Congratulations to the Ohio Capital Corporation for Housing 

On May 22 the Ohio Capital Corporation for Housing (OCCH) hosted over 600 affordable housing professionals to honor outstanding projects and celebrate their 25th anniversary. Congratulations to OCCH for 25 years of excellence and making Ohio a better place for thousands upon thousands of low to moderate income Ohioans!

Commercial Vacant Properties
The Greater Ohio Policy Center released its latest publication, Redeveloping Commercial Vacant Properties in Legacy Cities: A Guidebook to Linking Property Reuse and Economic Revitalization, which is the first of its kind to offer a comprehensive set of tools and strategies for redeveloping commercial vacant properties and business districts in legacy cities. Designed as a "How To" manual for local leaders, the guidebook identifies practices and policies that leverage the link between available commercial properties and needed economic re-growth strategies in legacy cities. Greater Ohio Policy Center developed the guidebook in partnership with the German Marshall Fund of the United States and with support from the Center for Community Progress. While the tools, strategies, and policy recommendations within the guidebook are particularly relevant for legacy cities and their communities, they are also applicable to all cities and regions that seek to reuse commercial vacant properties with the purpose of enhancing community stability and economic development.
Home Insecurity

Policy Matters Ohio released foreclosure data revealing that despite a welcome 25 percent drop, Ohio foreclosure filings in 2013 were still 2.5 times the average rate in the 1990s, before predatory lending schemes and the foreclosure crisis. Housing insecurity continues to threaten Ohio families and create blight across the state. What will help? Renewing funds for foreclosure counseling to help keep Ohioans in their homes, and demolishing blighted and abandoned homes.

Housing Counseling Training

Chase and Neighbor Works America through the Neighbor Works Center for Homeownership Education and Counseling (NCHEC) are offering training for non-profit organizations to increase capacity and efficiencies of housing counseling providers. This course addresses the fundamental components to successfully delivering a well-designed financial program. Participates explore growing industry trends surrounding comprehensive financial capability programs, life style changes ongoing relationship building with consumers and outcome measurement. The course H0209 will come to Columbus June 17th,18th and 19th at no cost to your organization. The cost of the class is covered by Chase. Travel related expenses are not covered.  It is a three day commitment. Space is limited.

The Ohio Housing Finance Agency (OHFA) has released the results for the 2014 Competitive Housing Credit Round. The list of HTC Award recipients and the Competitive Results spreadsheet with scoring and a breakdown of awards by pool can be found here.

On June 25-28, development professionals from across the country will come to Columbus to learn best practices in community and economic development. Hosted by the Franklin County Board of Commissioners the 2014 National Community Development Association (NCDA) Annual Conference will take place in downtown Columbus at the Crowne Plaza Hotel, 33 East Nationwide Boulevard. Further, as a special thank you to fellow professionals in Ohio, NCDA is extending a special registration opportunity. OCCD members and Ohio NCDA members may register at $100 per day, including all activities for any and all days registered.  Otherwise, registration will be $350 for NCDA members and $450 for non-members.

 

Sessions will include a HUD update on CDBG, HOME, and homeless assistant policy and programs, best practices in working with new immigrants, implementation of the new National Housing Trust, regional caucus meetings and more. Included in the registration are terrific special events and programs, from an elegant opening reception on the west terrace at Franklin Park Conservatory, to lunch at a food truck rodeo and bus tour, and concluding on Friday night with hors d'oeuvres in a private art gallery in the Short North Arts District allowing guests to stroll the area on their own.

OSU Extension's Susan Colbert Wins OSU's Distinguished Staff Member Award

OCDCA would like to congratulate Susan Colbert of OSU Extension University District.  Susan was recently presented with Ohio State's Distinguished Staff Award for 2014 for her hard work revitalizing Weinland Park.  OSU presents this award to staff members who provide Ohio State and its surrounding communities with tremendous leadership, completed exceptional accomplishments while working at OSU, improved upon or sustained a quality work life that made a tremendous difference for his or her colleagues, improved upon or sustained excellent customer service, and developed and implemented solutions to serious problems afflicting OSU or its surrounding communities.  Congratulations Susan! 

We Wish You All the Best

OCDCA would like to wish executive directors Presley Gillespie of Youngstown Neighborhood Development Corporation and Eric Wobser of Ohio City Inc. all the best as they move on to new leadership posts. Presley will be taking over the helm at Neighborhood Allies in Pittsburgh and Eric will be taking the post of city manager in his hometown of Sandusky. We'll miss you both and offer you heartfelt congratulations! 

OCDCA AmeriCorps*VISTA Sophia Buggs Recognized by NACEDA for Iron Roots Urban Farm Efforts 

Isaac Block of the National Alliance of Community Economic Development Associations (NACEDA) recently wrote an article about solutions for food deserts, and chose to highlight Sophia Buggs and YNDC's Iron Roots Urban Farm. "The story of Sophia Buggs," he writes, "...provides a window into how small-scale urban farming might transform vulnerable neighborhoods and tap into entrepreneurial spirit nationwide." Arts Placemaking Grants

The National Endowment for the Arts (NEA) has placemaking grants for creative projects that contribute to the livability of communities and place the arts at their core. 

