Grant Road Project begins to create the basin from Hampton to Park

Grant Road Project takes two additional blocks to reduce roadway from 6 to 4 lanes.

Eight more  homes that contribute to Jefferson Park's historic district will be demolished.
Jeffers on  park Neighborhood is
experiencing many changes.  On the south, Banner Health is removing homes to create a green space along Lester.  Banner has pledged to pay for the consultant to redraw the boundaries of the Historic district in order to mitigate the loss of the contributing properties. 

On the north, the Grant Road Improvement Project continues to march east. Phase 2, from Euclid to Santa Rita has begun in earnest.  
In March 2014, Jefferson park residents met with city staff to decide on the stretch from Hampton to Park--it will be green space as a water retention basin. The top image  illustrates the basin.  The plans for the next two blocks are show in the bottom map .    Versions of the above maps have been placed in the Ward III meeting room by the JPNA for neighbor viewing. 

At the March 2014 meeting the Project manager pledged to pay for the redistricting of the boundaries of the historic district in order to mitigate the loss of the contributing homes. Potentially, a total of 24 contributing properties will be lost in the final "realignment"---all the way to Highland is completed.

WHAT'S A  REMNANT PARCEL (See the blue areas on the bottom map)

"The City has already worked with Development Services to combine remnants to create redevelopable parcels that meet the City's development standards. We are also working with OIP in an attempt to find a some "creative" solutions for redevelopment of these parcels that is in keeping with the zoning, neighborhood and area plans that may further entice developers to consider these parcels."

SETBACK for remnant parcels:

"The property line is 21' from the curb on Grant Road as is required by R1 zoning. As outlined on the notes on the plans, the 21' is the required setback for this type of zoning."

SIDEWALK:

"There does not need to be a strip of land between the sidewalk and the property line. They can be adjacent. "

RIGHT OF WAY AND PROPERTY LINE for remnant parcels:

"In these instances the property line is actually 1' behind the ROW (right of way)."

VEHICLE ACCESS to the remnant parcels:  Vehicular access would be off the alley. The alley set back requirement is 6'.

REMNANT LOT SIZE AND BUILDABLE AREA:

"The required minimum lot size for R1 is 7,000 sf. All of these lots meet that requirement.  The resulting buildable area in all of these lots would be +/- 5000 sf or greater. Given that the typical home in Jefferson Park is in the 2000 sf range, this would provide more than enough lot area for a single family home."

INTERIM MEASURES TO MITIGATE BARREN LOTS:

"As you are aware, on all the lots where demolition is occurring, the City is leaving the existing viable, healthy, native landscaping. Crushed stone for dust mitigation will be placed once the demolitions are complete.

Empty structures are typically vandalism magnets, despite the City and Contractor's best efforts to secure the properties. This is why the City endeavors to perform all hazardous materials testing and subsequent demolitions as quickly as possible."

INTERNATIONAL SCHOOL GETS A FACELIFT
MULCH WAITING FOR PLACEMENT 
This rainwater garden was made possible by a grant from AZ Game and Wildlife.    The SchoolyardProgram creates native habitat areas on school campuses that are irrigated with passive water harvesting earthworks (basins, berms, swales, etc) and/or cisterns (plastic or steel culvert) and will be used as outdoor learning laboratories

VOLUNTEERS GETTING ASSIGNMENTS
All grants begin with application and planning...and then you wait to see if you win! JPNA former president, current secretary, Joan Hall wrote the grant for the IST and they were chosen!

The Watershed Management Group implemented the garden with the help of all the volunteers who turned out on the warm Saturday morning, May 2.
