Dear Friends,

We are mid-way through the 2016 Legislative Session and the Florida House continue to hear, debate, and vote on important policy issues. Here is a snapshot of some legislation that has moved forward.
It is truly an honor and a privilege to serve our district in Tallahassee. Please feel free to contact me should you have any questions or concerns regarding legislative issues.

2016 Session Update

Sea Turtle Amendment

HB 7013- which includes my amendment to protect sea turtles, unanimously passed the House!
Communities like ours with sea turtles populations have bee working to support efforts to protect this precious species. The Florida Fish and Wild Life Conservation officers are doing their job too by collecting evidence and making appropriate arrests when turtles are being harmed. This amendment clarifies that "possession" of a turtle or its parts is not allowed.

House Committee Advances Legislation Creating Dedicated Funding Source for Everglades Restoration

The House Agriculture & Natural Resources Appropriations Subcommittee passed House Bill 989 by Representatives Gayle Harrell and Matt Caldwell to create the Legacy Florida initiative, which establishes a dedicated funding source for Everglades restoration. Should this legislation become law, it is expected that up to $200 million annually will be directed to restoration efforts.

I co-sponsored this important bill because I believe it will help us protect the health and beauty of the River of Grass, which is one of the most critical natural resources we have in Florida.

Kidcare for Legal Immigrants
Passes All Committees

I am proud to co-sponsor this significant piece of legislation. In an effort to help families that have legally immigrated to Florida, the House has unanimously passed House Bill 89 throug hall three of its comittees. I believe this is an important step in acknowledging families that have gone through the proper immigration channels to live in this country legally. If these children and their parents have followed our laws, they should be able to access the same services any other Florida family can.

The bill eliminates a five-year waiting period for children of legal immigrants to be eligible for the state's Kidcare health insurance program. Kidcare is a federally subsidized program that serves uninsured children from low- and moderate-income families. If enacted into law, these children would be immediately eligible for health care coverage through Kidcare, which includes the Medicaid, Children's Medical Services and Florida Healthy Kids programs. Eligibility is not being extended to undocumented immigrants. Similar legislation has been adopted in nearly 30 other states, including Texas, Ohio, Virginia, and Nebraska. I look forward to supporting this compassionate bill as it makes its way through the legislative process this session.

        Welcome to the Florida House!
          House Page-Emilia Havlicek

I was delighted to have had Emilia serving as our House Page for a week during this Session. She is a student at Basilica School of Saint Mary Star of the Sea in Key West. Emilia learned first hand the inner workings of state government and gained insight into how it all affects our communities. She in an impressive young lady and she did a fantastic job!
