Board members of New York community banks face growing challenges in the aftermath of the latest banking and financial crisis. As the number of community banks have declined nationally, the burdens imposed by federal and state regulations had increased. So too has the cost of doing business and serving our customers and communities. CFO/Senior  Management Conference  

Our May 9-11 program at The Harbor Hotel in Watkins Glen will include a full program, starting with golf Monday morning at 11:00 a.m. at Corning Country Club. The agenda  has been designed with the input of our IBANYS CFO Peer Group, and is geared for CEOs, Presidents, Senior Managers, CFOs, COOs and Directors of New York community banks. IBANYS' Second Annual  Lending Conference

IBANYS Annual Convention: Oct. 3-5, 
The Turning Stone

Our 42nd Annual Convention -- our premier educational meeting and business show of the year -- will be held at The Turning Stone October 3-5. We'll have a full menu of top notch speakers and presenters, including Steve Greenberg, a veteran political analyst and commentator who will preview the critically important 2016 election for community banks.
We'll also hear from keynote speaker Ray O'Conor. Ray is the former President of Saratoga National Bank & Trust and a former Chairman of IBANYS. He is the author of She Called Him Raymond: A True Story of Love, Loss, Faith and Healing, which is a candidate for the 2016 Pulitzer Prize for non-fiction. Ray has also been weekly  newspaper  columnist, Special Agent with the U.S. Department of Defense and U.S. Border Patrol Agent. Legislative Activity
  • In the NYS Senate, the Banks Committee
    reported  S.5296 (Chair Savino),  which would  extend the NYS DFS required examination interval from once every twelve months to at least once every 18 months for banks with assets up to $1 billion. The legislation passed the Senate last year but was held in the Assembly. The proposal was discussed and recommended by IBANYS Government Relations Committee and is part of our 2016 legislative agenda. We are working with the Assembly to seek support.
     
  • The Senate Banks Committee also reported S.2714 (Griffo)/A.1786 (Lavine), which would establish the felony of bank robbery and increases the penalty for armed robberies.
  • In the NYS Assembly, legislation (A.6932A, Weinstein/S.4781A, Klein) was reported by the Codes Committee, the Attorney General's Abandoned Property Neighborhood Relief Act.
  • Also reported was A.8347 (Dinowitz--no Senate companion bill), which would require posting the DFS free consumer hotline telephone number. 
Budget Negotiations Take Shape

Senate Republicans olan to unveil a tax cut in their one-house budget resolution as the state budget negotiations among the Senate, Assembly and Governor begin to take shape. The Assembly's one-house resolution is expected to include a tax increase on the wealthy. The one-house resolutions are non-binding document providing a sort of blueprint for where exam chamber would like to direct negotiations. The Senate GOP has yet to take a position on the Governor's minimum wage and paid leave proposals, which are both supported by the Assembly. The deadline for approving the budget is April 1.

ICBA Finalizes 2016 Policy Priorities

ICBA announced its top legislative and regulatory priorities for 2016. They include enacting targeted regulatory relief through its "Plan for Prosperity" platform, reforming the Consumer Financial Protection Bureau (CFPB) and its mortgage regulations, opposing costly new accounting standards, and urging the end of the credit union industry's federal tax subsidy and the abolition of the Farm Credit System.

Treasury Secretary Lew 
Community Bank Relief

At a Senate Appropriations subcommittee hearing, Senate Banking Committee Member Jerry Moran (R-Kansas) urged Treasury Secretary Lew to narrow his opposition to Senate regulatory regulatory relief efforts to allow community bank-specific policies to advance. Sen. Moran noted his efforts to reach bipartisan support for Senate Banking Chairman Shelby's (R-AL) Financial Regulatory Improvement Act (S.1484). 

Hearings Next Week For SEC Nominees 

The Senate Banking Committee will hold a  March 15  hearing for President Obama's two nominees for the Securities and Exchange Commission: Lisa Fairfax and Hester Maria Peirce. 


ECONOMIC TRENDS & UPDATES

Beige Book Notes On National, 
New York Economy

The Federal Reserve's latest "Beige Book" -- its periodic survey of business conditions in the twelve Fed regions -- found moderate gains in most regions. The economy was expanding throughout most of the nation, in January and February, helped by gains in consumer spending and home sales. In the New York region, consumer spending increased slightly, while tourism remained "sluggish", labor markets continued to tighten, manufacturing activity weakened, and service sector firms reported some recent contraction.  

In other updates on the economy:
  • According to the National Federation of Independent Business, small business optimism declined in February, falling to a two-year low. The NFIB's Index of Small Business Optimism fell one point, down from 92.9 amid weaker spending and hiring plans and low sales expectations.
  • The federal reserve reports that consumer credit slowed in January, as credit card spending declined. Total consumer credit rose 3.6%, down from  the 7.3% increase in December 2015. Revolving credit (including credit card spending) was down 1.3%, and non-revolving credit (including auto and student loans) was up 3.8%

...that " The Beige Book ," known as such originally for its beige  cover, is officially entitled "Summary of Commentary on Current Economic Conditions by Federal Reserve  District?" It is produced by Reserve  Bank staff and released to the public approximately two weeks prior to each regularly scheduled FOMC meeting. The Beige Book gained prominence as an economic indicator in 1985 when former Dow Jones reporter Paul Cox requested to see the report, leading competing journalists to seek access to it the following month.
