The City is undertaking a campaign to urge residents to stop using plastic bags to  recycle  materials in their blue carts. As of January 1, 2016, all recyclables must be placed in the blue cart loose without a bag. Recyclables contained in bags of any kind will no longer be accepted and Waste Management, the private contractor hired by the City to handle recycling in parts of the 32nd Ward, will reject carts containing bagged materials. This rejection of materials by WM has led to thousands of carts citywide being tagged and subsequently sent to the regular garbage stream because of what WM sees as contaminated bins. Please inform neighbors and others using blue bins to keep all but the required materials in the blue bins. 

Advanced construction activities will begin on the Belmont-Clybourn, Western Bridge next week. This preliminary underground work started at Diversey and Western this week, and will now include installing temporary traffic signals at intersections and checking storm sewers moving north to Addison. Please be aware of changing traffic patterns.  Demolition of the bridge is scheduled to start March 1st. 

Signs went up this week to notify drivers of the work. Western Avenue will be reduced to a single lane northbound and southbound between George Street and Roscoe Street. For more info on the whole project visit the CDOT project webpage   or read documentation on my website .

Effective February 15, 2016, the following change will be implemented by the City Clerk's Office regarding the sale of Daily Residential Permit Parking Permits at our office:

ONLY Credit and Debit Cards will be accepted for payment of Residential Parking Guest Passes. NO CASH will be accepted.

You are highly encouraged to have your drivers license/state id updated to your current address, as we will no longer have the ability to update information in the City Clerk's system.  This may result in our not being able to immediately sell passes if you have an out of date license/id.

Consider getting more involved in your child's school activities. Become part of an LSC or volunteer for a school event. If you know of any future school events, please send them over to [email protected] so it can be promoted in the newsletter.

CPS Encourages Parents and Community Members to Run for Local School Councils
In order to run for an LSC position, interested candidates must submit a completed candidate nomination form to either the Office of Local School Council Relations or the school they intend to serve by March 4, 2016 at 3 PM. Nomination forms are available at all schools holding elections and the Office of LSC Relations at 2651 W. Washington Blvd. Nomination forms and other relevant materials can also be found at  www.cps.edu/Pages/LSCElections.aspx

Elections will be conducted on April 13 at elementary schools and April 14 at high schools from 6 AM to 7 PM.

CPS is also actively recruiting interested persons to serve as election judges, who will be paid $150 for each day they serve. Judge of Election Application materials are available at all schools holding elections, the Office of LSC Relations and on  www.cps.edu .

After the elections for traditional LSCs and the appointment process for appointed LSCs and Boards of Governors, the new LSC term will begin July 1, 2016.

Yesterday I was honored to be one of several individuals and colleagues receiving the first Lakefront Legacy Award for our efforts working with  Friends of the Parks  on the Lucas Museum and our local parks. Below is an excerpt from the Tribune regarding the Lucas Museum issue. 

Ald. Scott Waguespack, 32nd, who voted against the Lucas Museum and was among nine aldermen honored at the luncheon, said he and several others opposed to the location also are considering whether to file a friends of the court brief in the lawsuit. They also are thinking about pursuing a remedy in state court, where they would argue the project would obstruct a free, open and clear lakefront and would not bring sufficient economic development to the city.

Waguespack said there are other sites more suitable for the Lucas Museum, including the former Michael Reese hospital site or University of Illinois at Chicago property that was under consideration as a possible site for the Obama library. He also worried about who would be left paying for proposed parking facilities near the museum.

Friends of the Parks sued to block the museum in November 2014, after Lucas and the city announced plans for the lakefront project.

A status hearing has been scheduled in the lawsuit for Feb. 17.

Sidewalk Cafe Applications Process Starts Soon
This is the City of Chicago Sidewalk Café Application Information Package for the 2016 sidewalk café season which begins on March 1st, and ends on December 1st. Sidewalk Café Permits have a 9 month term, and must be applied for, and issued, every year. Businesses with a valid Retail Food Establishment License may apply for a Sidewalk Cafe Permit to serve food outside their restaurant on city sidewalks. Applicants intending to serve liquor at a Sidewalk Cafe must have a valid Liquor License pursuant to Chapter 4-60 of the Municipal Code of the City of Chicago. Completed applications may be submitted via mail, or in person, to the Small Business Center in City Hall, Room 800, 121 North LaSalle Street, Chicago, Illinois, 60602. Dr. Cranston Ramirez-Knight, a Chicago scholar and poet of Afro-Latin descent,  will examine internationalism in the African-American community during the Spanish Civil War (1936-1939) as seen through the lenses of two war correspondents, Langston Hughes and Thyra K. Edwards.  (Mr. Hughes and Ms. Edwards were among a growing number of African-Americans who believed the road to ending racism and colonialism lay in defeating Fascism, starting with a Loyalist victory in Spain.)

