I hope that April was the start of a beautiful Spring season for you and your families and that the celebrations of Easter and Passover filled your homes with lots of love and laughter. The month of May is a busy one for the City Council and the Third District Office.
On May 4th, my newest colleague Daryl Supernaw was sworn into office as the 4th District Councilmember. I am looking forward to working with Councilman Supernaw as I know he and I share a commitment to maintaining our focus on fiscal responsibility and public safety.

On May 16th, our office will partner with Justin Rudd to host the "Long Beach Touch-a-Truck" event at the Granada Beach parking lot (at Granada and Ocean Blvd). The event will give residents, young and not-so-young, the opportunity to see massive trucks up close and meet with the truck operators. We will have several City trucks from the Public Works Department, LBPD and LBFD. Please come out and support us and take advantage of this free event. The event starts at 9:30 AM. The Long Beach Firefighters Association will be cooking up free hot dogs, while supplies last.
Thanks to all of those who came out to our Third District "Spring into Summer" BBQ on April 26th. The turnout was incredible, with over 1,000 residents gathered at Marine Stadium for an evening of community fellowship, music and dancing. It was a great way to celebrate the season. This was an event that I envisioned before I was elected to office and seeing it unfold in such a positive way was wonderful. Thank you for supporting this event.
This month and into the summer, we expect to continue citywide discussions on the Belmont Pool design, Medical Marijuana, the feasibility study of a possible International Terminal at LB Airport and the progress of the SEADIP process. I hope you will participate in some of these discussions and let your opinions, ideas and solutions be known.
Finally, I want to wish every hard working, incredibly amazing mother out there a very happy Mother's Day. Being a mother is the most rewarding, yet demanding jobs. Sometimes it's hard to appreciate the wonderful things that moms do. I know that for me, it was not until I was about 30 years old when I realized what an impact my own mother has had on me. She raised me as a single mom, and sacrificed so much to make sure I had opportunities to thrive. My mother continues to be a source of strength and inspiration for me. She has taught me that being a mom is a labor of love and for all of you who join me each and every day in the process of packing lunches, driving kids to and from, working on homework, listening to the drama of the day, and doing everything you can to make sure these wonderful lives thrive and succeed - bless you. I am lucky to have 4 working moms on my Third District Staff. They are amazing and they GET IT DONE!
I hope that the next few days are filled with words of appreciation to you from your kids as well. Thank you for all that you do to shape these young Third District residents' lives.

THIRD DISTRICT MONTHLY MEETING

I will be taking reservations for lunch (Grilled Chicken Caesar Wrap with french fries and fresh fruit) at a cost of $17, cash only please, at the door. REVIEW OF SPRING INTO SUMMER EVENT
As a way to give back to her 3rd District residents, Councilwoman Suzie Price hosted the 1st Annual
Spring into Summer 2015 BBQ and Concert on Sunday, April 26th. The event was held at Marine Stadium Park. The atmosphere was electric and the turn-out exceeded our expectations!
Local Station 14 Firefighters estimated the crowd at approximately 1000. By the gracious food donations from Naples Rib Company, Smart & Final and the Long Beach Firefighters Association who grilled a combination of 600 hamburgers and hot dogs, we were able to feed a hungry crowd.
Besides a Southwest salad and bbq beans, cookies, brownies and a "candy bar" were enjoyed. The Port of Long Beach donated water for the event, and 15+ gallons of tasty lemonade were provided by local 3rd District residents Patty and Hap Wood. A moon bounce house entertained the kids as well as a "Did You Sprout This Spring?" photo opportunity board.
The highlight of the evening was amazing performances by the LA based band, The Dustbowl Revival, and local Long Beach band, Sawtooth, who captivated and entertained the crowd.
A special appearance from Mayor Garcia was an added treat for attendees, and Councilwoman Price also used this event to introduce the various 3rd District Commissioners, and thanked them for their dedicated service to the community.
Numerous information tables were available for guests to peruse and Piccolo Flowers held two amazing opportunity drawing give-a-ways to the delight of the participants. All in all, this was a positive community gathering and Councilwoman Price looks forward to introducing summer to our residents for years to come!

