Bill Campbell , the namesake of the NFF  William V. Campbell Trophy  and the longest serving NFF  Board Member, passed away April 18. He was 75. Above, Campbell (left) poses with 2012  Campbell Trophy  winner  Barrett Jones  and Alabama head coach  Nick Saban .

As part of  the NFF Faculty Salutes, presented by Fidelity Investments, the NFF presented University of Massachusetts Faculty Athletics Representative Rebecca Spencer with a commemorative plaque and the school with $5,000 during the school's Season Ticket Holder BBQ/Tailgate outside McGuirk Alumni Stadium before the UMass Spring Game on April 15. UMass and Spencer were recognized for their efforts in fostering excellence among the student-athletes as exemplified by 2015 NFF National Scholar-Athlete Blake Frohnapfel.

More About the New Rules for the 2016 Season

Rogers Redding, the national coordinator of College Football Officiating, provides insights about rules changes and the mindset of college football referees. The CFO is the national professional organization for all football officials who work games at the collegiate level.

This week we take another close look at the new playing rules passed by the NCAA Football Rules Committee. In the last column we covered the new rules that focus on player safety. This time we want to consider a variety of changes that will not be apparent to the casual fan but are important tweaks of the existing rules.
 
Scrimmage Kick Formation Punts and field goal attempts are classified as scrimmage kicks, because they are made as part of a play from scrimmage. The rules for scrimmage plays require the offense to have at least five lineman wearing jerseys numbered between 50 and 79. However, if a team is in a scrimmage kick formation, they may replace some of those players by linemen wearing numbers outside the 50-79 range; these typically are "speed players," backs who are faster than the larger linemen and can get downfield faster to cover the kick.   
 
Because some teams were beginning to "game" the rules by running or passing the ball from this formation, the rules committee felt that it needed to tighten the requirements. Under the new rules, a scrimmage kick formation must have a player at least 10 yards behind the line of scrimmage (the likely punter) OR a potential kicker and potential holder at least seven yards deep. Another important part of the rule is that "it must be obvious that a kick will be attempted."
 
Outcome of a Suspended Game It is not uncommon for a game to be suspended because of weather or other unusual conditions. In the case of a weather delay, typically the game can be resumed after a delay when the weather clears. For those rare occasions where the game cannot be resumed, the rules provide four options: (1) resume at a later date; (2) end the game with a determined final score; (3) forfeit; or (4) declare no contest. 
 
If the teams are in the same conference, conference policy dictates the outcome. However, if the teams are in different conferences, the current rule requires that the athletics directors of the teams agree on an outcome. Until this year the rules were silent on what happens if the two ADs can't agree. The 2016 change says that in this event, the policy of the home team's conference is used to determine the outcome.
 
Starting the Clock Near the End of a Half The rules give the referee broad authority in stopping and starting the game clock or the play clock if he feels that a team is manipulating the clock to gain an advantage. Near the end of a half, the clock rules become increasingly important.   
 
Under most circumstances, if the game clock is stopped because of a penalty, it starts when the referee gives the "ready-for-play" signal after completing the penalty. This year, the committee passed a rule that takes effect inside two minutes in the half. This new rule requires that the clock be started on the snap if the team ahead in the score commits a foul. Under the current rule, the clock would be started on the ready-for-play signal, allowing the fouling team the chance to gain a time advantage by running perhaps 20 or more seconds off the game clock. The new rule prevents this.

NFF Chairman and College Football Hall of Famer Archie Manning (Mississippi) will be the featured speaker for Augusta University (Ga.)'s Alumni Weekend Signature Event on April 30.

NFF Board Member and College Football Hall of Famer Lynn Swann was named the athletics director at his alma mater, Southern California.

NFF Board Members and College Football Hall of Fame quarterbacks Troy Aikman (UCLA) and Roger Staubach (Navy) served as the event chairs of the Children's Cancer Fund gala on April 15, which helped raise money for pediatric cancer research and programs at Children's Medical Center Dallas. Other notable participants included Hall of Famer Tony Dorsett (Pittsburgh) and 2002 NFF National Scholar-Athlete and current Texas Tech head coach Kliff Kingsbury.

