USPS Lowers Rates with the End of Exigent Surcharge

The United States Postal Service (USPS) ended its Exigent Surcharge, which was introduced in 2014 to shore-up the USPS budget deficit. This rollback in postage rates will likely be short-lived, anywhere from 4-9 months per industry pundits. The Postal Service has pushed out the new lower rates this past Sunday, April 10, 2016 that will have a minimum impact on our customers at this time.

Since Integrated Document Solutions (IDS) is considered a commercial mailer, our mail services will translate to a $.017 (1.7 cents) per letter decrease in your postage spend on presort 1 and 2-ounce mail. Full-rate mail will see a $.02 (2 cent) reduction for 1-ounce letter mail.

The Postal Regulatory Commission (PRC) states that during the Great Recession, the USPS was hit hard like many businesses. During that period, the nation saw economic activity drop which impacted mail in much of the same way. With the reduction, the PRC granted a 4.3 percent temporary, emergency price increase, also known as an exigent surcharge. The surcharge went into effect in January 2014 and was required to be eliminated once the USPS has recouped the estimated revenue loss from the Great Recession. The Postal Service has estimated it will have recouped the losses and with that estimate, planned this most recent rate reduction.

It is important to note that this rate decrease is very likely temporary. The USPS is already working with the PRC to recover the rate in the coming months. IDS is strongly suggesting not to adjust your long-term postage budget projections. As more information becomes available, IDS will keep all our customers posted.
