Gold Shovel Sites Program

Momentum West, in partnership with Wisconsin Economic Development Corporation, launched a new program - Gold Shovel Sites. This program will allow for an alternative designation to WEDC's Certified Sites Program that is scaled down but still provides site selectors and corporate real estate brokers a level of assurance that the site is suitable for development.  

 

The Gold Shovel Sites program is not meant to replace or compete with the State of Wisconsin's Certified Sites program but to act as a scaled down version for smaller sites or sites that are not able to meet the State's criteria.  The Gold Shovel Sites Program differentiates itself from the State of Wisconsin Certified Sites program in a number of key ways, such as:

  • No site minimum or maximum size
  • No underlying site criteria (geographic location, proximity or density requirements)
  • Emphasis on disclosure or knowledge of site capacities rather than minimum standards
  • Verification by municipalities engineering/consulting firm
  • Significantly lower cost of data assembly and program fee

 

Gold Shovel Sites is designed to be cost effective and to capture the basic site information that one would need when contemplating developing a site.  It is envisioned that some sites could eventually become certified under the State's Certified Sites Program.

 

Gold Shovel Sites is designed for both public and private sites by identifying the basic information that a property owner should have readily available when marketing a site.  Through this process the property owner can utilize an existing relationship with an engineering/consulting firm or select one of its choosing to perform the work while providing a cost effective but independent verification method.  This approach also provides some assurance that site preparation and future development will take into account the program's criteria.

 

In partnership with the West Central Wisconsin Regional Planning Commission and the county and city economic development corporations in the Momentum West Region, we will: 1) verify that the required information has been submitted but will not be verifying the information for accuracy, 2) insert the information into a standard template and, 3) upload the supplied information to the LocateinWisconsin property database system.  Finally, those sites that go through the process will be highlighted on the soon to be launched new Momentum West website, included in the Momentum West marketing collateral used at tradeshows and when meeting with site selectors, disseminated upon approval to our database of site selectors, and working with WEDC it is envisioned that these sites would also be highlighted via the State website.

 

It is the program's goals to increase the quality of site documentation, the overall number of sites that are closer to development ready, and to continue to market the Momentum West region to prospective businesses both for business expansion/retention and for attraction projects. Momentum West is committed to effectively marketing sites certified through the Gold Shovel Sites program and provide communities in the region another outlet to market available properties. 

 

Other Priorities

We continue to work with the Northwest Wisconsin Engineering Consortium on the need for additional engineering programs in the region. A follow-up meeting was held at UW Stout with a member of the board of regents not present for the December presentation. This is a vital part of addressing the workforce issue and we are thrilled to be a part of this effort as well as other initiatives targeting these challenges. It is our plan to look for ways that we can take a lead in gathering the parties working to resolve these issues into an efficient collaborative effort and as a group maximize our resources and outcome.

 

Board Member Changes

Vicki Hoehn, VP of Community Engagement for RCU, and Mark Mitchell, head of project development for Derrick Construction, are joining the Momentum West board, along with Bryan Symes from Ruder Ware. We are pleased to have them as part of our team and welcome them. Bruce Barker, President of CVTC has joined the Momentum West Executive Committee as Secretary/Treasurer. Thanks Bruce for your expanded role with Momentum West.

 

The board is losing three members, Randi Osberg from Ruder Ware, Scott Rasmussen from Durand Builders and Pete Marsnik from Northland Buildings. Thank you gentleman for your service to the board.

 

 

Momentum West Annual Meeting

The date and location has been set for the annual meeting. We will be meeting at 29 Pines, just north of Eau Claire on Hwy 29, on March 11th. Registration will begin at 11:30, with lunch and presentations to start at noon. Sponsorship opportunities are available, and we hope to see many of you there. Details on the program will follow in the next few weeks.

 

Other News

We'll be attending the St Croix Valley and Chippewa Valley Rally's in January and February in Madison (additional details available in the upcoming events section), as well as the Governor's conference on economic development.

 

In the foreign trade arena, we are looking at options to form or revitalize a regional international trade association. We believe we can effectively educate and connect those in a position to capitalize on foreign trade with the resources and support structure that exists to further regional trade overseas. We'll keep you posted as we move forward.

Committee Updates

 

The Tradeshow Committee-

The committee is wrapping up details on the first two trips of the year. Charlie Walker, Executive Director of the Chippewa County EDC, and Steve Jahn will be heading to San Juan for the Site Selectors Guild annual conference. They will be working alongside the WEDC, but on regional promotion specific to our area. The second trip will be to the Hannover Messe show in April, the world's leading tradeshow for industrial technology.

 

The Site Certification Committee-

They are currently addressing the remaining marketing questions and working with Matchey Marketing on an outreach plan, both to introduce the program and long-term. Sector forums are also under consideration. The goal would be to gather leaders in industry sectors, such as food production, to find common issues and to be a regional advocate for these specific clusters. We have an opportunity to create awareness and solutions on a regional level for issues within these sectors that are bigger than on an individual company level, solve or bring forward those that are unique to this cluster.