| LONG BEACH TOUCH-A-TRUCK EVENT Councilwoman Suzie Price is partnering with Justin Rudd's Community Action Team to bring the 1st Annual Long Beach Touch-A-Truck Event to the Granada Beach parking lot on Saturday, May 16th, 9:30 AM - 12:30 PM. Touch-A-Truck is a free, family event that offers children a hands-on opportunity to explore working trucks of all types and to meet the people who protect and serve the community. The Long Beach Firefighters Association will prepare hot dogs, while supplies last. "I am proud to showcase the vehicles that are used by our City's heroic men and women," Councilwoman Price said in a statement. "This is an exclusive opportunity to explore a variety of unique City vehicles and meet the individuals who protect and serve our great City." Link to Flyer

WALKING BEAT ON 2nd STREET
Did you know that we have LBPD officers assigned to the walking beat on 2nd Street? Officer Nicholas Kent and Officer John Garry are working hard to keep 2nd Street safe. Their primary function is to provide a safe environment for the residents, businesses and visiting patrons by maintaining a visual law enforcement presence on 2nd Street and the surrounding neighborhoods. They utilize both the standard black & white police vehicle and bicycles to patrol the area.
The Officers are scheduled to work during the evening hours on Thursday, Friday and Saturday nights. Their presence allows for a reduced response time for nuisance problems such as public urination, public consumption of alcohol, disorderly conduct/fights, aggressive panhandling, pedestrian violations and homeless issues. On those evenings, Officer Kent and Officer Garry work from 5 PM to 3 AM.
Realizing that some of these issues begin to occur earlier in the day, Officer Kent and Officer Garry work 9 AM to 7 PM on Wednesdays...

| THE NEW SMART METERS HAVE BEEN INSTALLED IN BELMONT SHORE These new smart meters accept both coins, credit (Visa, Mastercard, Discover), and debit cards. In addition to accepting multiple forms of payment, these new meters on Second Street (the back lots will remain coin only for now) will bring great features for residents and visitors to Belmont Shore, including:
- First Five Free: The City is kicking off the First Five Free program, which provides 5 minutes of free parking for those quick errands. Simply push the green button on a smart meter that has no remaining time to receive the five minutes.
- Pre-payment: Smart meters on Second Street will accept payment up to two hours in advance of the start of enforcement time (10 AM in Belmont Shore). For example, if you pre-pay 2 hours of meter time between 8:01 am to 9:59 am, the smart meter will hold the value, and begin crediting the meter at enforcement at 10 am. That means you don't have to come back until 12 PM!  - Staying Longer? The city heard your input about keeping the current enforcement policy as it relates to paying for parking beyond two hours. There will be no change in the City's enforcement practices as the City studies how often people are paying to stay beyond two hours. Cash keys will not work on the new smart meters.

| YOUTH PARTICIPATORY BUDGETING
On April 23rd, we launched a groundbreaking participatory budgeting (PB) process in which young people will directly decide how to spend a portion of City funds. Students from Third District middle schools and high school were selected to play a key role in the youth empowerment experiment. From April to June 2015,
the Youth Committee will oversee the PB process, along with Third District staff and the Participatory Budgeting Project partner.
Participatory Budgeting is an innovative, democratic process that gives the community the opportunity to help decide how to spend a portion of a public budget. While it is relatively new in the United States, the White House has already recognized PB as a best practice of civic engagement. This exciting process gives our youth real power over real money and serves as a model for cities around the country.

| SUMMARY ON SMALL BUSINESS WORKSHOP The first 3rd District Small Business Workshop was held at the Gaslamp Restaurant! Councilwoman Price welcomed renowned author Olga Mizrahi, who talked about the importance of online reviews. The workshop included teaching tools to improve visibility, responding to good a bad reviews and growing revenue without increasing costs. Each attendee received a free copy of Olga's book titled "Sell Local, Think Global." Stay tuned for details on the next small business workshop!

| SMALL BUSINESS INCENTIVE PROGRAM In February, the City Council voted to approve a pilot program that was initiated by Councilwoman Price to assist small businesses. The Small Business Incentive Program includes initiatives to encourage business recruitment, retention, and growth in the City of Long Beach. The incentives include supporting the relocation or expansion of a small business, supporting the development or relocation of a manufacturing business, supporting the creation of new jobs, and assisting small businesses during renovation or construction. It is estimated that the costs of implementing the program will be under $200,000 annually.

