Tualatin River Greenway Shared Use Path earns APA award
The Tualatin River Greenway Shared Use Path project was presented with an award for excellence in sustainability for green infrastructure on Sunday, April 3, at the American Planning Association (APA) Conference in Phoenix.
The $3.8 million project was partially funded by a $750,000 contribution from Washington County's Major Streets Transportation Improvement Program Opportunity Fund. Other funding partners include ODOT, Metro Parks and Natural Areas, Washington County Visitors Association, CenterCal Properties, and the city of Tualatin.
The award honors projects, plans, policies, individuals, and organizations that support and grow sustainable communities.

"This award recognizes a great collaboration between the County and the other funding partners," said Andrew Singelakis, Director of Washington County Land Use & Transportation. "The Tualatin River Greenway is a sustainable project that promotes active transportation by connecting natural areas in Washington County."   

The new bicycle-and-pedestrian trail connects the east and west areas of Tualatin from Barngrover Way to Nyberg Lane along the Tualatin River. The trail fills a gap in a 4.7-mile segment of the Tualatin River Greenway on the Tualatin River, passing through Tualatin, Durham, and Tigard, connecting five major community parks and natural areas.

REMINDER: Illegally placed road signs can pose hazards   

Illegally placed signs along roadways can block driver visibility, limit pedestrian access and compete with traffic control signs for travelers' attention.

"Signs placed illegally along the road generate safety issues and many complaints," said Dave Schamp, LUT Road Operations Manager. "The problem peaks just prior to elections, but we don't discriminate - signs for political campaigns, real estate, garage sales, etc., are all prohibited within the public right-of-way along Washington County roads."

The road right-of-way generally includes the roadway, ditches, shoulders, and sidewalks - basically all areas between utility poles on both sides of the road. Signs also cannot be placed on traffic signposts, street light and power poles, or signal cabinets. Media release  Roadside Signs Fact Sheet

Draft 2016-17 Road Maintenance Program available for review 

The County's draft 2016-17 Road Maintenance Program is available for public review.

The draft program includes about 65 linear miles of paving and preventive maintenance treatments on paved roads and construction of small improvements intended to improve connectivity and/or safety for all modes of travel.

Comments can be submitted using an online form, email or by calling 503-846-ROAD (846-7623) by Friday, April 15. After comments are reviewed, the program will be presented to the Board for approval in June.  Media release

Updated floodplain maps available online

Updated Federal Emergency Management Agency (FEMA) floodplain maps are available on the Washington County Digital Floodplain Map website.

More than 150 people attended a March 17 open house to view the maps and learn more about how area properties could be impacted by recent changes. For more information, including a list of local floodplain managers, visit the floodplain website. This site will be updated as more information from FEMA becomes available.

Combined open house for Rock Creek, 174th Avenue projects 

An open house for two safety improvement projects - on Rock Creek Boulevard and 174th Avenue - will be held from 5-7 p.m. Thursday, April 14, at the Rock Creek Country Club, 5100 NW Neakahnie Ave.

Project staff will be on hand to answer questions and solicit comments. No formal presentation is planned.

A pedestrian walkway will be constructed on the north side of Rock Creek Boulevard from Rock Creek Drive to west of Malhuer Avenue. This project will be funded through the Urban Road Maintenance District (URMD) safety improvement program.

Pedestrian facilities will be improved on 174th Avenue on the west side of the road between Park View Drive and Carl Court and on the east side of the road between Park View Drive and Bethany Elementary School. The west side improvement will be funded through the Minor Betterment safety improvement program. The east side improvement will be funded through the URMD safety improvement program.

The spring Development Forum will be 8:30-10 a.m. April 28 in the Public Services Building Cafeteria. The forum provides development and building industry customers with the opportunity to network, provide valuable input, and learn more about Planning and Development Services work, initiatives, and processing timelines.

