HIGH-SPEED RAIL UPDATE
The California High-Speed Rail Authority (Authority) has released a set of updated alignment alternatives that have been developed as a result of continued engineering and environmental technical evaluation, including environmental justice issues, as well as ongoing community and regulatory agency input. The three alignment alternatives that will be carried forward for study in the draft environmental document are illustrated below.
Although the refined routes would eliminate risks to our historic downtown and civic center areas (including the Police Department, City Hall, Public Works Operations Facilities, the San Fernando Middle School, and the Cesar Chavez Monument), our community remains vulnerable to the initially proposed route.

RECRUITMENT
- Public Works Maintenance Helper (part-time) - Processing and interview of eligible candidates have been concluded, and two selected candidates have successfully completed the background and post-offer employment physicals. Both candidates started work on March 7, 2016 and March 9, 2016, respectively.

Public Works Maintenance Worker (full-time) - Recruitment is progressing well. Filing of applications closed on March 25, 2016. Approximately 40 applications were received and are being screened and eligible candidates will be invited as soon as possible for the examination process.

Open Positions - Applications are currently being accepted for Police Officer, After School Program Counselor, Day Camp Counselor, Junior Cadet, and Recreation Leader I, II, and III positions. Filing for all the positions are open until filled.
EMPLOYMENT RELATIONS CONSORTIUM (ERC) WORKSHOP
On March 24, 2016, eight supervisors/managers attended an ERC Workshop in Alhambra. The workshop, which was presented by attorneys from the law firm of Liebert Cassidy Whitmore, was on "Supervisory Skills for the First Line Supervisor/Manager," and is part of the 2015-2016 series of workshops on employment and labor relations for City employees.
SAFETY AND FIRST RESPONDER TRAINING
The City is partnering with the Los Angeles Community College District (LACCD) to provide a free safety and first responder training to 24 employees in our Public Works Department. The four-hour training, which will take place at our Public Works Operations Office on April 14, 2016, offers skill sets that will prepare City employees for "First Responder Training, CNG Vehicles & Technologies, and Alternative Fuels & Hybrid Vehicles." The training will be funded through a grant received by LACCD for alternative fuel initiatives, as well as to address safety and maintenance concerns associated with these new technologies. This collaboration will save the City more than $7,000 in training expenses.

WEED ABATEMENT COURTESY NOTICE
In an effort to keep our neighborhoods neat and clean, and in light of the recent rains, the City of San Fernando will be implementing the Spring Property Maintenance Program for 2016. Throughout the months of April 2016 and May 2016, City staff will be conducting property inspections focusing on the following items that may be e
ncountered along fences, property lines, building structures, under shrubbery and trees, in parkways, on sidewalks, curbs and gutters, in private properties and vacant lots:
- Over grown vegetation (i.e., shrubs, bushes, trees, etc.);
- Unkempt landscape and other ground covers; and
- Accumulation of trash/debris or outdoor storage visible from the public right-of-way.
You can help beautify our City and your neighborhood by providing regular upkeep and maintenance of your property. Courtesy notices will be sent to those property owners who do not voluntarily cooperate with the maintenance of their property.

