$200.1 Million Appropriated to Affordable Housing
   
This past week, the Florida Senate and House of Representatives came to an agreement on funding for affordable housing, recommending that $200.1 million be appropriated from Florida's housing trust fund toward affordable housing. This will go a long way toward making housing more affordable not only people with developmental disabilities and their families, but also their care givers, support staff, senior citizens, and other hard-working people in the community as well. 

At least $32.3 Million will be used for the State Apartment Incentive Loan (SAIL) program, which provides funding for the development of affordable multi-family rental units, and at least 5% and no more than 10% of the units must be designed, constructed and targeted for persons with a disabling conditions. The total allocation for SHIP is $135.5 Million, 20% of which have to be used to serve persons with special needs, with priority for those with developmental disabilities. There will be $10 million designated to fund a competitive grant program for housing developments designed, constructed, and targeted for persons with developmental disabilities. $20 million has been appropriated to statewide workforce housing to serve incomes up to 80% of area median income. $500,000 is allocated to the Catalyst program which provides community based organizations and state and local governments specialized training to meet affordable housing needs. 

ROOF is thankful for all the hard work that the Senate and House have put into this budget and excited that they have made funding for those with developmental disabilities a specific priority. 

Nicole's Story

Nicole was born a fighter.  She was delivered 13 ½ weeks premature, weighing only 2lbs. 3 oz., and had to spend 3 months in the hospital. Standard hospital procedures dictated that babies must be 5 lbs. before discharge, but the doctors and nurses recognized her strong determination and will to live so she was allowed to go home with her parents at a little over 4 ½ lbs.

Nicole was diagnosed with cerebral palsy at a young age. She describes her cerebral palsy saying her mind is like a computer.  She knows what she wants to say but sometimes it takes a while for her mind to process it and for words to form. "I'm thinking faster than the printer can print," she explains.

Request For Applications

Request for Applications for Financing To Build Or Rehabilitate Smaller Permanent Supportive Housing Properties For Persons With Developmental Disabilities. The RFA is open to Non-Profit Applicants that have a primary mission which includes serving Persons with Developmental Disabilities. Total funding available is $5,740,684.50. RFA will be issued March 11, 2016 and are due on May 5, 2016. Click here for more information.

Funding for Home Modifications or Repairs

Funding for home modifications to accommodate people with disabilities is available in Collier County through the SHIP program.  The Owner-Occupied Rehabilitation Program will focus on necessary repairs to correct code violations or those issues that can be deemed a health, safety and/or welfare issue or emergency repairs.

Some examples of eligible home repairs could be, but not limited to:
  • Septic repair/replacement
  • Roof repair/replacement
  • Well repair/replacement
  • Electrical
  • Plumbing
  • Heating and air conditioning
  • Window repair/replacement
  • Door repair/replacement
Projects may include accessibility modifications to make a home safer such as widening of doorways installation of grab bars or handrails, and ramps.  

The maximum award per property is $30,000. 

Rehabilitation funds will be secured with a recorded fifteen (15) year, zero interest, deferred subordinate mortgage on the property in the amount of the subsidy used in the project. The loan is forgiven by one third (1/3) every five years so that at the end of the 15th year, the entire loan is forgiven. 


Funding for Tenant-Based Rental Assistance

Collier County is offering Tenant-Based Rental Assistance (TBRA) through the HOME program. TBRA is a rental subsidy that helps make rental housing affordable by making up the difference between what a renter can afford to pay and the actual rent for a home. Participants must be low-income at or below 60% of the area median income. Eligible properties may be  publicly  or privately owned and must meet housing quality standards.
