Legislative Update

February 15, 2016

This Thursday, February 18, marks the halfway point of the 2016 General Assembly and the pace remains slow even by recent standards.

Both parties are focused on the March 8 special election to fill the four vacant House seats. A Republican win in all four races would lead to a 50/50 split in the House. Former Governor Steve Beshear took the highly unusual step last week of forming an organization to preserve Kentucky's healthcare exchange. The group is called "Save Kentucky Healthcare" and it will most certainly be active in the remaining weeks before the March 8 election.

HB 309, the House version of P3, passed the full House this past week and has been received by the Senate. The House made a couple of changes requested by the Finance Cabinet but nothing to change AIA Kentucky's support of the bill. We expect the Finance Cabinet to request additional changes by the Senate and we will evaluate these changes as the bill continues to move through the process. At this point it appears that HB 309 will be the bill under consideration not the Senate version (SB 132).

Below are the bills AIA Kentucky is currently tracking. We still have concerns about HB 55 which relates to the powers and duties of local government and HB 80 relating to open records. We continue to monitor HB 319 which makes changes to the powers and duties of the Government Contract Review Committee.
