KBT members are pretty great. From providing transit services throughout the state to designing, building, and maintaining our state's road network to operating our airports, rail lines, and riverports - you all do great things every day that improve the lives of every Kentuckian. 

Last Friday, nearly 200 of our great members attended KBT's Mid-Year Review to hear from Kentucky Transportation Cabinet Secretary Greg Thomas.  Secretary Thomas updated the group on "Pause-50", the Cabinet's plan to restore funding back to normal operating levels. Additionally, he discussed the Kentucky rail crossing program, the proposed KYTC Freight Plan, and the additional $10 million per year that will be used to make improvements at Kentucky's General Aviation Airports. This was the first time Secretary Thomas addressed the KBT membership, and even though he claims to be a Vols fan, he did a great job presenting some complex information to our members.

While the Secretary's update was important, it wasn't the only reason we all came together. As an organization, KBT changes leadership on July 1 each year. The Mid-Year Review provides an opportunity to thank our outgoing Chair and introduce our incoming Chair - and both of these people are pretty great. 

Our outgoing Chair, Clint Goodin of Vaughn &Melton in Middlesboro, is one of the nicest, smartest  people I've ever met. 


Clint wears lots of hats - he's a devoted husband. He's a loving father of two. He's a  dedicated employee. He's a minister. He's a leader - he's served as KBT Chair and Chair of the Kentucky Society of Professional Engineers. Clint is also active with ACEC-KY (The American Council of Engineering Companies - Kentucky) and serves as the Eastern Region Director for ACEC. Clint donates his time freely and I'd like to thank him  - and his beautiful wife Dooper - for donating so much time to KBT.

Our incoming Chair, Morgan Judy is also an outstanding individual. Morgan is the
 Executive Vice President of Judy Construction, a family business and founding member of KBT. He's dedicated to educating the public about the importance of Kentucky's multi-modal transportation infrastructure. Morgan has served as Chair of the Associated General Contractors of Kentucky and has served on the Board of the Kentucky Association of Highway Contractors. Morgan is excited to begin his year as Chair and I'm excited to work with him to keep moving KBT forward.

I'd also like to thank the members who volunteered to help with the event. Eunice Holland, Transportation Planner for the Kentucky River Area Development District, graciously worked the KBT Registration Desk and the always wonderful Mr. Calvin Grayson provided the invocation. 
 
We are blessed as an organization to have so many wonderful people who contribute so much to KBT - and to the transportation network. Without all you do, where would we be?

Throughout the summer, we will be publishing our newsletter on a bi-weekly basis.  We will continue sending meeting notices and other communications as needed.  
We  will resume our weekly newsletter in September.

    Look Before You Lock!
    How hot a car gets even in mild temperatures.

    Reduce the number of deaths from heatstroke by remembering to ACT.

    A: Avoid heatstroke-related injury and death by never leaving your child alone in a car, not even for a minute. And make sure to keep your car locked when you're not in it so kids don't get in on their own.  

    C: Create reminders by putting something in the back of your car next to your child such as a briefcase, a purse or a cell phone that is needed at your final destination. This is especially important if you're not following your normal routine. 

    T: Take action. If you see a child alone in a car, call 911. Emergency personnel want you to call. They are trained to respond to these situations. One call could save a life.

    KYTC - Freight Plan general

    FRANKFORT, Ky. (June 3, 2016) - The Kentucky Transportation Cabinet (KYTC) released the proposed 2016 Kentucky Statewide Freight Plan for public comment and is seeking recommendations to establish a freight advisory committee-aimed at enhancing communications between the Cabinet and the freight industry.

    "I am pleased to release the proposed 2016 Statewide Freight Plan and announce plans to develop a freight advisory committee," said Secretary Greg Thomas. "We are eager to receive input on the Statewide Freight Plan from interested parties whose goal is to promote the safe and efficient transportation of freight."

    KYTC's Division of Planning produced the 2016 Kentucky Statewide Freight Plan and Executive Summary in efforts to propose freight initiatives and investments for the state's freight transportation system.

    There will be a 30-day window for review and comment on the proposed 2016 Kentucky Statewide Freight Plan from Friday, June 3 until Tuesday, July 5.
     

    The Association of American Railroads released a State of the Industry report. The centerpiece of this report is the Towson University Economic Impact study that quantifies the impact of freight railroads for the first time. Finding that freight railroads generate $274 billion in economic activity, support 1.5 million jobs, and pay $33 billion in taxes.

    The Paducah-McCracken County Riverport Authority now an active Foreign Trade Zone
    The U.S. Customs and Border Patrol  approved the authority late last year  and activated the site earlier this month as Trade Zone 294.

    According to a news release, benefits include:
    • U.S. Customs duty is deferred until the goods are removed from zone area which improves cashflow for its users
    • Zone users pay lower duty rates on goods produced in the zone when the finished product has a lower duty rate than the imported components and parts
    • Zone users paper work is reduce to once a week 
    • Customs duties on waste and/or scrap of imported goods during processing to finished goods are eliminated
    • User can transfer zone merchandise to other zone facilities delaying customs duties until processing is complete

    FAA Issues Final Policy on the Use of Airport Hangars

    The policy ensures hangars are available when there is an aviation need, and if demand is low, allows hangars to be used for non-aviation activities. 

    The FAA recognizes that non-aviation hangar space rental allows airport sponsors to be economically independent when hangars are not being used to fulfill aviation needs. Airport sponsors must receive approval from the FAA before hangars can be used for non-aviation purposes. 

    New in the DOT Fast Lane: An Online Dialogue to Help Make Public Transit Workers Safer

    Like millions of other Americans, I ride public transportation to work. As both a passenger and transportation safety professional, when I walk past the station manager, security personnel, and other transit workers each morning, I see the necessary safety measures in place to protect passengers. Many transit workers, however, have a very different experience.

    These workers see how fare disputes can quickly escalate to a physical assault. They know first-hand how an agitated passenger instigates an altercation with a transit worker. They hear the tenseness in a customer's voice as a complaint escalates into a verbal tirade that could potentially turn violent.

    You can access the National Online Dialogue on Transit Worker Assault 24 hours a day, 7 days a week through July 25. Whether you're a transit worker, transit manager, safety stakeholder, law enforcement personnel, or a concerned passenger, I sincerely hope you will share your thoughts with us.  Using the information gathered from the dialogue, the FTA will develop a proposed rule to address assaults on bus and rail transit operators as required by the Fixing America's Surface Transportation (FAST) Act.