NFF Board Member and Apple CEO Tim Cook will give the keynote address on Sept. 30 at the Utah Technology Council's Hall of Fame event.

College Football Hall of Famer Jeff Davis (Clemson) earned a spot among the four legends who will be inducted into the South Carolina Football Hall of Fame on April 21 at the Hyatt Regency in Greenville, S.C.

College Football Hall of Famer and 1994 NFF National Scholar-Athlete Tony Boselli (Southern California)  will be inducted  into the Cotton Bowl Hall of Fame during enshrinement ceremonies on April 22 at AT&T Stadium in Arlington, Texas. The other inductees include former Texas head coach Fred Akers, former SMU tailback Eric Dickerson, former Notre Dame linebacker Bob Golic, former Arkansas quarterback Fred Marshall and former Cotton Bowl chairman Dan Petty.

College Football Hall of Famers Johnny Rodgers and Will Shields will be enshrined in the University of Nebraska Athletics Hall of Fame this fall.

College Football Hall of Famer Floyd Little will be given an honorary Doctor of Humane Letters by Syracuse during the university's commencement ceremony on May 15 in the Carrier Dome.

College Football Hall of Famer Fred Dean served as a guest head coach for Louisiana Tech's Spring Game on April 16. 

Steve Spurrier , a College Football Hall of Fame player from Florida and former SEC football coach,  will headline  the Boys and Girls Club of Rutherford County's 29th annual Stake & Burger fundraiser April 21 in Murfreesboro, Tenn.

College Football Hall of Famer Emmitt Smith (Florida) recently explained why he lets his son play football in comments to the Fort Worth Star-Telegram.

College Football Hall of Famer Curt Warner (Penn State) will be inducted into the State of West Virginia  Sports Hall of Fame during the 70th annual Victory Awards Dinner on May 15 at the Charleston Civic Center.

College Football Hall of Famers Bo Jackson (Auburn), Sterling Sharpe (South Carolina), Steve Spurrier (Florida), Wesley Walls (Mississippi) and Andre Ware (Houston) and 1978 NFF National Scholar-Athlete Steve Fuller (Clemson) are among the participants in the ninth annual Chick-fil-A Peach Bowl Challenge charity golf tournament, which will take place May 1-3 at the Reynolds Lake Oconee resort outside Atlanta.

On April 23, the 12th Annual Pat's Run  will take place  in Tempe, Ariz. Held in honor of College Football Hall of Famer and 2006 NFF Distinguished American  Pat Tillman (Arizona State) , the 4.2 mile run/walk benefits the Tillman Scholars program. 

2013 Campbell Trophy recipient John Urschel (Penn State) will be the commencement speaker at his alma mater's College of Science ceremony on May 7.

1990 Campbell Trophy winner Chad Pennington will be inducted into Marshall University's W. Page Pitt School of Journalism and Mass Communications on Sept. 23.

College Football Hall of Fame coach and 2004 NFF John L. Toner Award recipient Vince Dooley was selected as the professional recipient of the Wooden Cup, which is given to a collegiate and a professional or Olympic athlete who have made the greatest positive influence in the lives of others. 2015 William V. Campbell Trophy recipient Ty Darlington (Oklahoma) and Denison (Ohio) football player Lucas Romick are among five finalists for the 2016 Collegiate Wooden Cup, which will be announced at the award ceremony April 27.

2003 NFF Distinguished American and University of Mississippi Chancellor Emeritus Robert C. Khayat received the 2016 Legacy Award from the Ole Miss Women's Council for Philanthropy. The event took place on April 16 at the Olivia and Archie Manning Athletics Performance Center, which is named after the NFF Chairman and his wife, who both emceed the evening. 
Over The Middle
The NFF Mountain Empire (Tenn.) Chapter awarded seven scholarships totaling $4,000 during its Scholar-Athlete Awards Banquet on April 9. East Tennessee State head football coach Carl Torbush and assistant athletics director Scott Carter spoke at the event.