SAVE THE DATE! ANNUAL LOW-COST VACCINATION, MICROCHIP AND LICENSING CLINIC
Preparations are underway for the City's Annual Low-Cost Vaccination, Microchip and Licensing Clinic. The City of San Fernando, in collaboration with the Los Angeles County Department of Animal Care and Control and the Society for California Veterinary & Vaccine Care, will be conducting this event on May 21, 2016. The event will take place in the City Hall Employee parking lot at the northeast corner of First Street and Macneil Street from 10 am to 12 pm.
San Fernando residents will be able to vaccinate and microchip their pet and renew or register their dog's license. All residents will be informed about the upcoming event through the City's quarterly newsletter that will be distributed to all residences, it will be posted on the City's website and social media, and a news release will also be published in the San Fernando Sun Newspaper.
PROGRAM ENVIRONMENTAL IMPACT REPORT (EIR)
Work continues on the Program being prepared for the proposed San Fernando Corridors Specific Plan Amendment. The following lists key dates for the notification and preparation of the Program EIR and associated zone text amendment for the proposed San Fernando Corridors Specific Plan:
- December 24, 2015 - Notice of Preparation was published in the San Fernando Sun Newspaper notifying the public that a Draft Environmental Impact Report (EIR) was being prepared in association with the proposed San Fernando Corridors Specific Plan Amendment (TOD Overlay Zone Project).
- January 7, 2016 - Scoping Meeting was held on the Program EIR for the proposed Corridors Specific Plan Amendment.
- Draft EIR currently being prepared (December 21, 2015-early April of 2016).
- Completed Draft EIR published for 45-day review (Notice of Completion to be filed by May 6, 2016).
- Public meeting will be held during review period (Date To Be Determined; during 45 day review period).
- Final EIR will be prepared after June 21, 2016 .
- Final EIR will incorporate and address comments received on Draft EIR.
- Planning and Preservation Commission Public Hearing tentatively scheduled for August 9, 2016.
- (Commission to consider Specific Plan Amendment and Final EIR make findings and recommendations to the City Council for their final review and approval of zone text amendment and associated environmental assessment).
- Notice of Public Hearing for commission meeting must be provided at least 10 days prior to public hearing.
- City Council Public Hearing on the Specific Plan Amendment and Final EIR tentatively scheduled for September 6, 2016.
- Notice of Public Hearing for council meeting must be provided at least 10 days prior to public hearing.
- City Council has final decision making authority on the Corridors Specific Plan Amendment and certification of a Final EIR.

SAN FERNANDO POLICE DEPARTMENT/ SAN FERNANDO POLICE ADVISORY COUNCIL QUARTERLY LUNCHEON
On March 21, 2016, the San Fernando Police Department, along with the San Fernando Police Advisory Council, hosted a luncheon honoring Officers who were involved in a lifesaving incident on South Brand Boulevard. A local Community Hero and a local business owner was also honored at the luncheon.
Los Angeles County District Attorney Jackie Lacey was the keynote speaker and discussed mental health issues within the judicial system. Over 130 community members, local and area business owners and community leaders were present for this event.

PUBLIC WORKS DEPARTMENT
REPUBLIC SERVICES PUBLIC COUNTER HOURS
The Republic Services Payment Counter at City Hall is enhancing the hours of operation to best suit residents' needs. Effective April 4, 2016, the new hours of operation are as follows:
- Monday - 12 pm to 4 pm;
- Tuesday - 12 pm to 4 pm; and
- Thursday - 12 pm to 4 pm.
A survey was collected from 37 residents asking if the new hours would be beneficial to their schedules; 35 residents stated that yes, starting payment hours earlier would be beneficial to their schedules, and 2 residents stated that the new hours of operations would not be beneficial.
The new schedule will provide residents an opportunity to visit the public counter during lunch hours.

TRANSPORTATION SERVICES REQUEST FOR PROPOSALS (RFP)
RFPs have been issued for management and operation of the City's transportation services, including Mission City Transit/Dial-A-Ride and the Trolley system. As scheduled, proposals will be received in late April 2016 and this information will be presented to the City Council for consideration in May 2016. Copies of the RFP document are available on the City's website (

