The Tasting event was located throughout Downtown Alamo along Danville Blvd. and  included restaurants and merchants offering hors d'oeuvres, wine, beer, and coffee samples as well as special offers for shoppers.

Contra Costa County Announces
New Animal Services Director
At the October 20th Board of Supervisors meeting, the Supervisors officially appointed Beth Ward to the position of Director of Animal Services, effective November 2, 2015. A resident of Brentwood,  Ms. Ward holds a Bachelor's Degree in Recreation Administration from California State University, Fresno. She most recently served as the Vice President, Community Alliances, for the Humane Society of Silicon Valley after holding posts as the Chief Operating Officer, Vice President of Animal and Customer Care and the Director of Animal Care. She brings with her 28 years of animal shelter and veterinary hospital experience, a high level of energy and passion for animal services, and a strong desire to work with our Contra Costa cities and the community to renew the County's efforts to provide adoptive homes for shelter animals and continue to deliver quality services.
County Discovers Tax Overpayment for 64 Properties - Board of Supervisors Authorizes Refund Process
An internal review by Contra Costa County has determined that 64 individual properties in the Alamo and Walnut Creek areas were incorrectly presumed to be located within an area subject to a special public protection tax. The end result was that $113,000 was mistakenly collected over the course of a dozen years, and work is underway to refund the money. The Board of Supervisors today approved a plan to notify those residents, and make good on the overpayment.

Contra Costa County is issuing letters to the current property owners with specific instructions on how to obtain a refund. Property owners may be eligible to claim a refund for up to $3,895, and the County will work with both current and former owners in cases where the property changed hands.

"The County's protocols for reviewing special collections such as this one worked as they should," said Supervisor Andersen. "I'm pleased that once we discovered the error, we began working to make it right." The properties include two on Cross Road in Alamo, 57 in the Alamo Springs subdivision, and five in the Saranap area of Walnut Creek.

While current owners will be receiving letters directly, if you think you might be impacted, you can find out more by clicking here. The parcel tax was levied as part of a County Service Area formed to provide extended police protection services in areas served by County Sheriff patrols.
Moraga Orinda Fire Department

Veteran's Office Dedicates
New Memorial Flagpole
On September 30, the Contra Costa County Veteran's office held a ceremony dedicating the newly constructed flagpole.  The flagpole, as well as the commemorative gardens surrounding the pole, serve as a living memorial to those who have served in the military, and to remind us of the lives that have been lost fighting for our Country.

Dale Cook, a WWII Purple Heart Veteran and Iwo Jima survivor, shared some of his memories with the crowd and helped to raise the flags at the event.  To learn more about the Veteran's Services Department  click here.

Ways to Give Back this Holiday Season
Vestia Holiday Toy Collection &
County Cares Holiday Food Fight
The stresses and commitments of the holidays are often
overwhelming on family life. Volunteer work and holiday giving activities are a great opportunity for you and your children to enjoy the spirit of the holiday season together.

For those who are struggling to make ends meet, however, the holidays can be one of the more difficult times of the year. Buying gifts and extra food is not within their budget. And some families are worrying more about essential things, such as where they will sleep that night, or where they will get their next meal.

The Holiday Season is the perfect time to extend the great spirit of giving beyond our homes and giving together as families. There is no better way to teach generosity to our children than to donate or volunteer together. At the same time, we can make a real difference in our community.

If you would like to assist some families and individuals in need, here are a few simple ways you can help.

Holiday Helpers Warehouse is a wonderful way to support some of the neediest neighbors in Contra Costa County. The Holiday Helpers Warehouse has been a program of VESTIA (Volunteers and Emergency Services Team in Action) in Contra Costa County for the past  25 years. VESTIA anticipates serving over 450 families again this year through the Holiday Helpers Warehouse program.  VESTIA provides gifts of warm clothing, toys, bo oks and food to families in need throughout Contra Costa County, all through referral from county social workers.  Many of the families are in the process of starting their lives over from the recession, building new careers, and establishing financial stability and do not have additional resources to provide gifts and new clothing at the holidays.

The dates for the Holiday Helpers Warehouse 2015 are: Central County (to be held in Pleasant Hill) on December 14th & 15th from 8am to 3pm. West County (to be held in Richmond) on December 17th, from 9am to 3pm. If you, your company or organization would like to donate directly, or volunteer for a two-hour time to act as a "shopper" at the warehouse, please contact Alvaro Florez, Program Manager for HHW at aflorez@ehsd.cccounty.us with "HHW" in the subject line.   Donations to support the Holiday Helpers Warehouse include new toys, clothing, blankets, footballs, basketballs, books and gift cards.  The basic rule of thumb is if your child would want to have the item, another child in need would, too. While all donations are gratefully accepted, they especially need gifts for teens - including sports equipment and clothing, fashion items (watches, beauty kits, etc.), gift cards, and movie tickets.  I will have collection boxes in my Lafayette office (3338 Mt. Diablo Bl.) and Danville office (309 Diablo Road) through December 11th for your convenience.