The NFF Southeastern Connecticut Chapter's Scholar-Athlete Banquet will take place April 24 at the Mohegan Sun in Uncasville, Conn.

The NFF DeSantis/McDougall-Fairfield (Conn.) Chapter will hold its Scholar-Athlete Banquet on April 24 at Vassano's Four Seasons in Stratford, Conn.

The NFFCHOF-Bill Dooley (N.C.) Chapter is holding its Scholar-Athlete Banquet on April 25 in the Blue Zone at Kenan Memorial Stadium in Chapel Hill. College Football Hall of Famer Don McCauley (North Carolina) will be in attendance.

The NFF Corrigan/Faircloth (N.C.) Chapter will host its Scholar-Athlete Banquet on April 26 in the Greensboro Coliseum Terrace Room in Greensboro, N.C. Duke head football coach David Cutcliffe will be the featured speaker.

The NFF Texas Tech Chapter Scholar-Athlete Banquet will be held on April 27 at the Overton Hotel in Lubbock, Texas. Speakers at the event will include Texas Tech athletics director Kirby Hocutt and Texas Tech head football coach Kliff Kingsbury, who was honored as a 2002 NFF National Scholar-Athlete.

The NFF Passaic County (N.J.) Chapter will hold its Scholar-Athlete Banquet on April 27 at the Mountainside Inn in Clifton, N.J.

The NFF Rio Grande Valley (Texas) Chapter's Scholar-Athlete Banquet will take place April 27 at the Victoria Palms in Weslaco, Texas. Former Texas A&M-Kingsville and NFL center Roberto Garza will be the guest speaker.

The NFF Moose Krause (Ind.) Chapter's Scholar-Athlete Banquet is scheduled for April 28 in South Bend, Ind.

The NFF Northern California Chapter, in conjunction with UCSF Sports Medicine and the PlaySafe Program, will offer baseline concussion testing for high school student-athletes on April 30. The pilot program will involve the South San Francisco High School varsity football program at the outset.

The NFF Southern Idaho Chapter will host its Scholar-Athlete Banquet on April 30 at the Red Lion Hotel in Boise.

The NFF Emo DiNitto/Rhode Island Chapter will hold its 29th Annual Scholar-Athlete Awards Dinner on May 2 at the Crowne Plaza in Warwick, R.I. The chapter will recognize 28 scholar-athletes, including 12 Golden Dozen and 16 Silver honorees, for their outstanding academic and football achievements. Two of the Golden Dozen honorees will receive $1,000 scholarships, increasing the chapter's total grants to more than $140,000. The chapter will also honor its Distinguished American Louis Marciano, Contribution to Amateur Football Award recipient Ted Stebbins and Football Official Joseph Schwab.
 
The NFF Touchdown Club of Houston Chapter will hold its 50th Anniversary "Touchdowner of the Year" Banquet on May 4 at the Westin Galleria Ballroom. NFF Chairman and College Football Hall of Famer Archie Manning (Mississippi) will be the guest of honor. The chapter will host a Hall of Fame Golf Tournament the day before at Wildcat Golf Course.

The NFF Joe Tiller/Northwest Indiana Chapter is sponsoring the fifth annual Ryan Kerrigan/12th Boiler Golf Outing, which will take place May 6 at the Birck Boilermaker Golf Complex at Purdue.

The 41st annual NFF Jack Grinold/Eastern Massachusetts Chapter Scholar-Athlete Banquet will be held May 15 at the Boston/Newton Marriott. The banquet will feature 33 High School Scholar-Athlete honorees and the presentation of the Daly, Schluntz and Burton Awards. Boston College play-by-play announcer Jon Meter-Parel will return as the emcee.

Bob Keropian, president of the NFF Northern California Chapter and former NFF West Region Coordinator, will be inducted into the Peninsula Sports Hall of Fame on June 8 at the Green Hills Country Club in Millbrae, Calif.

The NFF Mountain Empire (Tenn.) Chapter will hold its annual golf tournament on June 17 at Crockett Ridge Golf Course in Kingsport, Tenn. Proceeds from the tournament help fund the chapter's scholarships.