COMPRESSED NATURAL GAS (CNG) FUELING STATION REQUEST FOR PROPOSALS (RFP) EVALUATION
The City recently received proposals related to the improvements at the City's CNG station. As a reminder, these improvements will help to improve fueling efficiency and increase capacity at the existing CNG station. These improvements are entirely funded through grant monies provided by the Federal Transportation Administration and the Air Quality Management District. It is expected that this information will be presented to the City Council for consideration in May 2016 and, if approved, work will begin shortly thereafter. SAN FERNANDO SAFE AND ACTIVE STREETS PLANNING
As you'll recall, the City received a grant through the State of California to complete a Safe Routes to School plan for the community. A Notice to Proceed was received from the State in mid-March 2016 and work efforts will get underway in April 2016. As part of this plan, the Los Angeles County Department of Public Health is also partnering with the City to help develop an Active Transportation Plan at no cost to the City! Together, these efforts will focus on planning efforts to improve pedestrian and traffic safety throughout the community. The plan will also have a significant outreach component and involve participation from local stakeholders, including the Transportation and Safety Commission, school officials, and residents. The first meeting related to this planning will take place on April 6, 2016, at 4:30 pm, in the City Hall Community Room (117 Macneil Street, San Fernando), just prior to the Transportation and Safety Commission Meeting at 6 pm. BRAND BOULEVARD MONUMENT SIGN IMPROVEMENTS
With landscaping improvements now complete on Brand Boulevard, Public Works team members have initiated efforts to improve the City's entry monument sign at Brand Boulevard and O'Melveny Street. Work will include the installation of new smooth coat stucco and lettering to match other monument locations, including the City entryway arch on Maclay/Eighth Street. Once completed, this new entry monument will help to provide a welcoming entry to our community!
SAFE ROUTES TO SCHOOL PROJECT
With the City Council's approval of a construction contract on March 21, 2016, work is expected to begin related to these improvements in early April 2016. As a reminder, these improvements will focus on pedestrian and traffic safety, including the addition of ADA-accessible curb ramps, the installation of small bulb outs (2-3 feet), sidewalk repairs, new signage and striping. Outreach to adjacent residents and businesses will be conducted prior to construction starting. For more information, please contact Public Works at (818) 898-1222.
ROAD RESURFACING PROJECT
Engineering plans were recently finalized for the resurfacing of six local streets, including the following locations:
- Phillippi Street (Harding Avenue to Cul-de-sac);
- Warren Street (Harding Avenue to Maclay Avenue);
- Eighth Street (Hubbard Avenue to Maclay Avenue);
- Brand Boulevard (Glenoaks Boulevard to Eighth Street);
- Lucas Street (Brand Boulevard to Maclay Avenue); and
- Macneil Street (Lucas Street to End).
As planned, advertisement for these resurfacing improvements will begin in early April 2016 and an award of contract will be presented to the City Council for consideration following the bidding and advertisement period.
MISCELLANEOUS STREET PATCHING AND STRIPING - PHASE I
Bids were recently received to complete street patching and striping maintenance at several locations in the City. Some of the locations include the following:
- Utility patch repairs at Truman Street/Brand Boulevard, Truman Street/Hubbard Boulevard, Truman/San Fernando Mission and the 2000 block of Glenoaks (near Taco Bell); and
- Restriping maintenance of existing speed bumps, red curbing, centerlines and crosswalks in various locations throughout the community.
These maintenance efforts will help to address traffic safety and overdue repairs at various locations. It is expected that these maintenance efforts will begin in April 2016. If funding is available, it is hoped that these maintenance repairs will continue in early Summer 2016 following the approval of the new budget. For the last 20 years, a group of fun-loving dancers have been found warming up, learning, and practicing a different series of line dances at Recreation Park in the City of San Fernando. COMMODITY SUPPLEMENTAL FOOD PROGRAM (CSFP)
The Los Angeles Regional Food Bank distribution was conducted on April 4, 2016. The program serves low income senior citizens over the age of 60 that are in need of food assistance. In order to qualify for the program, interested participants brought proof of income and proof of age (identification). CSFP intake workers and agency volunteers registered participants and the truck driver will conduct the physical distribution. Clients received one free food kit that contained meats, canned fruit, vegetables, dry milk and related products, cereals and other grain products. Usually, the CSFP distributions are conducted once a month on the first Monday of the month.

AARP DRIVER SAFETY PROGRAM
The Recreation and Community Services Department, in collaboration with AARP, will offer a Driver Safety course at Las Palmas Park. The AARP Driver Safety Program covers defensive driving techniques and the normal changes in vision, hearing, and reaction time associated with aging. The course also provides practical techniques for adjusting to these changes to ensure the driver's own safety and that of others on the road. During the course, participants learn about current rules of the road and how to operate their vehicles more safely in today's increasingly challenging driving environment. SENIOR FITNESS
There are several Senior classes available now. The instructors for the classes are Los Angeles Unified School District Adult School Educators with years of experience teaching older adults. Classes run for six-week sessions. New class sessions began April 4, 2016 and lasts through May 13, 2016. Registration is per session; no pro-rating for late sign-ups and refunds may be provided at the City's discretion. Instructors will announce make up classes for holiday closures. *Sign-up for two classes in the same session and get $10 off!