Another way to help those less fortunate is to donate to the Food Bank of Contra Costa and Solano in the 2015 "County Cares Holiday Food Fight."  This year's theme is "Give Peas a Chance". This is the 12th anniversary of the challenge between Contra Costa and Solano counties. The Food Fight benefits the Food Bank in several ways.  This drive has raised over one million dollars in the past 11 years, and provides the Food Bank more than $120,000 each year to help families in need. But this drive is as important in the sense of community it brings. It is a significant act when people work together to make a difference in the lives of those in need.

Although canned goods are appreciated and accepted, the Food Bank asks County employees and their friends and families to donate money in order to assist the Food Bank ' s purchase of fresh produce, which now accounts for nearly half of the food distributed.  Also, because they buy in bulk, for every $1 donated the food bank is able to provide two meals to an individual.

Please join this Food Fight by mailing or dropping off a check made out to "The Food Bank of Contra Costa and Solano" at my office. Beginning November 23, you can donate online by clicking here. The link will be available for donations to the "Food Fight" from November 23 through December 31.  Be sure to note where appropriate that you are giving as a "friend of CC County employees" and indicate Board of Supervisors, District 2, Candace Andersen as the department designee.
Danville Old Oak Tree Lighting
District 2 Office Open House
Danville Area Chamber of Commerce and the Town of Danville present the Annual Lighting of the Old Oak Tree on Friday, November 27, 2015, from 5:15 p.m. to 8:30 p.m. on Diablo Road, Danville, a beautiful sight to see this holiday season!

Watch as Father Christmas and the Snow Angel sprinkle a little magic dust on the old oak tree and bring it to light. Board of Supervisors Veterans Day Ceremony on November 10
"Celebrate America's Freedom"
On June 4, 1926, Congress passed a resolution that the "recurring anniversary of November 11th should be commemorated with thanksgiving and prayer and exercises designed to perpetuate peace through good will and mutual understanding between nations.  As such, Contra Costa County will be hosting its annual Veterans Day Celebration on Tuesday, November 10, at 11:00 a.m. The ceremony will take place following the Board of Supervisors meeting at 651 Pine Street in Martinez.

The ceremony is for veterans, as well as family members and friends of veterans.  This year, the County is focusing on Vietnam War era veterans, as the country marks 50 years since the beginning of the conflict and 40 years since the end.  The keynote speaker, author and photographer Steve Burchik, will share memories of his tour of duty in Vietnam where, as an infantryman, he captured more than 4,000 photos of his surroundings during that difficult time.  A sampling of his photography is also on display in the lobby of the County Administration building.
Veterans Day Observances Around District II
Veterans Day is a day where all across America we honor the men and women who have served our country selflessly to protect the rights that our founding fathers bestowed upon us hundreds of years ago. Although we can never fully repay them for the sacrifices they have made to protect us as a nation, we do have many opportunities in the surrounding area, such as veteran's memorials and other ceremonies to support our brave troops. Here is a quick list of all the celebrations throughout District 2.

If you are living in the Danville/San Ramon Valley area you're in luck because they are hosting activities for multiple days
before Veterans Day even begins, and the best part is that it is all free of charge.  San Ramon Valley veterans will be honored at a special two day Open House at the Danville Veterans Memorial Building, 400 Hartz Avenue, on November 7 from 9:00 a.m. to 4:00 p.m. and November 8 from 10:00 a.m. to 3:00 p.m.  The public is invited to this "do-it-yourself museum" event, which will be held inside the main auditorium. The activity promises to be an engaging and educational experience for young and old.

"Women in the Military" is this year's theme which provides an opportunity to acknowledge women veterans for their service.  The highlight of the weekend will be a panel discussion by women veterans starting at 1:00 p.m. on Saturday with special emphasis on illustrating the many diverse ways women are serving our military throughout the world.  There will be live entertainment for the public with a musical performance by the Swinging' Blue Stars of the USS Hornet from 10:30 a.m. to 12:30 p.m. on Saturday.

Admission to the event is free. The entire community is encouraged to attend. Docents will be available to guide guests around the permanent museum displays.  For more information  click here.

On Veterans Day itself, November 11, with seating at 10:30 a.m. at the San Ramon Valley High School Center For The Performing Arts, 501 Danville Boulevard, Danville, there will be a remembrance  program open to all that begins at 11:00 a.m. consisting of music, videos, slide shows, and patriotic speeches.

