAVE system is an enterprise-wide enrollment solution that automates provider enrollment and the management activities associated with the DHCS' Provider Enrollment Division (PED).

If you deal with PED, then it is "YOU" we need.

The PAVE solution will improve the way you do business with PED.  PAVE will include a secure web-based provider portal that offers guided preparation, context-based intelligence, social collaboration, secure and private messaging, account management, affiliations management, real-time status tracking, document storage, reporting changes functionality, e-signatures, and much more.  PAVE modules include Monitoring, Provider Portal, Screening, and Enrollment.  The new system leverages current technologies to realize organizational efficiencies and improve the customer experience. 
 
DHCS has worked diligently to finalize the development of PAVE and anticipates implementing PAVE 2.0 by the end of this summer.  PAVE 2.0 supports approximately 80% of PED's fee-for-service (FFS) provider types with PAVE 3.0 to follow approximately six months later supporting the balance.  Please see the attached implementation roll-out schedule to find your provider type. 
 
DHCS needs your help to ensure the successful development and implementation of PAVE.  Part of that success includes developing the PAVE system in a manner that simplifies and expedites your enrollment experience.  Below are key planned activities in which your participation is needed. Please join us in this endeavor, and participate in one or all of the upcoming activities.  We also look forward to receiving your feedback on PAVE.

Play With PAVE Sessions
Date: March 29 and 30
Location: 1500 Capitol Avenue, Sacramento, CA

These two days include a morning and afternoon session for participants to log on and experience the PAVE process of enrollment.  This is a demo session for PAVE 2.0 providers PAVE 3.0 providers can still join and experience the flow of the system.  No personal or real-time information will be entered.  Participants can stay and test the system for as long as they want.  Following their "play with PAVE", participants will be asked to provide DHCS with their feedback.  The session will be held in Sacramento's DHCS training center.  Space is limited due to the number of available computers so register as soon as possible. 
 
PAVE Open House
Date: April 19-21 and 26-28

On these six days, PED will be hosting a PAVE open house.  Participants will be able to experience PAVE with even more refinements and before we enter into provider testing.  No personal or real-time information will be entered.  Participants can come by anytime and stay as long as they want.  DHCS will again seek participant feedback.  The session will be held in Sacramento's DHCS training center where 20 workstations will be available.

Provider Testing of PAVE 2.0

We anticipate that PAVE provider testing will begin the end of May in conjunction with user acceptance testing.  This testing will be for PAVE 2.0 provider types only.  Please see attached implementation roll out by provider type below.  Participants will be able to access and test the web-based PAVE application in their own environment.  Testing feedback will provide DHCS with critical information on the PAVE user experience and the proper functionality of the new system.  Some test data will be loaded into PAVE to allow providers to experience creating and submitting an application.  Please register as soon as possible.

Update on DHCS/ CCS Transition for Managed Care
 
DHCS continues to push for transitioning CCS enrollees into Medi-Cal Managed Care plans.  The current "carve out" of CCS enrollees from managed care, except for a small number of counties, will expire on 1/1/17. DHCS continues to want to incrementally implement the "Whole Child Model" in a number of counties. They indicate that they would begin no earlier than 1/1/17. They have proposed budget trailer bill language that would allow them to end the carve out for patients who are both Medi-Cal and CCS eligible.
 
The Assembly Budget Sub-Committte heard the proposal last week and rejected the DHCS trailer bill language. That is not a final decision on the DHCS plan to roll this out quickly but strong evidence that the Legislature is still very concerned about the impact on quality of care for CCS enrollees if they are shifted to managed care models. With the carve out expiring at the end of this year there must be additional action during the session.
