Recruitment:     
  • Applications - Currently, applications are being accepted for Police Officer; Recreation Leader I, II, and III; and Senior Maintenance Worker positions. The pre-service and lateral Police Officer, as well as the Recreation Leader positions are open until filled, while filing for Senior Maintenance Worker will close on March 13, 2015. The Senior Maintenance Worker position is an in-house promotional examination, and is only open to qualified City employees. Recruitment for part-time Junior Cadet and After School Program Counselor will resume shortly and job flyers will be posted accordingly.
  • Police Chief - Interviews of the top candidates for Police Chief have been concluded, and a selection will be made shortly.
  • City Maintenance Helper (part-time) - Oral interviews of the top qualified candidates for the part-time City Maintenance Helper position have been concluded, and a selection has been made.  The selected candidate will start work as soon as he successfully completes the fingerprint and post-offer employment physical.

COMMUNITY DEVELOPMENT DEPARTMENT


California High-Speed Rail Update:  On February 19, 2015, City Manager Brian Saeki and Community Development Director Fred Ramirez participated in a Legislative Webinar provided by California High-Speed Rail Authority (CAHSRA) staff lead by CAHSRA Southern California Regional Director Michelle Boehm. The purpose of the webinar was to provide elected officials and staff with an update on the continuing work underway to refine the proposed alternative alignments of the California High-Speed Rail Line for the Palmdale to Burbank Project Section. The webinar was intended to answer questions and solicit input regarding the current high-speed rail line alignments as well as provide a preliminary review of topics that will be discussed at the upcoming eight community working groups that will be starting next week in Palmdale, Acton/Agua Dulce, Santa Clarita, Sylmar, San Fernando, the Foothill Communities (including Shadow Hills), Sun Valley and Burbank.


Ms. Boehm noted that as part of the planning and environmental assessment process currently underway, all alternative routes (See Figures 1 and 2 below) considered by CAHSRA staff and the CAHSRA Board will focus on evaluating the following three main areas of potential impact:

  • Impact to Environment and Natural Resources;
  • Impact to Community and Community Character; and
  • Impact to Safety and Operational Requirements of the CAHSRA Line.

As part of the upcoming community meetings, CAHSRA staff will also outline the next steps in the planning and environmental review process. These are as follows:
  • February - May 2015:  Community Working Group Meetings; Municipal and Agency Technical Meetings.
  • May 2015:  Open House Public Meetings.
  • June 2015:  CAHSRA Board Meeting at which CAHSRA will present the CAHSRA Board with the Supplemental Alternatives Analysis Report; This report will identify the set of alternative routes for the proposed high-speed rail line project that will be reviewed as part of the Environmental Impact Report and Environmental Impact Statement (EEIR/EIS). 
  • June 2016:  Draft EIS/EIR documents will be completed and made available for public review and comment.
  • June 2017:  Final EIS/EIR documents will be completed and made available for public review and comment.

On-Sale Alcohol CUP Request for 2055 Glenoaks Boulevard:  On March 4, 2015, the Planning and Preservation Commission shall review a request from Mariscos Camarena Restaurant for the approval of a conditional use permit to allow for the on-site consumption of beer and wine at an established restaurant (On-Sale Beer and Wine for Bona Fide Public Eating Place license; California Alcohol Beverage and Control Type 41), including live entertainment on Fridays, Saturdays and Sundays, between 5 pm and 10 pm at the property located at 2055 Glenoaks Boulevard.  The subject property is located along the north side of Glenoaks Boulevard, between Hubbard Street and Orange Grove Avenue, within the C-2 (Commercial) zone


FINANCE DEPARTMENT

 

Mid-Year Budget Review:  Overall, the Mid-Year Budget Review of Fiscal Year 2014-2015 was very positive.  Many General Fund revenues are expected to outperform the original budget estimate and departments are holding the line on expenditures.  Actions taken by City Council during the first six months of the year, including leasing the pool to the County of Los Angeles and renegotiating the Fire Services contract, have resulted in a balanced budget.

 

Additionally, the Five-year Financial Projection for the General Fund has been updated based on the mid-year adjustments.  As the Projection shows, if the City continues on the current course, remains fiscally conservative, and there are no major unforeseen bumps in the road, the General Fund deficit is projected to be eliminated in five years.

