A U.S. Senate panel will hear testimony Thursday on IEX Group's application to become a full-fledged stock exchange from the SEC's trading and Markets chief  Stephen Luparello, whose agency must rule on the application, and FINRA's CEO Richard Ketchum, who sees a clear path for approval. The SEC must approve, reject, or defer its decision on IEX's plan before March 21.