Highlights include:

  • Working with the County Surveyor's Office
  • Electronic Plan Review demonstration
  • Neighborhood meetings - doing it right
  • Transportation Development Tax and transportation funding

Ongoing road work
Roadwork and road closures - be safe in work zones:
There are road maintenance and construction projects happening throughout the county. Be sure to check www.wc-roads.com for the most current roadwork information. All paving work is weather-dependent and schedules may be adjusted due to changes in the weather or for other unforeseen circumstances.
Updated paving schedule
Paving is scheduled to occur on the following roads:
  • Kaiser Road, 9 a.m.-3:30 p.m. between Thompson and PUrvis. The traffic signal will be turned off at West Union and Kaiser when the contractor is at the intersection.
  • Glencoe Road, 8:30 a.m. to 3:30 p.m. between West Union and North Avenue.
Flaggers will move traffic through work zones and intersections as quickly and safely as possible. Expect delays or use alternate routes when possible.
CPO 7 and 8; District 2 and 4

Construction begins on the 124th Avenue project

Construction is expected to start this month on the following sections of the 124th Avenue project:  

  • 124th Avenue from Tualatin-Sherwood to SW Tonquin roads.
  • Basalt Creek Parkway from Tonquin to Grahams Ferry roads.
  • Tonquin Road west of the new intersection with 124th Avenue.
  • Grahams Ferry Road from Day Road to Basalt Creek Parkway.

Lane restrictions are expected form 9 a.m.-3:30 p.m. Mondays-Thursdays and 9 a.m.-3 p.m. Fridays on Tonquin and Grahams Ferry roads. Travelers should expect delays or use alternate routes when possible. Flaggers may be moving traffic in only one direction at a time when lanes are restricted.

CPO 5; District 3

Scoggins Valley Road closures underway
Scoggins Valley Road is closed to all travelers through April 24 between Deacon Drive and Milepost 4.7 for stabilization of the road at the Milepost 4.6 landslide.
A second closure will occur at the intersection of Scoggins Valley Road and West Shore Drive at Stepien Road from April 25-May 6. The closure is required to eliminate water seepage through the asphalt at the intersection.
Hagg Lake Trail will remain open during both closures. All users - motorists, pedestrians, bicyclists, and emergency vehicles - are encouraged to use recommended detours.

Hocken Avenue closure, Farmington lane shift begins April 13
Hocken Avenue, between Tualatin Valley Highway and Farmington Road, will be temporarily closed for one month starting Wednesday, April 13, for road improvements associated with the Farmington Road project.
During the closure, traffic will be detoured to Murray Boulevard or 142nd Avenue.
Both east and westbound traffic, including pedestrians, on Farmington Road between Murray and Hocken, will be shifted to the south side of Farmington to begin widening work on the north side of the road. TriMet's Bus #52 will continue to service existing stops along Farmington Road. Businesses within the work zone will remain open. Travelers should expect delays or use alternate routes.  Project website

Neighborhood Meetings for Proposed Developments:

NOTE: These meetings are for proposed developments in the unincorporated portions of the County (outside cities) only. For information on development within a city, please contact the city. This information is provided as a courtesy only. Developers are required to hold Neighborhood Meetings prior to submitting certain land use applications to Washington County. A developer may also choose to hold such a meeting voluntarily if it is not required by county code. These meetings are intended to serve as a forum for the developer, affected CPOs (Citizen Participation Organizations), and property owners within the required notification buffer (500 feet in urban areas; 1,000 feet in rural areas) to discuss the proposal prior to the developer submitting an application to the county. April 7 - Proposed change to non-conforming use 
At 6:30 p.m. at Pumpkin Ridge Golf Club Ghost Creek Clubhouse, 12930 Old Pumpkin Ridge Road. The golf club is proposing to modify its non-conforming use to provide limited overnight accommodations in the Witch Hollow Clubhouse. It is also proposing to remodel the interiors of the Witch Hollow and Ghost Creek clubhouses. The subject property is about 350 acres in the EFU district (Exclusive Farm Use) and is located on tax lot # 2N3360000101.
