School Bond PLA Update
With more than $20 billion in potential school bond work around the state under potential PLA threat CFEC is keeping you up to date on this threat.
 
Vacaville Unified School District: The $194 million Prop. A construction bond that was passed in 2014 has been the focus of an intensive PLA-push by big labor special interests for almost a year now. Thanks to the efforts of Richard Markuson (WECA, PHCC, ACTA), Nicole Goehring (ABC NorCal), and CFEC the PLA now appears to be a dead letter. This is great news for workers, contractors, and taxpayers in Solano County and the region!
 
Berryessa Unified School District: The $77 million Measure L construction bond passed by voters in 2014 has now had a PLA approved for the following projects: The Central Kitchen Project and the Modernization Projects at Noble Elementary, Northwood Elementary, Summerdale Elementary, Vinci Park Elementary and Sierramont Middle School to be performed in 2016. The board voted unanimously to place the demands of big labor special interests ahead of the rights and interests of workers, contractors, and taxpayers.
 
Grossmont-Cuyamaca Community College District: Continuing in  their head long rush to placate union bosses who put them into office while rejecting their fiduciary responsibility to taxpayers whom they promised no PLA to, the GCCCD Board of Trustees voted 3-0-2 (2 of the board members cowardly abstained) to place all of their Prop. V bond money under a PLA. "Negotiations" with local unions were authorized at the November 18th board meeting despite hundreds of workers, taxpayers, and contractors expressing their opposition. The 3 ayes came despite an intense public relations effort that saw billboards (below), mailers, phone calls, and op-eds from the largest paper in the region, blast them for their betrayal of a promise made during the bond election where voters were promised no PLA would be used.
 


Because of this betrayal a recall effort has been launched against Trustee Edwin Heil. This is not the end of this issue by a long shot.
 
Palomar Community College District: The next target for unions appears to be PCCD in Northern San Diego County. We have developed a plan of action to keep the remaining Prop. M bond work PLA-free. City of Stockton
The City of Stockton filed a petition for Chapter 9 municipal bankruptcy relief on June 28, 2012, and the petition was accepted on April 1, 2013. Earlier this year, on February 25, the City of Stockton exited bankruptcy protection. Apparently the people running this dysfunctional entity haven't learned a thing about fiscal responsibility because on November 18th the City Council voted unanimously to approve a city-wide PLA. Labor Issues Solutions' Kevin Dayton   summarizes the issue here and speculates why it is that PLAs are often found in such places, places where urban corruption and fiscal insanity rule.

Napa County
On December 15th at 9am the Napa County Board of Supervisors will be discussing the issue of PLAs on county projects. We need you to do two things:

1. Show up at the meeting to express your opposition to PLAs
 
2. Contact the Supervisors TODAY to express your position on PLAs.
