Portsmouth Site Engineer Authors Safety Standard

Decontaminating and decommissioning a more than 60-year-old Cold War uranium enrichment facility at the Portsmouth Gaseous Diffusion Plant is a task of extraordinary magnitude requiring stringent policies and procedures so work can be performed safely.

That's where people like Richard Mayer come in. Mayer is a safety systems oversight engineer for EM who has worked in the nuclear industry for more than 30 years. A graduate of Ohio State University's chemical engineering program, Mayer has led teams that authored four standards for the esteemed American Standards and Testing Materials (ASTM) organization. ASTM standards dictate how work in the nuclear engineering environment is performed.

"These standards are important because we incorporate lessons learned and apply sound scientific evidence to ensure that people can perform this type of work consistently," Mayer said. "And when people perform work more consistently, they perform work more safely."

Most recently, Mayer led an ASTM writing group of about 15 professionals dedicated to standards related to Non-Destructive Assay (NDA), which is a range of analysis techniques to evaluate the properties of a component or system of components without disturbance of the system. At Portsmouth, NDA is used to measure uranium "holdup" material, or residues inside the uranium enrichment cascade, so the equipment is accurately characterized before removal.

In January, one of the standards was approved, culminating more than six years of work by the group's members. The standard is titled ASTM Standard Guide for Non-Destructive Assay of Special Nuclear Material Holdup Using Passive Neutron Measurement Methods.

Measuring uranium holdup in process gas equipment and auxiliary equipment is done by determining gamma or neutron radiation. Earlier in his career, Mayer helped develop a procedure for measuring gamma radiation in similar systems at DOE's Oak Ridge site.

"We knew then that there was a need to develop a similar standard for neutron radiation," Mayer said. "Developing these standards is an exercise in perseverance, so it is rewarding for our team to have the standard approved."

Mayer's other three NDA standards were for an enrichment meter principle, a guide to good NDA practice, and a guide to modeling. A Columbus native, Mayer has been a voting member of ASTM since 1990 and lives in Portsmouth, Ohio, with his wife, Jaclyn.

Sugarloaf Mountain will get tropical as Southern Ohioans dig out their island-wear, dust off their leis and grab their shades to party with the number one Jimmy Buffett tribute act in the country, the Parrots of the Caribbean! Summer will officially arrive in Chillicothe with Parrots of the Caribbean on Saturday, June 4 for a 7:00 pm concert. The POTC band performs a high-energy, original stage show featuring a "Salute to Jimmy Buffett". These seasoned professionals perform Buffett's biggest songs, their own original Cajun country-rock hits, along with wild and crazy and sometimes outrageous stage show antics. The band has delighted audiences throughout the U.S. and Canada for over a decade. In 2012 they performed for our Troops in Okinawa Japan.

The five musicians who make up the Parrots of the Caribbean exemplify a wide variety of talent. Dave Albrecht, lead singer began his career impersonating "Elwood Blues," the Dan Akroyd character for a Blues Brothers Band. After traveling with it for five years he joined "Legends in Concert" a top-ranked show of impersonators in Las Vegas. He eventually transitioned to his Jimmy Buffett act gathering the finest seasoned musicians. Jeff "Hawaiian Hillbilly" Cline on lead and rhythm guitar and backup vocals is as diverse in his styles of music as his heritage. With his Polynesian mother and Air Force father he grew up in three states and German. On keyboard, Kenny "Tips" Rice, called "The Professor" brings more than 40 years of professional musical performance. A classically trained pianist, Rice has transitioned to all musical genres and an assortment of groups. He has opened for such artists as Edgar Winter, Cheap Trick, Eddie Money, George Carlin, Michael Bolton and Willie Nelson. Greg Martin on percussion and vocals has been performing for nearly 40 years across the country and abroad. Gary "Riptide" Rigmaiden on bass and back-up vocals hails from the Golf Coast of Louisiana and spent part of his youth in Spain and Brazil. For him the island music, songs of the sea, bayou themes and beachcomber blues of Jimmy Buffet's music are right at home.

"A Parrots of the Caribbean concert is one of the most fun nights you can have anywhere doing anything.   We'll have margaritas, cheeseburgers, beach balls and expect everyone to dress appropriately with tasteless Hawaiian shirts and flip flops.  Let's celebrate the arrival of summer together!" Said Scioto Society CEO, Brandon Smith.

Tickets are $20 for reserved seating in advance and $25 day of show.  Concerts are rain or shine events and all sales are final. There will be no opening act.

Volunteer Coaches Needed for Falls Management Program

Do you know someone who has fallen or who is afraid of falling? Would you like to help people manage their concerns about falls and increase their physical activity?  The Area Agency on Aging District 7 (AAA7) is looking for community coaches to assist with facilitating its falls management program entitled "Matter of Balance."  Volunteer coaches will continue to support the classes in their individual communities after they complete training through the AAA7.  An upcoming coaches training will be held in Portsmouth (Scioto County) for those interested in serving as a volunteer coach in their community.  Currently, the AAA7 is recruiting coaches for Matter of Balance in all ten of the counties they serve which includes Adams, Brown, Gallia, Highland, Jackson, Lawrence, Pike, Ross, Scioto and Vinton. 
 
Matter of Balance emphasizes practical strategies to manage falls.  Participants in the class learn to view falls as controllable, set goals for increasing activity, make changes to reduce fall risks at home, and exercise to increase strength.
 
Coaches for Matter of Balance help participants become more confident about managing falls and help participants identify ways to reduce falls.  In addition, coaches lead exercise to help participants increase their strength and balance.  Coaches should have good communication and interpersonal skills; exhibit enthusiasm, dependability and a willingness to lead small groups of older adults; and have the ability to lead low to moderate level exercise.  Once trained, coaches can schedule their classes for twice a week for four weeks or once a week for eight weeks.  Classes are two hours long each. 
 
The upcoming Volunteer Coach training will take place in Portsmouth, Ohio, at Hill View Retirement Center, located at 1610 28th Street.  The training will be held on Friday, May 6th from 9:00 am until 5:00 pm.  Attendees will be provided with assistance in organizing classes and materials for support. 
 
Anyone interested in A Matter of Balance either as a participant or volunteer workshop leader, should contact the local Area Agency on Aging District 7, Inc. by calling Vicki Woyan at 1-800-582-7277, extension 215.  Pre-registration is required.
 
The Area  Agency on Aging District 7 is a non-profit corporation that helps coordinate programs to help older adults and those with disabilities live safely and independently at home or in their community through long-term care home and community-based options. 
 
The AAA7's Aging and Disability Resource Center is available to help provide assistance and answers to any questions the community may have regarding long-term care options and resources.  The community can call Monday through Friday from 8:00 am until 4:30 pm to speak directly to a nurse or social worker who will help answer any questions the caller may have.
