This special e-newsletter is to advise you of two meetings planned in September at which Council will make the final decisions on applications for development in Meadowvale. 

These applications will have very serious impacts on the community and I encourage residents to attend and let Council know how you feel about them.

I have been advised that Planning staff will be recommending approval of both applications.  I will not be supporting either application and will have an alternate recommendation to present to Council but citizen input is very important to the outcome. 

The first report on September 8 is in regard to the rezoning application at 6719 Glen Erin Drive.  The second on September 21 is for the application to build an Islamic Centre at 6496 and 6508 Winston Churchill Blvd.  I have included information on both below and urge you to read it, attend the meetings and speak out.

Final Report and Recommendation on rezoning application 6719 Glen Erin Drive - September 8, 2015 
 
The final report and staff recommendation on the application to rezone the lands at 6719 Glen Erin Drive to construct 83 condominium townhomes will be considered by Council at the Planning and Development Committee meeting on Tuesday September 8, 2015 in the Council Chambers at City Hall, 300 City Centre Drive, at 7:00 p.m. 
 
I have been advised that the recommendation will be to approve the application as it has been revised substantially from the original proposal.  As noted above I will not be in support.
 
This site has had a long history.  Following several ward meetings that I held between 2010 and 2014 to show various plans, a formal Public Meeting to present the application was held at the Planning and Development Committee on February 2, 2015.  Council and the public were shown the plan for the Official Plan Amendment and rezoning to permit 83 condominium townhouse and stacked townhouse dwellings in addition to the existing 13 storey rental apartment building. 
 
In 2010, the owner initially proposed to build a 20 storey apartment building (166 units) plus 34 townhomes for a total of 200 additional units.  As you know, I opposed that application on your behalf and the applicant subsequently appealed it to the Ontario Municipal Board.  I continued to oppose any apartment building on the site and as a result the applicant withdrew his application from the Ontario Municipal Board and from the City.
 
On April 30, 2014, I held a ward meeting to show a revised proposal from the owner to build 93 (three and four-storey) townhouse units and retain the existing 13-storey apartment building and two-level parking structure.   This meeting was held before any formal application was filed with the City.  Following that meeting and based on input from residents and city staff, the plan was changed to 83 townhouses (reduction of 10 units). This is the proposal we will be voting on at the Planning and development Committee meeting on September 8.

Final Report and Recommendation on 
application to construct a mosque at 6496/6508 Winston Churchill Blvd. - September 21, 2015 
 
I have been advised that the staff recommendation will be to approve this application and I understand that there will be support from the Mayor and some Members of Council.

This has been a very contentious proposal and I have been consistent in not supporting it.  The site chosen is much too small to support a use of this magnitude and will have serious traffic, parking and noise impacts on the community.  The height of the building will also seriously impact the quality of life for the adjacent residents, many of whom have lived there for over 30 years.

While I support the need for the Meadowvale Islamic community to have a place to worship, I feel very strongly that this location is not the right one for such a use.

I have held several Ward meetings regarding this proposed development and the concerns of the Meadowvale community have consistently focused on traffic, parking and size and height of the building.

 
The formal public meeting for the Meadowvale Islamic Centre application was held on March 24th at the Planning and Development Committee meeting at City Hall.  A t that time, Council formally received the proposal and also received all comments that have been emailed to date and heard from many residents.  
 
The final report and recommendation will be considered by Council at the Planning and Development Meeting at City Hall on September 21, 2015 starting at 7:00 pm.  The Mayor as well as all City Councillors sit on this committee and the final decision will be made that evening.

I will be presenting an alternate recommendation asking Council to refuse the application but as noted I am aware of some Councillors and the Mayor who have already indicated they will be voting in favour of it.  I encourage residents to attend the meeting and let Council hear your concerns.   You can also email the Mayor and Councillors with your comments and concerns prior to the meeting.