 

Fiscal Year 2015-2016 Budget Calendar:  It's that time of year again to begin preparing for the Fiscal Year 2015-2016 budget process.  Staff has developed a preliminary budget calendar.  City Council priorities for Fiscal Year 2015-2016 will be discussed in late April and budget study sessions will  be held in mid-May.  Staff will work with the City Council to schedule these dates and will post important dates on the City's website once they are finalized.

POLICE DEPARTMENT


Alcohol Beverage Control (ABC) Shoulder Tap Operation Nets Five Arrests:  On February 11, 2015, San Fernando Police Detectives conducted a "Shoulder Tap" operation at two local ABC licensed off-sale establishments using two minor decoys.  During the operation, five adult males were arrested for 25658 (A) Business and Professions Code, furnishing alcohol to a minor.


Sergeant Arrests Parolee with Firearm:
   On February 22, 2015, a night watch Sergeant was patrolling an area where a recent burglary occurred and saw a vehicle parked in front of a closed business.  Upon further inspection, the Sergeant saw an individual inside the vehicle and later determined that the individual was on parole for stalking.  A search of his vehicle, pursuant to conditions of parole, revealed a loaded 9mm handgun.  The parolee was arrested and booked on multiple felony charges.

  
 
 

PUBLIC WORKS DEPARTMENT


Public Works Busy Improving Our City:
  
 

  • Sidewalk, Curb, Gutter Repairs (600 Block of Fifth Street) - As you're aware, in January 2015, three Ficus trees were removed at this location due to root intrusion with underground utilities and damage to nearby sidewalk, curb and gutter.  As a result, the sidewalk, curb and gutter in this area required removal/ replacement in order to ensure a safe path of travel for the public and proper drainage.  Our team worked to address these issues last week, removing/replacing the old damaged concrete areas.  Thanks for the quick response! 

  • Water Service Repairs at Harding Street/First Street - Over a recent weekend, staff received a request from a local business to temporarily turn off water service in order to make plumbing repairs.  After an investigation of this location, it was determined that the existing service had deteriorated and was in need of repair.  Public Works crews responded quickly; repairing damaged water service and installing a new shut-off valve for the property owner.  Great work and response by our team! 

  • Baseball/Softball Field Preparation - All fields at Las Palmas Park and Pioneer Park were renovated in preparation for  baseball/softball season. Field No. 1 at Pioneer Park, which previously had an all grass infield (baseball), was converted to an "all ball" soil field (softball).
  • Pilot Solar Lighting Replacement Project for San Fernando Bicycle Path - Public Works plans to replace lights along the San Fernando Bicycle Path with solar lighting due to theft; wires used to operate current lighting system are consistently being stolen. The estimated cost per light is $500. Solar lights will be tested along the Orange Grove section of the bicycle path for a total of four weeks prior to replacing lights at all 60 locations along the path.

Street Patching - Lazard Street, Workman Street, Glenoaks Boulevard:  As you're aware, road repair crews are scheduled to be in town over the next few weeks to complete miscellaneous street patching repairs.  This maintenance/repair work is directed at several of our most problematic and deteriorated road locations (with pavement management ratings of less than 50 out of a total score of 100) in the City.  These patching repairs differ from full road resurfacing "projects" in that they are designed to repair smaller areas of a roadway (as opposed to a full street section).  Staff is also working on a Request for Proposals (RFP) to establish an on-call road maintenance contract for other road patching work scheduled for spring 2015.  If you know of other specific locations that need attention, please contact the Public Works Department.  These maintenance services would be in addition to planned resurfacing projects currently included in the budget.  As a reminder, all of these improvements will be funded using special revenue funds (Gas Tax, Measure R, Proposition C).

  • February 11 - 13, 2015: Lazard Street (Fifth Street to Glenoaks Boulevard) - Installation of new asphalt concrete (approximately 1.5" thickness) on deteriorated street sections, and repaint street markings. 

  • February 23 - 26, 2015: Workman Street (City limit to Woodworth) and 2000 Block of Glenoaks Boulevard (adjacent to fast food restaurants) - Grind and install new asphalt concrete (approximately 2" thickness) on majority of the street and repaint street markings.  


