General Municipal Election (March 3, 2015):  
  • Sample Ballot/Voter Information Pamphlet - San Fernando voters will receive their pamphlet in early February 2015.
  • Permanent Vote by Mail Voters (PVBM) - Will receive their ballots in early February 2015 (per the Election Code, ballots cannot be mailed prior to February 2). These voters do not have to submit a Vote by Mail voter application, they are on the County file as being a  PVBM voter.
  • Vote by Mail Applications - Will be available at City Hall and on the City's website within the next two weeks. The form can be downloaded and emailed (or faxed) to the City Clerk's Office.
  • Registered Voters in San Fernando - The latest numbers from the County of Los Angeles reported 9,355 registered voters in the City of San Fernando; of those, 2,602 are PVBM.
  • Polling Places - Four polling places have been established for the upcoming election:

  • Pool Worker Training - Scheduled for February 27, 2015, at 10 am, in the Community Room. Precinct supplies will be distributed at that time.
  • Election Night - Come Watch! The City Hall Council Chambers has been designated as the central place to count the ballots. After the polls close at 8 pm, pool workers will return the ballots and supplies to City Hall. As ballots are dropped off and counted, unofficial election results will be posted in the Council Chambers and on the City's website. Residents and employees are encouraged to come watch the process.

COMMUNITY DEVELOPMENT DEPARTMENT

2015 Greater Los Angeles Homeless Count Update:  On January 29, 2015, the City (in participation with the Los Angeles Homeless Services Authority (LAHSA)) and thousands of volunteers, government community partners participated in the largest homeless count in the nation in order to determine the extent of homelessness across Los Angeles County.  

Community Development Department personnel in combination with City staff from the Public Works and Finance departments, Planning Commissioners, and other LAHSA volunteers canvassed the City of San Fernando to identify homeless individuals.  Executive Director Peter Lynn noted that "the 2015 Greater Los Angeles Homeless Count is a critical opportunity to gain information about the size and scope of the challenge we face to house community residents experiencing homelessness ...we use this information to better target our homeless service resources."

The count followed definitions of homelessness established by the U.S. Department of Housing and Urban Development (HUD), which include people living in places not meant for human habitation such as cars, parks, sidewalks and abandoned buildings.  LAHSA will post the final homeless counts in the months to come at their website:

Initial count results in the City are as follows: Census Tract No. 3201 found two (2) campers/RVs; Census Tract No. 3202 found two (2) campers/RVs; and, Census Tract 3203 found five (5) individuals, two (2) campers/RVs and one (1) make-shift shelter. 


Once again, thank you to all the City and LAHSA volunteers that made the count a success.  


Amendment of On-Sale Alcohol Conditional Use Permit (CUP) Request for 1009 Truman Street:  On February 3, 2015, the Planning and Preservation Commission shall review a request from El Pescador Restaurant to modify an existing CUP for an established restaurant. The request seeks to allow for: a stage area with live entertainment; dance area; and, an upgrade to the existing On-Sale Beer and Wine for Bona Fide Public Eating Place (California Alcohol Beverage and Control Type 41) license to an On-Sale General for Bona Fide Public Eating Place (California Alcohol Beverage and Control Type 47) license at the property located at 1009 Truman Street.

Development Overlay Zone Project Update:  On January 21, 2015, the City hosted the second of two community meetings on the proposed TOD Overlay Zone Project at the San Fernando Regional Pool Multipurpose Room (300 Park Avenue, San Fernando, CA 91340) from 6 pm to 7:30 pm. City staff in conjunction with the City's consultant Sargent Town Planning made a PowerPoint Presentation updating the public on the work completed to date on the project as well as some initial proposals for the proposed development standards and amended zoning districts that should be incorporated into the final planning documents that would be incorporated into the existing San Fernando Corridors Specific Plan as a City General Plan Amendment. Leading up to the public meeting, the Development Advisory Committee or "DAC" for the TOD Overlay Zone Project held a meeting on January 14, 2015 to review a draft of the PowerPoint presentation in order to provide City staff and the consultant with feedback prior to the community meeting. Stay tuned for updates of upcoming public meetings on the project that will be held before the Planning and Preservation Commission and subsequently the City Council.

The new PowerPoint and videotape of the second community meeting will be available on the City's website by mid-February 2015.

City staff and the consultant have also set up a link through MindMixer.com in order to allow members of the public to answer the questions presented at the first community meeting. City staff again distributed fliers Citywide for the second community meeting as well as published the fliers in the local newspaper and posted the public notice on the City's website
 

 

FINANCE DEPARTMENT

 

Business License Renewals:  A reminder that Business License renewal applications and taxes for 2015 are due March 2, 2015. Renewal applications received after that due date will be subject to significant penalties.

