Nutz & Boltz of IDAs

Join us for our "Nutz & Boltz of IDAs" workshop on October 30, 2013.  Anyone interested in, or simply thinking about developing an Individual Development Account program will find this training informative, practical, and fun.   This training is also useful for organizations that currently have an IDA program, but have a new hire with little or no IDA knowledge. The workshop agenda will include: IDAs as a strategy for asset building: why and how do IDAs work; the building blocks of program design; assessing your community's needs: defining your target population; IDA program management; and integration of IDAs into other agency programs. A BAFF Success Story

A Building Assets for Fathers and Families (BAFF) participant entered the program with the promise that upon successful completion, his driver's license would be reinstated and his child support payments adjusted.  Previously, this father had been classified as a parent who was willing to pay his obligation to his child but due to unemployment was unable.  Because of the trust issues he had about the child support agency, he had ignored notices from child support about his arrears to the point of having his driving privileges suspended.  To make a long story short, he entered into the BAFF project primarily to avoid any other sanctions issued by Child Support.  As promised his license had been reinstated. When he learned that his license was reinstated he was elated.  He told his BAFF Financial Educator that at the moment he was waiting for the bus to go to a job interview.  Armed with his new financial acumen, he credited the BAFF project with the upturn in his financial future, a renewed commitment to his child support obligation and the wealth of his family.  His next goal?  He plans to open an Individual Development Account.

Revitalizing Ohio's Vacant Properties: Tools & Policies to Transform Communities Conference

This fall conference, co-hosted with Thriving Communities Institute, will welcome policy-makers, private-sector leaders, and community development practitioners from across the state to discuss solutions to the challenges that face our neighborhoods and communities. ODSA Awards

The Ohio Development Services Agency's (ODSA) Office of Community Development is seeking nominations for the 2013 Director's Awards for Excellence in Housing. Grant administrators and chief executive officers that manage Community Housing Improvement Program and Neighborhood Stabilization Program grants in communities that received funds from the Office of Community Development may submit nominations of successfully completed projects.

 

Eligible nominations must describe the significant impact on the overall community and how the project benefited its citizens, in particular, low- and moderate-income individuals and families. Nominations can be submitted on the Office of Community Development's Grantee Success Stories web page. September 15, 2013 is the deadline for submitting nominations. Selected nominees will be honored at a ceremony during the 2013 Housing Conference luncheon at Sawmill Creek Resort in Huron on Wednesday, November 20, 2013.

What's the recovery potential for your community?
Check out the recently updated Community Stabilization Index maps for several of the largest regions in the Federal Reserve Fourth District.  These maps and brief analysis examine housing trends at the zip code level and allow policy makers to track relative changes in housing market conditions through time.
Success Stories Wanted
The Office of Community Development is seeking success stories with before and after photos of projects completed using program funds administered by the state of Ohio. Eligible projects include those funded by Community Development Block Grant Program (CDBG); Community Housing Improvement Program (CHIP); HOME Investment Partnership (HOME); Emergency Solutions Grant (ESG); State Appalachian Development Program; Appalachian Regional Commission (ARC); and Ohio Housing Trust Fund (OHTF). The Office of Community Development will use the success stories to promote the accomplishments of non-entitlement grantees as well as inform state and Congressional legislators about the good things happening in their districts resulting from the use of these program funds. It also gives them an opportunity to recognize and congratulate grantees and their partners for making a difference in their communities. Funding Opportunities

OCCH Funding Opportunities

OCCH is making available $500,000 in 2013 new Funding for the Place-Based Strategies Fund that will assist their local partners in improving the neighborhoods and revitalizing the communities where their residents live. In addition, $750,000 is available this year for the Carol Mount Peterson Resident Development Fund to support initiatives designed to help residents reach their social, economic and educational potential. Application Guides and Forms for both the Carol Mount Peterson Resident Development Fund and the Place Based Strategies Fund are now available. Please contact Lisa Patt-McDaniel for questions concerning the Place Based Strategies Fund and Joe Pimmel for questions concerning the Resident Development Fund. Both of these programs are part of OCCH's new affiliate, Ohio Capital Impact Corporation (OCIC). OCCH has created the OCIC to administer all of its philanthropic activities. OCIC is being capitalized with over $5 million and funded through OCCH's retained earnings with support from several of OCCH's corporate investors.

USDA Must Use or Lose $14M in Section 504 Funds by September 30

With a few weeks remaining in FY13, USDA still has approximately $14 million available for Section 504 loans - more than half of the program's appropriation. Loan funds not obligated by September 30 will be lost. This program provides loans and grants to very-low-income homeowners to repair, improve or modernize their homes. All states will have access to the loan funds after Rural Development pools and redistributes the amounts not used in some states. Choice Neighborhoods

The HUD Choice Neighborhoods Implementation grant program has a closing date of September 10th, 2013.

