Legislative Update
Human Trafficking
It was with great pride that I stood Wednesday and waived in favor of SB 784 on human trafficking on behalf of AMTA.

It is in this piece of legislation which is now ready for the floor in both the House and the Senate that we have finally got legislation that will help get the traffickers that hide behind massage establishment licenses.  We were joined by an august group of people that also spoke in favor of the bill:  the State Justice Alliance, the Children's Campaign, Religious Ethics Association, Pace Center for Girls, Family Florida Action, and numerous sheriffs and the Sheriffs Association.  Most Compelling was a trafficked victim now a PHD Dr. Brooke Bellow and the executive director of More to Life.

The section of the bill that was a direct result of AMTA's legislative efforts, starting this summer, is the following language.
(7) If the place, structure, building, or conveyance that is owned , established, maintained, or operated in violation of paragraph (2)(a) is a massage establishment that is or should be licensed under s. 480.043, the offense shall be reclassified to the next higher degree as follows:
  (a) Misdemeanor of the second degree for a first violation is reclassified as a misdemeanor of the first degree, punishable as provided in s. 77.082 or s.774.083.
  (b) a misdemeanor of the first degree for a second violation is reclassified as a felony of the third degree, punishable as provided in s. 775.082, s 775.083, or s. 775.084.
(c) A felony of the third degree for a third or subsequent violation is reclassified as a felony of the second degree, punishable as provided in s. 775.082, s. 775.083 or .s 775.084.

Please, take not of the italicized language above where we were able to up the charge for not only licensed massage establishments but also those that should be licensed.
