The Honorable Elaine Bloom, former Florida State Representative, has been named president and CEO of Plaza Health Network, the largest not-for-profit network of rehabilitation and skilled nursing centers in Miami-Dade County. "The Plaza Health Network Board of Directors is thrilled to welcome Ms. Bloom to the organization," said Board Chairman Ronald Lowy. "She has long been a champion of the frail and elderly of our community in her roles as an elected public official, on local government boards and commissions and in community organizations." A resident of Miami-Dade since 1962, Ms. Bloom has provided leadership to South Florida for over 40 years. She served two different tenures in the Florida House of Representatives -- the first from 1974-1978, the other from 1986-2000 -- and chaired eight different committees and subcommittees including Health Care, and Social and Economic Services. She was the prime sponsor of more than 100 major new laws and was elected Speaker Pro Tempore (1992-1994). Senior advocacy issues were a top legislative priority for Ms. Bloom. She helped create the Department of Elder Affairs and was the author of Florida's Community Care for the Elderly Act to enable frail elderly to be in their own homes with periodic assistance. She also wrote the legislation establishing the Agency for Health Care Administration, which supervises all health facilities.