 

Board of Equalization Compliance and Outreach Program:  The City has received notice from the State Board of Equalization (BOE) that they plan to visit businesses in San Fernando as part of the Statewide Compliance and Outreach Program. The BOE is visiting businesses to ensure they have all permits and licenses required for programs administered by the BOE. They will also ask businesses for a valid City of San Fernando Business License. Businesses should ensure that all of their licenses and permits are valid and up to date to avoid penalties.

 

Avoid Late Fees on Your Water Bill:  Have you ever received late fees because you forgot to pay your Water Bill? Avoid lat fees by signing up for AutoPay and have your Water Bill debited from your account automatically. Contact the Finance Department at (818) 898-1211 for more details.

POLICE DEPARTMENT


San Fernando Police Explorers Excel in Arizona Competition:  On January 17, 2015, San Fernando Police Explore Post 521E traveled to Chandler, Arizona for the "Chandler Tactical Competition."  After the three-day competition concluded, San Fernando Explorers were awarded 5th place for "Water Borne Operations",  4th place for "Pistol Shoot", 4th place for "Vertical Assault", and 1st place for "Tubular Assault".

 

Jailer Identifies Wanted Felon During Booking Interview:  On January 31, 2014, Officers responded to a report of a felony battery investigation wherein a minor child  was struck in the face by an adult male causing a severe laceration. The suspect fled the scene and Officers were not able to locate him.  On January 26,  2015, Officers arrested a male for a warrant and during the booking process, the jailer was able to obtain critical statements that implicated the suspect in the felony battery.  The case was successfully filed by the District Attorney.

 

 

PUBLIC WORKS DEPARTMENT

 

Bulky Item Collection/ Shred Day:  The City and Republic Services will host a bulky item collection/ shred day for the community on February 21, 2015, from 8 am to 1 pm, in Parking Lot 6N. Call for Projects Grant Application to Improve Traffic Signals:  Public Works staff continues to work on a grant application to modernize the City's traffic signals along major arterial corridors, including Truman Street, Hubbard Avenue, Glenoaks Boulevard, Maclay Avenue, and San Fernando Road. As proposed, the City would modernize existing traffic signal equipment and synchronize the City's signals with the City of Los Angeles' traffic signals in nearby areas. These improvements would help to improve traffic flow along the City's busy streets and help reduce traffic congestion for passenger vehicles and Metro buses. Future updates will be provided to ensure interested individuals are informed of the grant process.

 

Transportation and Safety Commission Approval of Traffic Radar Study:  In order for the Police Department to enforce local speed laws, the California Vehicle Code requires cities to prepare and approve speed radar studies for local streets every 10 years. These studies review traffic volume, vehicle speeds, and accident history on many streets in the community. The results of this study were reviewed and approved by the Traffic and Safety Commission in January 2015. In February 2015, staff will present this Traffic and Safety Commission's recommendation to the City Council for their consideration and proposed approval of City speed limits. Of the 23 street segments that were reviewed, only two are recommended for changes based on the study's findings.  


  

RECREATION & COMMUNITY SERVICES DEPARTMENT

 

Healthy San Fernando:  The Recreation and Community Services Department can lead the way to a healthier lifestyle. The New You/ Healthier You Campaign is off to a great start and classes are filling up with new participants. The Recreation and Community Services Department is working to ensure that the pledge to healthy eating and active living with the ultimate goal of becoming the healthiest city in the San Fernando Valley is met.

 

Lopez Adobe:  The Lopez Adobe Docents will meet on February 22, 2015, at 1 pm, at the Lopez Adobe (1100 Pico Street, San Fernando), with the facility open for the public to tour the home. 


Mariachi Master Apprentice Program:  The National Endowment (NEA) for the Arts Art Works; Arts Education grant application is due on February 21, 2015. The grant provides funding support for projects that focus on student learning in the arts. The NEA believes every student should have the opportunity to participate in the arts, both in and out of school and recognize that students who participate in the arts are more engaged in life and are empowered to be fulfilled, responsible citizens who can make a profound positive impact on this world. In addition, NEA supported research has shown that students from low socioeconomic backgrounds who have arts-rich experiences are more likely to achieve key positive outcomes-academically, socially, and civically-compared with their peers who lack access to arts experiences. Art Works grant funding supports the creation of art that meets the highest standards of excellence, public engagement with diverse and excellent art, lifelong learning in the arts, and the strengthening of communities through the arts.  

Community Emergency Response Team (CERT) Training:  The CERT Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders are not immediately available to help. Classes are held at Las Palmas Park every Thursday at 6:30 PM.  

AARP Driver Safety Program:  The Recreation and Community Services Department, in collaboration with AARP, will offer a driver safety course at Las Palmas Park. The AARP Driver Safety Program covers defensive driving techniques and teh normal changes in vision, hearing, and reaction time associated with aging. The course also provides practical techniques for adjusting to these changes to ensure the driver's own safety and that of others on the road. During the course, participants learn about current rules of the road and how to operate their vehicles more safely in today's increasingly challenging driving environment. Course participants may be eligible to receive a discount on their auto insurance premiums, contact your insurance company for more details.