Make A Difference Day of Service: Project Funding Available
ServeOhio, along with its corporate Stewards of Service Honda of America and AEP Ohio, announce the availability of grants to support community service projects organized for Make A Difference Day on October 26, 2013. Applications are due September 13, 2013. The mini-grants support projects that create or improve community assets or infrastructure, such as parks, schools, senior centers, community gardens or low-income homes through community volunteer engagement. Grant awards will range between $500 to $1,000.

State News

Neighborhood Infrastructure Assistance Program Legislation Introduced 

OCDCA, in partnership with the Greater Ohio Policy Center, Heritage OhioOhio Capital Corporation for Housing and Habitat for Humanity Ohio - recently saw the introduction of an innovative tax credit program to assist communities with physical and economic revitalization.

Sponsored by Senator Bill Beagle (R-Tipp City) and Representative Jim Butler (R-Oakwood), the companion bills of SB 149 and HB 219 would create a program that will provide tax credits to for-profit corporations that invest in place-based, catalytic community projects.

The  Neighborhood Infrastructure Assistance Program (NIAP) is intended to help leverage private dollars for community projects critical for the attractiveness and economic competitiveness of the state. If passed, the NIAP tax credits could be used for corporate and business donations to projects such as:

  • Renovating an historic theater
  • Redeveloping a central business district
  • Developing affordable housing
  • Building a community center
  • Microenterprise business development

CHDO Certification and Operating Grant

It is anticipated that the list of state certified Community Housing Development Organizations (CHDO) will be released on August 30th at www.ohiohome.org. It is also anticipated that the CHDO operating grant program application will be approved at the October OHFA Board meeting and distributed to CHDOs shortly thereafter.

HDGF Home Ownership

This funding round home ownership is an ineligible use for OHFA's Home Development Gap Financing (HDGF) program. If you develop home ownership properties and would like to see HDGF eligibility reinstated for ownership, please send a scanned letter of support to Nate Coffman addressed to OHFA explaining the need and demand for home ownership funding and development in your service area. OHFA Demolition Funding

OHFA has received approval from the U.S. Department of the Treasury to utilize up to $60 million of remaining Hardest Hit Funds to assist with stabilizing local property values through the demolition of vacant homes across the state. The new "Neighborhood Initiative Program" (NIP) will strategically target residential demolition in designated areas within the state by partnering with land banks established under Section 1724 of the Ohio Revised Code or an entity that has signed a cooperative agreement with the land bank. The program is expected to begin in early 2014 and conclude by December 2015.

Congress Fails to Advance HUD Funding Bill
It appears extremely unlikely that the FY14 Transportation, Housing and Urban Development, and Related Agencies (THUD) appropriations bill will be passed before FY13 ends on October 1, 2013. Congress will return September 9th. The House and Senate bills failed on July 31 and August 1, respectively. House leadership pulled its THUD bill (H.R. 2610) from the floor after determining it would not gain enough votes for final passage. Senate Republicans, who until then had been supportive of their chamber's THUD bill (S. 1243), voted down the Senate version of the bill. Without any agreement on a FY14 budget, it is strongly assumed that Congress will end up passing a continuing resolution to provide funding at FY13 post-sequestration levels in lieu of negotiating all of its FY14 appropriations bills. Please contact your Congresspeople and let them know how HUD and USDA programs positively impact their constituents and how the last few years of budget cuts and the sequestration have unnecessarily harmed their district.
HUD Publishes Final HOME Program Rule

Changes to the HOME Investment Partnerships Program (HOME) regulations were published in the Federal Register. One aspect of the rule mandates that any home ownership unit that is not sold within nine-months of the end of construction must convert to rental. Additionally of note are professional staff development experience requirements for CHDOs and the allowance of consultants and volunteers to demonstrate experience in the first year of a CHDO's existence. Obama Housing Platform

This month President Obama endorsed winding down Fannie Mae and Freddie Mac, stating "I believe that while our housing system must have a limited government role, private lending should be the backbone of the housing market, including community-based lenders who view their borrowers not as a number, but as a neighbor." President Obama called for preserving access "to safe and simple mortgage products like the 30-year, fixed-rate mortgage." Obama also called for strengthening the mortgage market for first-time buyers, promoting the recovery by rebuilding the nation's hardest hit areas, and supporting new affordable rental opportunities. Analyses are available of the president's remarks by NCRC and NLIHC.

Upward Economic Mobility Varies Strongly by Location

Economists from Harvard University and the University of California Berkeley's new study The Equality of Opportunity Project uncovers disparities among peoples' relative abilities to rise to a higher income bracket across the United States. This study is the first nationwide survey of upward economic mobility in the U.S. that contains enough data to enable comparisons between metropolitan areas. Nationwide, the areas with the least upward mobility are clustered in the Southeast and the industrial Midwest, while in general the Northeast, Great Plains, and West experience greater mobility. Increased income mobility is most likely to exist in areas where poor residents are well integrated into neighborhoods rather than being isolated in areas of concentrated poverty and where income inequality is minimal. The Equality of Opportunity Project contains additional project data available for download, a short summary of the project's findings, and a map depicting intergenerational income mobility by county on a national level.  Access "In Climbing Income Ladders, Location Matters," a discussion of the study results and interactive map from The New York Times, here.
