40 Years and Hit the Hill 2016!
Join Us April 5th to 8th!

Jan / Feb 2016

A message from your NCISS President
Join us for Hit the Hill!
Dear Members and Colleagues:

Greetings:

In my last letter to the NCISS membership in November 2105, the world had just witnessed two attacks by terrorist. Since then more attacks on our freedom in the United States have taken place in the form of "Active Shooters".
This is quite disturbing and more needs to done on the done to assist our clients with their development of their own Active Shooter programs. NCISS recognizes the need to assist in this area, not only are we advocating line item appropriations to help fund private industry put a boots on the ground Active Shooter program.

I have been asked to join a select group of individuals made up from leading security/private investigator organizations, government and others to begin the tenuous process of developing standards and guidelines.

This is done in conjunction with ASIS International (ASIS) and the National Fire Prevention Association (NFPA). I will keep you updated as this process is developing.

We now have a little over two months to complete the registration process, book your rooms and make your Senator and Representative appointments for the 40th Annual Hit the Hill and Conference. You can download the registration form here - https://nciss.memberclicks.net/assets/NCISS%20HTH%202016%20Registration%20Form.pdf

This year the host hotel will be the:
Embassy Suites Baltimore Inner Harbor & Grand Historic Venue
222 St. Paul Place
Baltimore MD, 21202
(410) 727-2222

Advocacy Hub
NCISS continues to show leadership and its commitment to State Association outreach with the release of the new Advocacy Hub (AH). The AH is a wonderful tool for State Associations to monitor legislation effecting their state. The AH not only identifies certain pieces legislation, it can be helpful with call to action letters from your members to your Congressional and House Representatives.

The AH will continue to add more features as we learn more about the issues that have an impact on your business. The AH link can be found our website, via this short link http://goo.gl/QSCcgc

The NCISS leadership team looks forward to seeing all of you in DC.

James E. Huckabee

Check Out Your New NCISS Website!

In November it was announced that the new website was up!  The new site has a new feel, look and information to keep all members informed of the mission of NCISS and successes for which your support is both needed and appreciated.

Navigation is easy.  We have added a new Vendors & Sponsors page - please visit and contact them for how they can help you as a member of NCISS.  The member directory is listed with contact information, or you can move to the search page and specify the criteria you need to find a member to assist you.

The final steps are to have online membership applications, dues renewals and conference registrations all online and easier for members.  As this is being finalized, be sure and continue to make your dues and conference payments directly to Carol by email or fax.

If you have any questions, suggestions or problems with the website, please contact NCISS or your Regional Director.

Roy Bucklin has agreed to continue as our Technology Chair in maintaining the website.

Legislative Watch - Security & Investigations
NCISS State Legislation Awareness Monitoring (SLAM) update at

Lobbyit has set up NCISS's "state-level" tracking, continues to identify hundreds of bills in 30 active states.  The most important, by state, are below.  To view bills impacting private investigators, private patrol operators, or security guards in your state, go to www.NCISS.org to the Advocacy Hub (direct link http://goo.gl/QSCcgc) and then look for the State Legislation link (direct link http://goo.gl/RPcv0W).  You can search alphabetically by State. If your state is not listed, it means that either your state was either not in session or there were no bills introduced that met our search parameters. If you know of a bill in your state that we need to become aware, please contact your Regional Director.

To be both effective and current, NCISS and Lobbyit need suggestions for legislative and regulatory keywords to track activities at the state and federal levels.  Please contact your Regional Director to provide these keywords.

Recent state legislative activity includes the continued drone and GPS bills for regulation.  As with the federal level NCISS monitors, being involved in your state on these issues is important.  In addition, both Alaska and Mississippi have bills introduced to license private investigators.

Be sure and check your state for current legislation to monitor in support or oppose.  NCISS members are encouraged to contact their Regional Directors for suggested guidance and support.

Several dozen bills continue to be monitored by Lobbyit and NCISS.  Here are just 15 examples both Senate and House bills.  Visit http://conta.cc/1GkAPLn for the complete list and linked details.