Moraga is also having its Town ceremony on Veterans Day. The ceremony is scheduled for 9:00 a.m. until 10:00 a.m. at the Moraga Commons Park, open to all who wish to attend. Moraga Boy Scout Troops and local community members will be in attendance. If you have trouble finding a spot in the parking lot, you should be able to find plenty of street parking within quick walking distance.

Lieutenant Colonel Andrew J. Frankel will be the keynote speaker at Walnut Creek's Veterans Day Ceremony on Wednesday, Nov. 11 at the Lesher Center for the Arts. The ceremony begins at 11 a.m. There is no charge for admission Lieutenant Colonel Frankel was deployed in support of Operations Northern Watch, Enduring Freedom, and Iraqi Freedom. He drafted the Air Force Concept of Operations for the movement of captured detainees from the battlefields of Afghanistan and Iraq to the detention facility at Naval Air Station Guantanamo Bay, Cuba and subsequently led the first 36 of those missions. His awards and decorations include the Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal, Air Force Commendation Medal, Joint Services Achievement Medal, Air Force Achievement Medal with Three Oak Leaf Clusters and the Life Saving Medal from the City of Berkeley Police Department. Frankel continues to serve as the commander of the 349th Security Forces Squadron, 349th Air Mobility Wing, Air Force Reserve Command, at Travis Air Force Base. As the commander of this 89-member squadron, he ensures his personnel are trained, equipped and combat-ready in order to provide Air Base Defense capabilities in support of both short-notice deployments and theater Operations Plans. The Veterans Day ceremony will include a welcome from Walnut Creek Mayor Pro Tem Loella Haskew and a musical concert of patriotic songs by the Walnut Creek Concert Band under the direction of Harvey Benstein. For further information, contact Walnut Creek City Clerk Suzie Martinez, (925) 943-5819 or smartinez@walnut-creek.org.

With these many activities going on in the area we hope that you get out on this Veterans Day and support the people who have risked the most just to protect the people and the country they love.
Ellen's Guild - Supporting
Victims of
Domestic Violence for Over 30 Years
Ellen's Guild was founded in 1979 by Betty Broll, an ardent supporter of children's services. In 1996 the Guild officially adopted the name Ellen's Guild as tribute to the late Ellen Toby Fisher, who enthusiastically resurrected the Guild. Ellen's Guild meets monthly to increase awareness of child abuse prevention and treatment and to support the children and families of STAND!  through volunteer service and fundraising.  Some of their activities are as follows.

Every year they plan a Christmas party for the Kinship Program at the Antioch Center by providing food, serving at the party, monitoring a cookie decorating station, helping with organizing gifts for the children, talking to the children and parents, and just having a good time.  It is very rewarding to see the reaction of the children and parents, some of whom receive no other gifts at this time of year.

They are organizing and maintaining the "boutique" at the Emergency Shelter, where new clients can find clothing for themselves and their children, small household items, and personal hygiene items.  They have begun organizing the two garages that store furniture, household items, etc. for new clients moving into apartments at their Transitional Housing.

In past years, they have helped the Development Department to obtain food and auction items for the annual Oscar Night Party, which is held at the Brendan Theatre in Concord.  They help to provide holiday meals for STAND! clients for both Thanksgiving and Christmas, and  volunteer to help at STAND!'s other major fundraisers, such as the "Rebuilding Lives Luncheon."  The Guild also plans smaller fundraisers during the year.

They are a very friendly group and eagerly welcome newcomers.  They meet the second Tuesday of each month (except July and August) from 10 a.m. to 12:30 p.m. The meeting location varies among local cities.

Earthquake Preparedness
The several hundred recent earthquakes experienced in District 2 serve as a gentle reminder that we need to be prepared for a larger quake. The County has at least five active fault systems. The Hayward Fault, which passes through western Contra Costa County, causes the greatest concern. Scientists have estimated there is a 90 percent chance that a major earthquake will occur along the Hayward Fault within the next 30 years.

The damage caused by a major earthquake will severely restrict communications, transportation and utilities, and will isolate many areas of the County. Emergency service response personnel will likely be overwhelmed by calls for assistance. Do not call 9-1-1 unless you have a real emergency. The ability of individuals, families and neighbors to help themselves and each other cope during this time will be crucial to their recovery.

Preparedness activities that are undertaken now  will provide individuals and families with a greater sense of security and self-sufficiency when earthquakes or other disasters happen.

At the time of a disaster, shelter locations and other vital information will be announced over major radio stations. Remember to keep a portable radio and extra batteries stored in your emergency supplies kit so you will be able to obtain emergency information in the event of a power failure.