Farmers Market Promotion Program Grant

The USDA has announced its 2014 Famers market Promotion Program Grants.  Interested organizations should consider whether their famers' market program align with  the goals of the grant, which includeincreasing access and consumption of locally and regionally produced foods; the development of new market opportunities for farmers serving "local markets by developing, improving, expanding, and providing outreach;"  and to develop programs that offer training and technical assistance or assistance in the "development, improvement, and expansion of domestic farmers' markets, roadside stands, community-supported agriculture programs, agritourism activities, and other direct producer-to-consumer market opportunities."      

 
The grant can be found on Grants.gov using the CFDA number 10.168, and the current due date for applications is June 20, 2014.  The award floor and ceiling is $15,000 and $100,000, respectively. Giving USA 2014

With 50 years' worth of trend information, Giving USA provides a broad national picture of changes in funding patterns over time. It is an excellent source of data about charitable giving that estimates how much was given by four different types of donors - individuals, foundations, estates (bequests) and corporations - Giving USA also reports on estimated contributions for 10 different types of charities. These donations reflect the priorities and values of Americans who support not-for-profits. Be among the first to learn the results:

State News

Neighborhood Infrastructure Assistance Program Update 

The proposed Neighborhood Infrastructure Assistance Program (NIAP - SB 149/HB 219) would offer a tax credit to businesses and individuals that make monetary donations to catalytic community development projects. In adjusting to the dynamics of Governor Kasich's introduced Mid-Biennium Review (MBR), NIAP stakeholders worked with the Senate and Senator Bill Beagle (R-Tipp City) to amend the MBR (subHB483) with the NIAP but unfortunately the amendment did not progress. We'll continue to work with the legislature on the possibility of advancing the legislation later this year in lame-duck session. An Advocate's Guide to the State Budget

The Center for Community Solutions released the 4th edition of their budget primer, Financing Ohio's Future: Human Services in Changing Times , to guide advocates through the complex financing of health, education and human services in Ohio. Information is updated with the latest budget figures and policy changes in programs that receive state funding including Medicaid, K-12 education, higher education, mental health and addiction services, child welfare and adult corrections.

HDGF Home Ownership 

Home ownership is currently an ineligible use for the Ohio Housing Finance Agency's (OHFA) Housing Development Gap Financing (HDGF) program. Some members have expressed a need to access this resource for home ownership. OCDCA has expressed the need for a statewide affordable home ownership resource and will be working with OHFA over the coming months in the hope of eligibility and a resource in 2015.

House and Senate Advance FY 2015 Spending Bills

On May 21, the House Appropriations Committee approved its fiscal year (FY) 2015 spending bill for the Transportation, Housing, and Urban Development and Related Agencies (THUD) subcommittee. The legislation allocates $40.3 billion to HUD programs. Additionally, the House Appropriations Subcommittee on Agriculture passed its FY 2015 spending bill on May 20, with a total of $2.6 billion provided for rural development programs. The House THUD bill would:

  • Cut Home Investment Partnerships Program (HOME) funding levels to $700 million, down 30% from $1 billion in FY 2014. This would be the lowest funding level for the HOME Program since it was authorized. 
  • Fund Community Development Block Grants (CDBG) at $3 billion, a 1% decrease from the FY
    2014 enacted level of $3.03 billion. 
  • Fund the Choice Neighborhoods Initiative (CNI) at $25 million, 72.2% below FY 2014 enacted levels. The previous FY 2014 House bill, however, did not provide funding for CNI.

On May 22, the Senate Appropriations Committee unveiled its FY 2015 spending allocations, called the 302(b)s, for the twelve appropriations subcommittees. The Senate THUD 302(b) allocation is $54.44 billion,  approximately $2.4 billion more than was allocated by the House THUD subcommittee. The FY 2015 Senate THUD spending bill will be considered in subcommittee on June 5. 

The National Housing Trust, in partnership with Novogradac & Company LLP and with the support of the John D. and Catherine T. MacArthur Foundation, has developed a new, online, affordable housing preservation tool, PrezCat. This online preservation catalogue is accessible, flexible, searchable and expandable. PrezCat allows affordable housing preservation stakeholders to search affordable housing preservation policies and programs and identify data sources that are most relevant to their localized short and long term needs. 

CDFA is offering a two day webinar course on June 4-5, 2014.  The course will focus on the financial development process of maintaining a sustainable local food system and how investments in a local food system can power economic development.  The course will also dedicate a session exclusively focused on the assortment of federally funded programs that support local food systems.  The standard registration fee is $600 for members.  The following link contains more information about the WebCourse and registration information: CDFA Intro Food Systems Finance WebCourse. 

Affordable Care Act and Community Development

Housing Finance Reform 

The Senate Committee on Banking, Housing, and Urban Affairs approved housing finance reform legislation offered by Committee Chair Tim Johnson (D-SD) and Ranking Member Mike Crapo (R-ID) on May 15 by a vote of 13 to 9. The measure was incorporated as an amendment in the nature of a substitute to S. 1217, the Housing Finance Reform and Taxpayer Protection Act of 2013, authored by Senators Bob Corker (R-TN) and Mark Warner (D-VA). Without sufficient support it is now unlikely that the measure will further advance through the Senate in the 113th Congress. San Antonio Mayor Juli�n Castro to Lead H.U.D. 

President Obama has named Mayor Juli�n Castro of San Antonio as secretary of Housing and Urban Development as he reshuffles his cabinet.
