April 1 is Deadline for Advance Registration at AEA Convention
Less than two weeks remain for industry professionals to register in advance and save $90 per person off the on-site registration fee for the 59th annual AEA International Convention & Trade Show. The biggest training week in the avionics industry, this four-day event is set for April 27-30 at Marriott's Gaylord Palms Resort & Convention Center in Orlando, Florida . FAA logo Congress Extends FAA Funding through July 15
On Monday, March 21, the U.S. House of Representatives approved legislation on a voice vote to renew Federal Aviation Administration programs and collect aviation taxes through July 15. The current authorization of the FAA expires March 31. Previously passed by the Senate, the short-term funding measure now moves to President Obama's desk for signature. House and Senate lawmakers passed the short-term funding measure while trying to find consensus on a long-term FAA reauthorization plan. Monday's legislative action follows the recent approval by the Senate Commerce, Science and Transportation Committee of a bill, S. 2658, to reauthorize the FAA through September 2017. The proposed Senate bill, called the FAA Reauthorization Act of 2016, does not include plans to privatize air traffic control services, which had been previously proposed in the House. More...

FAA Publishes Proposed Revision to Part 23
The Federal Aviation Administration issued a notice of proposed rulemaking proposing a complete revision to the a irworthiness standards for normal, utility, acrobatic, and commuter category airplanesThe FAA proposes a complete rewrite to its airworthiness standards for normal, utility, acrobatic, and commuter category airplanes by removing current prescriptive design requirements and replacing them with performance-based airworthiness standards. The proposal separates the fundamental safety standards from the methods of compliance.  The proposed standards would also replace the current weight and propulsion divisions in small airplane regulations with performance- and risk-based divisions for airplanes with a maximum seating capacity of 19 passengers or less and a maximum takeoff weight of 19,000 pounds or less. 

The proposed airworthiness standards are based on, and would maintain, the level of safety of the current small airplane regulations. Finally, the FAA proposes to adopt additional airworthiness standards to address certification for flight in icing conditions, enhanced stall characteristics, and minimum control speed to prevent departure from controlled flight for multiengine airplanes. This NPRM addresses the congressional mandate set forth in the Small Airplane Revitalization Act of 2013.  In its desire to expedite the final rule, the FAA requests that comments must be received before May 13, 2016.  More...

The AEA Avionics Training Excellence Award recognizes AEA member companies for a total commitment to training. With every technician in your AEA repair station receiving eligible training, you can get recognized and demonstrate your dedication to professional development. To qualify, an AEA member company must submit a completed application for recognition form and provide proof of participation in an AEA-recognized training event for every employed technician from January to December of the award year. New FAA Course -- Applying Systems Safety Principles to Product Certification: May 17-19 and Aug. 16-18
The intent of this three-day course is to focus on how systems engineers should apply concepts of system safety principles to the products they will certify. It will expand the approach systems engineers can take to build safety into the products they certify in the context of applying the rules and considering other safety-related factors that supplement FAA regulations. Attendees will include systems engineers, flight test pilots, propulsion engineers, and human factors engineers in headquarters, directorates, and COs. L-3 AVIATION PRODUCTS  announced that its ESI-500 standby system received TSO authorization as well as an AML STC covering a wide variety of aircraft. The ESI-500 standby, designed for Class I, II and III Part 23 aircraft and Part 27 helicopters, is a 3-inch display that incorporates features such as synthetic vision, obstacles, terrain alerting and navigation. The first ESI-500 units were shipped to customers in December 2015. 

SMARTSKY NETWORKS named MATTHEW PETZOLD chief financial officer. 

WINNER AVIATION, located at the Youngstown-Warren Regional Airport, said the airport will now be a Gateway Airport for general aviation aircraft wishing to fly into Reagan National Airport in Washington D.C. 

CLAY LACY AVIATION was awarded the Wyvern Wingman safety accreditation for the 10th consecutive time. Passing its first external audit in 1997, it has held this safety rating longer than any other company. 

