AB 2054 (Thurmond) Moves Forward!  

Yesterday, in a busy hearing of the Assembly Human Services Committee, AB 2054 (Thurmond) passed with unanimous, bi-partisan support on consent. Our thanks to Assemblymember Thurmond for championing this critical issue and to all of the bill's supporters for lending their voices to this important change.

Summer is an especially vulnerable time for low-income children. When school is out, kids lose access to essential resources like healthy, affordable school meals. AB 2054 (Thurmond) will fight child hunger by preparing California to implement Summer EBT for Children (SEBTC), a model proven to prevent food insecurity and improve the quality of children's diets.

AB 2099 (Stone) Passes Assembly Human Services Committee 
Yesterday, AB 2099 (Stone) Safe Drinking Water  passed the Assembly Human Services Committee with unanimous bipartisan support and committee amendments. A great thanks to all of our supporters who submitted letters in support of AB 2099 and made it out to the hearing in person.
Supporting testimony was provided by Asha Kreiling a water advocate from Community Water Center and Legislative Director, Tracey Patterson from California Food Policy Advocates. Asha emphasized the challenges families and disadvantaged communities across the Central Valley face as they deal with water quality issues that make it difficult for them to access safe drinking water. Tracey spoke to how the State's Electronic Benefit Transfer system can help reach households that are missed by the State's current efforts to address unsafe drinking water. AB 2099 will be heard on April 12 in the Assembly Committee on Environment Safety and Toxic Materials.

AB 2099 will leverage the State's Electronic Benefit Transfer (EBT) system to deliver interim, supplemental benefits to low-income California households without safe drinking water. Committee Amendments to the bill direct the Department of Social Services to convene a workgroup by February 1, 2017, to develop recommendations for delivering a water benefit to supplement the purchase of drinking water.

CFPA Releases State Administrative Agenda on  Child Nutrition 
On March 21, CFPA released its annual State Administrative Agenda on Child Nutrition. The agenda describes CFPA's administrative advocacy priorities for supporting the health, development, and achievement of low-income children across our state. We are calling on state administrators to join us in advancing these priorities by:
  • Optimizing direct certification by adopting USDA-endorsed practices and processes;
  • Maximizing the use of Medi-Cal data in direct certification;
  • Extending the "traveling apple" rule to the CACFP At-Risk Afterschool Nutrition Program;
  • Ensuring effective, coordinated implementation of the new CACFP nutrition standards; and
  • Identifying and disseminating strategies to advance LCAP priorities through improved school nutrition programs.