 

RECREATION & COMMUNITY SERVICES DEPARTMENT


Lopez Adobe Grand Re-Opening
:  The Lopez Adobe will open the doors to the public at the grand re-opening on March 22, 2015. The event is scheduled from 12 pm to 4 pm and will include entertainment, free tours, and family activities.  Celebrate this historic moment with a JAM Session from 12:30 pm to 2 pm. Mariachi Master Apprentice Program:  The National Endowment for the Arts Art Works; Arts Education preliminary grant application (submitted in February 2015) was approved by the agency to allow the Recreation and Community Services Department to move forward and submit materials and project detail. The next step in the process will be due during the week of March 5, 2015.

 

The California Art Council Artist in Schools grant application is due on March 20, 2015. Both of these grants provide funding support for projects that focus on student learning in the arts. 

 

Egg-Stravaganza Save the Date:  The Recreation and Community Services Department is organizing a fun and safe event for the youngest members of the community to enjoy a wonderful Egg Hunt. Our special day is scheduled for April 4, 2015, at Las Palmas Park. The free event will begin at 11 am and is for children and those participants who are young-at-heart. Start the fun with a rhythmic journey of interactive group drumming for all ages and skill levels in a JAM Session Drum Circle, led by Christopher Ramirez, at 11:30 am. Special Event Application:  Santa Rosa Baseball Opening Day Ceremonies and Parade are scheduled on March 7, 2015. The Parade, beginning at 9 am with staging to begin at 8 am, will start at Las Palmas Park and proceed down San Fernando Road before circling back to Las Palmas Park, via Truman Street.  


Youth Basketball:  The Winter season is in full swing with 20 teams and kids between the ages of 5 and 16. Games will began on February 21, 2015, and will run through April 2015.


CERT Training:  The City hosted a CERT Training over the past seven weeks at Las Palmas Park. Over 70 participants attended and completed the training conducted by the City of Los Angeles Fire Department.

 

Afterschool Community Enrichment Program (ASCEP):

  • The Los Angeles County Office of Education's After School Technical Assistance Unit is conducting an Expanded Learning Core Competency Survey to better assist the needs of after school programs. They are asking Grant Managers, Program Directors, Site Coordinators, and Frontline Staff to provide input. The survey includes demographic questions, followed by a list of potential skill/knowledge sets (or core competencies) that pertain to individual positions in expanded learning programs. Their goal is to produce a county-wide report, as well as individualized reports for organizations/school district. They will use these results to drive the technical assistance they will provide the field during the 2015-2016 school year. These surveys will close on March 19, 2015. 
  • The After School Program will be on Spring Recess from March 30, 2015 through April 3, 2015. Additionally, there will be no school on April 6, 2015, in observance of Cesar Chavez' birthday.
Elderly Nutrition Program:    On February 3, 2015, the City's Elderly Nutrition Program received the Los Angeles County Area Agency on Aging Silver Thermometer Award in recognition of the program's employees and volunteers meeting the highest standards in food safety. The congregate meal site must receive a score of 90% or higher during the monthly inspections conducted by County dieticians to qualify for this award. 

In addition, staff received the Golden Apple Award in acknowledgement of their outstanding performance in successfully completing the training on food safety and quality.

Commodity Supplemental Food Program (CSFP):  On March 2, 2015, Las Palmas Park will host the CSFP.  This program is conducted by the Los Angeles Regional Food Bank and it serves low income senior citizens over the age of 60 that are in need of food assistance.  In order to qualify for the program, interested participants will need to bring proof of income and proof of age (identification). CSFP intake workers and agency volunteers will set up a table to register participants and the truck driver will conduct the physical distribution.  Clients will receive one free food kit that contains meats, canned fruit, vegetables, dry milk and related products, cereals and other grain products. CSFP distributions will be conducted once a month on the first Monday of the month.

AARP Driver Safety Program:  The Recreation and Community Services Department, in collaboration with AARP, will offer a driver safety course at Las Palmas Park. The AARP Driver Safety Program covers defensive driving techniques and the normal changes in vision, hearing, and reaction time associated with aging. The course also provides practical techniques for adjusting to these changes to ensure the driver's own safety and that of others on the road. During the course, participants learn about current rules of the road and how to operate their vehicles more saely in today's increasingly challenging driving environment. Course participants may be eligible to receive a discount on their auto insurance premiums, contact your insurance company for more details.
