Increased Movement on Bills in House and Senate
Illinois Chamber of Commerce Government Affairs Report March 20th, 2015

As we come up to the Friday, March 27 committee deadline for substantive House and Senate bills, here's the action from this week:


  Minimum Wage

The minimum wage increase bill, HB 3345 (Turner), was sent to the floor out of the House Labor Committee on a partisan roll call of 16-10. It would raise the state's minimum hourly wage from $8.25 to $9 beginning in July, which at a slower rate than the Senate proposal.


Jet Fuel

The Chamber testified in opposition to HB 3110 at the House Revenue Committee. HB 3110 (Lang) creates special local sales tax sourcing rules for sales of fuel and petroleum products to operators of aircraft. Unlike all other sales which are sourced based on the location of the seller's selling activities, these sales would be sourced to the location of the aircraft. In testimony, the Chamber pointed out that amending the law on sourcing of sales by a limited group of sellers of a limited group of products, to a limited group of purchasers at a limited number of locations would violate the Uniformity clause of the Illinois Constitution. Representatives of the airline industry and the Taxpayers' Federation also testified in opposition.  The bill was voted out of committee on a partisan vote.