DUNCAN AVIATION was granted Base Maintenance authorization on Embraer Legacy 450 and 500 aircraft. This new Embraer Executive Jets authorization allows Duncan Aviation to offer full maintenance support and service for all scheduled maintenance events on these aircraft models. It also named BRIAN LEFFERS avionics and instrument manager.

ARC AVIONICS CORP. announced NextGen ADS-B planning for Boeing operators. ARC, as Universal Avionics integrator, has installed STC-ST03362AT for Enhanced Mode S transponder capability for DHL B737-400C Operator CarGOAir of Sofia, Bulgaria. 

GAMA AVIATION's U.S. aviation division became one of the first business aviation operators to receive Third Country Operator authorization from the European Aviation Safety Agency. 

FLIGHTSTAR CORP.  obtained an STC for the installation of its ADS-B Out solution in the Bombardier Learjet 40 and Learjet 45 series aircraft. 

WESTERN AIRCRAFT received its fifth OSHA Safety and Health Achievement Recognition Program covering a span of 10 consecutive years. 

HONEYWELL AEROSPACE was selected by the Dominican Institute of Civil Aviation to install its SmartPath Ground-Based Augmentation System at Punta Cana International Airport. In addition, Honeywell Aerospace was selected by Jet Airways to provide maintenance services for Auxiliary Power Units on board its fleet of 10 Boeing 777 airplanes. 

FLIGHTSAFETY INTERNATIONAL said its simulator for the Sikorsky S-76C+ and S-76C++ located in Singapore has been qualified to Level D by the FAA. 

SABRELINER AVIATION reached a significant milestone with the AeroVue integrated flight deck program. With the completion of Critical Design Review, the company  has now begun cockpit preparation on the initial aircraft. 

BANYAN AIR SERVICE completed its first Challenger 604 FANS-1A installation, the first installation of FANS 1-A in the southeast region of the U.S. using the Rockwell Collins STC for the Challenger 604. In addition, LORRIE WHITE was named avionics sales representative. 

AVIDYNE and ForeFlight announced that the Avidyne IFD540/IFD440 FMS/ GPS/ NAV/ COM systems can now interface to ForeFlight via wireless connectivity. In addition, Avidyne and Flight Plan announced wireless integration between the FltPlan Go application and Avidyne's IFD540 and IFD440 GPS navigation and communications systems. 

GULFSTREAM AEROSPACE CORP. recently delivered the first Gulfstream G650ER into China, providing the ultra-long-range aircraft to Minsheng Financial Leasing Co. Ltd. 

WOMEN IN AVIATION INTERNATIONAL members elected KAREN GEBHART chair of the board and also elected two new board members: LAUREN MCFARLAND, AEA director of advertising, and LINDA MARKHAM of Cape Air and Nantucket Airlines. 

COMLUX AMERICA was awarded a Foreign EASA 145 Certificate, making it the first stand-alone EASA certificate holder in the U.S. 

OSHINO LAMPS AMERICA released MIL-DTL-6363H 3.6.5.3, MIL-STD-202 Method 214 test results for two of its sealed beam lamps, Q4631 and Q4559X. Three samples each of Oshino and GE lamps were subjected to random vibration at independent test lab Intertek. In each case, the Oshino products exceeded the longevity of the GE products. 

STANDARDAERO was  authorized by Honeywell Aerospace as major maintenance provider for repair and overhaul services for the Honeywell HTF7000 family of turbofan engines, powering Bombardier Challenger 300/350, Embraer Legacy 450/500, Gulfstream G280 and the recently announced Cessna Citation Longitude business jets. In addition, StandardAero and Pratt & Whitney Canada are offering fixed-rate pricing on PT6A small engines overhauls through Dec. 31. 

SANDEL AVIONICS said that STEVE FULTON, its longtime adviser, has expanded his role to Avilon senior flight test pilot and PBN adviser. 

CONSTANT AVIATION named DWAYNE CHANDLER avionics sales manager. 

AVIONICA announced that Duncan Aviation, with offices at 35 airports in the U.S., is the newest authorized dealer and installation center for all Avionica products, including flight data management services, flight operational quality assurance data and Satcom products in the business aviation segment.