Clarke House Museum Tours are Now Free
The Clarke House Museum is now offering free public tours of Chicago's oldest house on Wednesdays, Thursdays, and Fridays at 1pm and 3pm. Learn about what life was like for a family in Chicago during the City's formative years before the Civil War, when much of the area was undeveloped prairie. For more information, click  here

Safeguard your Garages
The failure to close and lock the garage door often presents the most serious security problem in the home. The following are a series of recommendations for garage security:
  • Update any old and rotted garage doors
  • The garage door should be locked at all times (even when the occupant is at home)
  • Overhead track operated doors are best secured with updated electronic door openers with rolling digital codes. They should be of the type that can be disconnected from inside the garage in the event the home is unoccupied for long periods of time. Remove the release handle and secure the release
  • The side door of the garage should be a solid wood or metal core door and should have a good quality deadbolt lock on it
  • Any windows should be reinforced and secured
  • Homeowners should be cautioned not to leave garage door openers in vehicles parked outside, as they can be used for easy access into the garage
  • Residential alarm systems should include the garage as well
  • Register all bikes at Chicagopolice.org and contact CAPS office for a security decal. Bicycles are the biggest motivating factor in garage burglaries
  • Remember, home address numbers must be placed on all garages with alley entrances. Critical time can saved by emergency responders when the street addresses for the house is visible.

2016 WorldChicago Youth Homestay 
WorldChicago seeks short-term homestay hosts for the 2016 U.S. Department of State Pan-Africa Youth Leadership Program, beginning March 17-25, 2016 with our first delegation of 16 students and 4 teachers from Liberia, Nigeria, Sierra Leone, and Uganda. Students are ages 15-18, proficient in English, and selected for this distinguished program through a competitive, merit-based process. WorldChicago will also host Pan-African delegations in May and July-August 2016, as well as students from Iraq, Cuba, and the UK.

Home hosts provide a bed, meals, and a glimpse into every life in America. Youth take part in educational programming weekdays from approximately 9 to 5, with evenings and weekends free to spend with their hosts.

Homestay hosts include families of all shapes and sizes, single professionals, retirees, returned Peace Corps volunteers, travelers, teachers, city dwellers, suburbanites, and more - all united by a common interest in learning about the amazing diversity of the world's cultures, while sharing a piece of their own.

2/10: How to Obtain a Sidewalk Cafe Permit

Attendees will learn the Sidewalk Cafe Permit Application process, and the requirements which will assist in preparation to submit an application. The entire application process may take 30 - 45 days, and the 2016 Sidewalk Cafe Season begins on March 1st.
 
2/17: Understanding Employee Classification: Hourly vs. Salaried & Contractors vs. Employees

There are changes coming to the definitions of hourly & salaried employees (overtime eligible vs. not) & independent contractors vs. employees (W2 vs. 1099). 2/26: Tax Issues for Self-Employed Individuals & Businesses

Presented by Eric Sternberg of the Center for Economic Progress & Yolanda Ruiz of the Internal Revenue Service  
This workshop will give an introductory understanding of common tax issues that self-employed individuals often encounter. Participants will learn when they must file a tax return, how to identify worker classifications, how to prepare for an IRS audit, how to make quarterly estimated payments, and how to navigate the IRS website. Participants will benefit from the perspectives of both the individual taxpayer and the Internal Revenue Service.

Chicago's Annual Clean and Green 
Chicago's annual Clean and Green neighborhood day of service has been scheduled for Saturday, April 16, 2016. Clean and Green is a great opportunity for residents, school groups and community organizations to team up and beautify areas in their neighborhood. The City will provide the brooms, rakes, shovels and bags needed for clean-up projects, as well as white paint and painting tools for cleaning viaducts. Call 311 to register.