No matter where you are, know how to protect yourself and your family during an earthquake. Practice taking cover as if there were an earthquake and learn the safest places in your home or at work. You should practice getting out of your home, as well as your work place. Check to see if the planned exits are clear and if they can become blocked in an earthquake. You should also practice turning off your electricity, gas and water . Know how to turn off the gas, but do not practice this step. In the event of an earthquake, once you turn off your gas, only your utility company should turn it back on for safety reasons.

Stocking up now on emergency supplies can add to your safety and comfort during and after an earthquake. Store enough supplies for at least 72 hours.  To learn more about how to be prepared for the next big earthquake  click here .

Flood Preparedness Week in California - Prepare Your Home and Business
for Flood Risks
California Flood Preparedness Week 2015 is a statewide effort to increase public awareness of flood risk and flood protection and improve public safety for all Californians. With the theme of "Be Aware, Be Prepared, and Take Action!" communities across California, including those in Contra Costa County, are using this opportunity to alert residents and business of flood risks and provide them with information on preparing for heavy rains and/or flooding.

With this year's El Niño influenced winter prediction, it is especially imperative that each person take time to prepare, educate themselves, and collect emergency supplies. For information regarding flood preparedness, visit the County's web page by clicking here

Each property owner is encouraged to inspect and clean out drainage systems and creeks on their property now, prior to the heavy rains. As in the past, various communities have locations where sandbags can be obtained to help protect homes and businesses from localized flooding.  Localized heavy rains can happen unexpectedly, so paying attention to the weather and utilizing forecasting resources is important. Information regarding local flooding potential can be accessed on the County's web page by clicking here

The Contra Costa County Flood Control and Water Conservation District monitors 29 rain gauges and seven flow elevation gauges to provide information, as well as assist in flood forecasting, in conjunction with National Weather Service information.

Tri-Valley Heroes Award Ceremony

Arlie Smith was honored as the Tri-Valley Hero "Role Model" at the 2015 Tri-Valley Heroes Award Presentation in Pleasanton.

Recipients of the 2015 Tri-Valley Heroes awards were honored at the DoubleTree by Hilton hotel on Monday, October 19.  Now in its fourth year, the program sponsored by the Pleasanton Weekly and its sister publication, Danville/San Ramon Express, seeks to honor community members and organizations whose dedication to bettering our communities and the lives of local residents, help to make the Tri-Valley a wonderful place to live and work.

There are eight categories; pictured with Supervisor Andersen is Arlie Smith of San Ramon, accepting his award for "Role Model", for displaying common sense, compassion and wisdom while teaching, coaching and mentoring others with a vision for people to strive to be the best they can be.  Smith, a well-known greeter at Costco in Danville who has multiple sclerosis and terminal bone cancer, has raised over $50,000 for UCSF Benioff Children's Hospital Oakland. Smith was surprised last year when Costco customers presented him with a paid vacation. Instead of taking the gift, he asked people to donate to Children's Miracle Network Hospitals, including UCSF Benioff.

The award winners for each respective category, were William Doerlich of San Ramon for the "Community Spirit" award; Joshua Burger of Pleasanton for the "Courage" award; the City of Pleasanton 2013-14 and 2014-15 Youth Commission received the "Environmental Stewardship" award; Dublin San Ramon Services District - Dan and Rosalie Gallagher of Dublin, for the "Innovation" award; Christina Adams of Danville received the "Rising Star" award; and Tony Macchiano of Pleasanton received the "Lifetime Achievement" Award.   To learn more about the Tri-Valley Heroes  click here.
Moraga Rotary Collects Funds to
 Assist Wildfire Victims
Cliff Dochterman, former President of Rotary International, and Roger Gregory, President of Rotary Club of Moraga, man the collection booth at Moraga Farmers Market.

Last month, several Moraga Rotarians hosted booths at the Moraga Shopping Center and the Moraga Farmers Market to receive donations for relief of needy wildfire victims.   Collected funds will be sent to Rotary Clubs in Lake, Amador, and Calaveras Counties which are coordinating the Rotary response to local disaster relief.  100% of the collected funds will be applied directly to needy victims.

In the two day effort, over $1,500 was collected, and an additional check for $1000 was mailed in from a generous Moraga couple who visited the booth at the Farmer's Market.  As a result of these collection efforts, plus donations by Rotary Club of Moraga and individual Rotarians, about $5,000 has been sent to the local Rotary Club committees assisting fire victims.

Special thanks go to Roger Gregory, Frank May, Cliff Dochterman, Debbie Roessler, Evie Michon, Lad Lynch, and Kevin Reneau for their volunteer hours in collecting donations!