 

Talent Attraction Committee-

The committee is involved in the early stages of a STEM Collaborative along with area industry, CESA and the educational system including K-12, the technical college system and the university system. As indicated earlier, we continue to work with the NWEC on the addition of engineering degree programs at the three area universities.

 

Marketing-

The Website Development team is in the process of identifying what remains to be gathered for the completion of the website. All EDC and education partners, investors, chambers of commerce and others will be represented on the panels of the site. We will be reaching out for information and assistance if needed. This site needs to be a comprehensive, evolving representation of the region, so input is welcome now and after the launch.

           

The second of our quarterly forums took place on January 9th in Baldwin. Over 40 folks attended an informative and entertaining presentation by Toby Madden of the Federal Reserve. We'll announce the next forum soon.

           

Fundraising-

Please consider an investment in Momentum West. The impact we can make in the region goes beyond the items mentioned in this and the previous newsletters, but without investments from businesses and industries within the area we are limited to what impact we can make. An investment in Momentum West is an investment in the overall economy of our region, whether it be time or financially, and we appreciate your support.

 

Volunteer Spotlight

 With the launch of the Gold Shovel Sites program, I'd like to recognize Andy Albarado, executive director of the Rusk County EDC, and Seth Hudson, regional account manager for the WEDC for their work on this project. Both these gentlemen, along with their team of volunteers, were the driving force in getting the program built from conception to launch. It is our hope that this will indeed promote the certified sites and we'll see shovels in the ground because of it. Thanks to Andy and Seth and the committee: Mark Mitchell, Dave Wierzba, Steve Healy, Bill Rubin and Lynn Nelson.

$500,000 State Grant Will Help Expand Food Co-op in Menomonie

 

Project expected to be a catalyst to city's downtown redevelopment plans

 

MADISON, WI. Jan 14, 2015 - The Wisconsin Economic Development Corporation (WEDC) has awarded a $500,000 grant to the City of Menomonie to help expand a downtown food market-a project expected to create new jobs and play a key role in the redevelopment of downtown.

 

The Community Development Investment Grant will fill the remaining gap in the $3.9 million expansion and relocation project that will more than quadruple the retail space at the Menomonie Market Food Co-op. The project will create 25 new jobs at the city's only downtown grocery store.

 

"A strong downtown is vital to the overall economic health of a community, and the Community Development Investment Grant Program is helping communities all over the state revitalize their business districts," said Lt. Governor Rebecca Kleefisch, who announced the grant at the Dunn County Economic Development Corporation's annual banquet. "Not only will this grant directly benefit those who live and work in the area, but a vibrant downtown will help other Dunn County businesses recruit and retain quality employees."

 

"The City of Menomonie is pleased to have the support of the WEDC grant for the Menomonie Market Food Co-op and Farmer's Market projects," said Mayor Randy Knaack. "The impact this will have on our community is great by supporting a community need, creating jobs and improving our tax base. This improvement will initiate an economic development reaction that will affect multiple businesses within the area in a positive way, continuing the positive growth in our community."

 

Crystal Halvorson, general manager of the Menomonie Market Food Co-op, added: "We are thrilled to learn that the City of Menomonie has been awarded this grant. For Menomonie Market, it means we can build the grocery store that our owners need, and be ready to do even more work to meet our goals of a thriving, healthy community as soon as we are open. Restoring the farmer's market to our downtown and building a permanent structure that can accommodate all sorts of functions is a great way for the city to invest in our community."

 

WEDC's Community Development Investment Grant Program supports community development and redevelopment efforts-primarily in downtown areas-throughout the state. Since its inception in 2013, the program has provided more than $5.8 million in grants to 39 communities.

 

The City of Menomonie is one of seven communities awarded a grant out of 32 applications received from throughout the state in this round of funding. Communities were selected based on the ability to demonstrate the economic impact of the proposed project, including public and private partnership development, financial need, and use of sustainable downtown development practices.

 

WEDC will hold two additional competitions for funding this year with application deadlines of Jan. 30 and April 17.

 

"Since its inception, WEDC's Community Development Investment Grant Program has provided $6.7 million in funding to 38 communities in every part of the state," said Reed Hall, secretary and CEO of WEDC, the state's lead economic development agency. "We are pleased to assist Menomonie with a project that will pay dividends for the entire community."

 

Menomonie Market Food Co-op, which was established in 1973, has outgrown its current location and was having difficulty finding the space it needed to grow downtown. The state grant, along with $386,000 in funding provided by the city, will enable the co-op to demolish a building that is owned by Dunn County. A new 13,000-square-foot building will include a community classroom, expanded product lines, and a largely expanded deli serving breakfast, lunch and dinner. There will be more space for produce and meat, which will provide more opportunities for local food vendors to sell their product.

 

As part of the project, Menomonie Farmers Market, which had been located nine blocks east of downtown, will be relocated to a permanent plaza near the co-op and an underused city park.

 

The expanded Menomonie Market will be key to the redevelopment and continued economic development plan for downtown Menomonie and the surrounding area. The enhancements have already helped to initiate other developments, such as a $6 million mixed-use development, a $3 million drug store and a $2 million dental office complex. City and state officials say those developments will not only increase the tax base, but will make downtown more attractive to additional development.