| BELMONT HEIGHTS MAKE A DIFFERENCE DAY 2016 IS LOOKING FOR CAUSES TO SUPPORT In February three organizations in Belmont Heights (Temple Israel, the Belmont Heights United Methodist Church, and the Belmont Heights Community Association) organizing a Day of Mitzvah (A Day of Service) where groups from the community came together to assist other individuals or groups that needed help. They made sandwiches for the hungry, sorted clothes for the Women Shelter, built & installed plant beds at Jefferson School, cleaned-up Bixby Park, and many more community projects. The next Make a Difference Day is set for Sunday, March 6, 2016. They are looking for not only volunteers, but also programs to support. WITH THE DROUGHT... DO WE STILL RINSE OUT OUR RECYCLABLES?
The main reasons for rinsing out recyclables are.....
- to minimize contamination in the recycling
- to prevent odor issues in home recycling bins.
Moisture, oil or food material can contaminate paper and cardboard, which can cause problems for the recycling process. Additionally, leftover food and beverage can drip into the bottom of the cart and lead to odors or unsanitary conditions.
That said, we still want you to recycle all of your recyclable materials in your purple cart. So, here are some tips for conserving water while making sure your recyclables and purple carts stay clean:
- Pour or scrape out any leftover beverage/food out of your recyclables, either down the drain or into your kitchen trash.
- Put caps and lids back onto bottles, jugs, tubs and cartons, when applicable, to prevent drip-page onto paper or into your cart.
- Let recyclables without caps/lids (such as metal cans and plastic cups) dry out before placing them into your cart.
- Once recyclables are capped and/or dry, place directly into your recycling cart.
The bottom line is that when using these tips, it is not necessary to rinse out recyclables before they are placed in your purple cart. Please feel free to contact Environmental Services Bureau at www.longbeach-recycles.org if you would like more information about recycling in Long Beach.

RECLAIMED WATER vs. POTABLE WATER...
What are the rules for watering your lawn?
T
he City of Long Beach follows strict guidelines for POTABLE WATER (also known as drinking water) used for irrigating landscaping. Watering your lawn or filling your pool means that you are using potable water. The other source of water for irrigating landscaping is RECLAIMED WATER (also known as recycled water). Reclaimed water is former
wastewater
(sewage) that is treated at local plants operated by the Long Beach Water Department to remove solids and impurities, and used in
sustainable landscaping
irrigation
, to recharge
ground water
aquifers
, to meet commercial and industrial water needs, and for drinking. The purpose of these processes is
sustainability
and
water conservation
, rather than discharging the treated water to surface waters such as rivers and oceans.
The following restrictions should be followed when irrigating landscape with POTABLE WATER:
- Do not irrigate landscape from 9:00 AM - 4:00 PM.
- Do not irrigate landscape in a manner that results in runoff.
- Do not irrigate landscape with excessive over-spray, misting or over pressurization which results in unreasonable waste of potable water.
- Watering days are redistricted to Monday, Thursday and Saturday.
The only restriction on RECLAIMED WATER use is if the landscape becomes saturated or if irrigation water flow off the landscape on to the sidewalk or streets. This situation would need to be reported to the Long Beach Water Department.
In the Third District, reclaimed water is used at Marina Vista Park, Rogers Mini Park, Alamitos Heights Park, 6th and Monrovia, Bluff Park and the Colorado Lagoon. Long Beach Parks, Recreation and Marine Department follows the same protocol for watering with reclaimed water as the Water Department follows with potable water. Park, Recreation and Marine further restricts watering to only two days per week. The City of Long Beach parks are watered overnight on Sunday and Thursday nights from 10:30 PM to 7:00 AM.
The L.A. Times this week featured Long Beach watering  Marina Vista Park in the middle of the day. The Parks, Recreation and Marine Department had a mainline break at Marina Vista Park. In order to locate the break, the water needed to be turned on during the day. When the break was found, the water was turned off. This week, the sprinklers will be adjusted to make sure that water is contained to being sprayed on the grass.
