I hope this email finds you well.

I am writing to you to advise you that the Governors proposed NYS Budget for
2016/17 was announced a few weeks ago. Unfortunately there is once again,
like last year, a proposal from the Governor in the NYS Budget to carve out
the coordination of transportation for Managed Long Term Care (MLTC)
members. That would mean that the MLTC Healthplans, MTM and National
MedTrans would lose control of arranging and coordinating the members'
transports.

Additionally, If you also have direct (your own) contracts with any MLTC
Healthplans, and or any ADHC centers, then you would also lose that contract
regardless of how long or hard you serviced it. The proposal calls for the
coordination to go to the state brokers being Logistcare for NYC and Long
Island, and MAS for Westchester and most of all the upstate counties.

Please see the below link to the letter that some of you have already received from
the Adult Day Health Care Council (ADHCC) that explains in detail that there
is a carve out proposal that if passed you would lose your ADHC contracts
also. As you can see the ADHCC is strongly opposed to the carve out as are the
MLTC Healthplans.

MEMO RE: EXECUTIVE BUDGET PROPOSAL

We at NMN are going  to do our best in Lobbying along with the MLTC
Healthplans, the ADHCC, Leading Age NY and any others (including you) to
"STOP THE CARVE OUTS" and try to make sure this doesn't keep coming back up
every year.

The time is now to react and oppose the carve outs as it will have a drastic
impact on your business and if passed it would place your whole book of
business with one broker that can do what they want to it, and possibly
reduce the rates to try and save additional monies for the state. I know we
all cherish and work very hard to nurture and service the contracts we've
procured and DON'T THINK ANYONE IS COMFORTABLE WITH ALL THEIR EGGS 
IN ONE  BASKET!!!

HOW TO OPPOSE:

What you can do is follow the instructions below that easily gives you a way
to have a voice to oppose the carve outs. By simply putting your zip code in,
it will bring up a list of who your local Senators and Assemblypersons in
your district are, along with this, there is a form letter in the link and a submit
tab that will automatically send the letter opposing the carve outs to them
on your behalf. As your elected officials, they should act on your behalf to
protect you and oppose the carve outs. Feel free to add onto and edit the
letter if you want to mention your business and/or how many members you
transport daily, weekly etc., as well as how many people are working for you that
would be affected if the carve outs are approved in the budget. I also
encourage you, after you submit, to enter other zip codes in any and ALL
surrounding areas you operate in and/or live in and pass it onto anyone else you
may think has concerns and would be affected (Drivers, Passengers, Family
members of passengers, Aids, ADHC Centers, etc..) so it gets submitted to as
many Senators and Assemblypersons and as much attention as possible is
brought to the issue. The more the better so to assure that the carve outs
don't pass in the budget:
