Below is an update with a collection of news items that are relevant to Community Development in Ohio and the Ohio CDC Association. 

OCDCA News

AmeriCorps*VISTA RFP and RFP TA Webinar

The Ohio CDC Association (OCDCA) welcomes members to submit an application to become a sub-site to the OCDCA VISTA Project for the 2014 - 2015 service year, beginning summer 2014. Funding for the OCDCA VISTA Project is provided by the Corporation for National and Community Service (CNCS) and the Ohio Development Services Agency (ODSA) through the Ohio Housing Trust Fund (OHTF). Limited slots are available; therefore this is a competitive process and some slots will be reserved for housing-only initiatives. Please note this will be your only opportunity in 2014 to apply for OCDCA VISTA support.

 

If your organization is interested in being considered as a sub-site to the OCDCA VISTA Project please complete the RFP and return it to Melissa Miller, VISTA Program Manager, at [email protected] before 5pm on Friday, February 20, 2014. For questions or technical assistance, please contact Melissa Miller at [email protected] or by phone at 614-461-6392 ext. 209.

State News

Neighborhood Infrastructure Assistance Program 

Progress is continuing this year on the Neighborhood Infrastructure Assistance Program (NIAP - SB 149/HB 219). In November and December, sponsor and proponent testimony was given by legislators and local and out-of-state industry practitioners during three hearings in both the Senate and House Ways and Means Committee. The testimonies significantly contributed to the momentum and energy around this proposed program. The proposed program would offer a tax credit to businesses that make monetary donations to catalytic community development projects. Governor's Office Releases Report and Interactive Map of Ohio Non-Profits 

The Governor's Office of Faith-Based Initiatives recently released a report, Mapping Ohio's Compassion, detailing Ohio's social service activities and financing of the state's nonprofit organizations (NPOs) and houses of worship (HOWs). Read the report and visit the website, complete with an interactive map of nonprofits in the state. 

CHDO Operating Grants 

It is anticipated that the CHDO operating grant recipient announcement will be made on January 31.

FY 2014 Federal Budget Enacted

On January 17, President Obama signed the $1.1 trillion FY 2014 Omnibus Spending Bill, funding all 12 federal agencies through September 30, 2014. Congress passed the bill last week by a large bipartisan majority. The THUD bill provides funding that represents a compromise between the funding levels of the House THUD Subcommittee passed bill (substantial cuts) and the Senate Appropriations Committee passed bill (baseline funding). It appears that appropriators attempted to restore HUD program funding to FY13 pre-sequester levels, though they were not able to achieve this for all programs. The Agriculture, Rural Development, Food and Drug Administration, and Related Agencies bill will provide an increase to Rural Development funding.

  

Click here for a chart of enacted versus proposed House/Senate/Administration HUD and USDA appropriations. Despite the deal, the amount of discretionary spending has substantially and steadily decreased since FY 2010.

The two chambers will return the week of January 27 and can start work on federal funding for FY 2015. The Administration is currently working on its FY 2015 budget request to Congress, which the President is expected to submit later in February. Also, expected to be resolved without a showdown is an extension of the federal government's borrowing authority (debt ceiling), which expires in the coming weeks.

Mel Watt Sworn-in as FHFA Director

Former Representative Mel Watt (D-NC) was sworn in as director of the Federal Housing Finance Agency (FHFA) on January 6. FHFA oversees Fannie Mae and Freddie Mac, two government-sponsored enterprises that backstop around half of all U.S. home loans, guaranteeing more than $5 trillion in mortgages and mortgage-backed securities. Watt will play a major role in reforms to the mortgage finance system currently being debated by Congress. Advocates are hopeful that he will improve access to home ownership for people of limited means and place the housing recovery on a more sustainable and equitable foundation. Watt could enforce a 2008 statute to direct profits from Fannie Mae and Freddie Mac into the National Housing Trust Fund.   

50 Years after LBJ's War on Poverty

The Center for American Progress recently released a study of American attitudes about work, economic opportunity and the social safety net finds that Americans are largely supportive of government initiatives to decrease poverty. The study found that 64% of Americans believe that the volatile economic conditions are the primary force driving poverty rates, rather than the personal decisions of poor people. The report includes results from focus groups and survey of more than 2,000 American adults.

 

Eighty-six percent of Americans believe that government resources should be used to combat poverty, with policies to expand affordable child care for low-wage workers (86%) and expand nutrition assistance (85%) receiving the strongest support from poll respondents. Additionally, when asked about support for a national goal to reduce poverty by half in 10 years, 70% of Americans said they would support the goal, with 40% indicating strong support.

 

Also on January 7, the U.S. Census Bureau released a report finding that nearly a third (31.6%) of Americans lived in poverty for at least two months between 2009 and 2011. The report presents data from the Survey of Income and Program Participation (SIPP), collected between January 2009 and December 2011.

 

Of the 37.6 million people who were in poverty at the beginning of 2009, 35.4% were no longer in poverty by 2011. However, of those who exited poverty, approximately half continued to have incomes of less than 150% of the poverty threshold. In addition, 13.5 million people who were not in poverty in 2009 fell into poverty by 2011.

 

The Census Bureau's findings show how widely the effects of poverty are felt across the country, and the CAP poll findings show widespread support for policies to maintain the social safety net and expand economic opportunity.

Boosting Minimum Wage Impacts 27.8 Million Workers

The Economic Policy Institute (EPI) 
released an updated analysis of the Fair Minimum Wage Act legislation introduced by Senator Tom Harkins (D-IA) that would increase the federal minimum wage to $10.10 an hour. Author David Cooper finds that increasing the federal minimum wage to $10.10 an hour by 2016 would allow 27.8 million workers to receive about $35 billion in additional wages over the phase-in period, increasing the GDP by $22 billion dollars. Increasing the minimum wage disproportionately impacts female workers. Women account for 49.2% of the U.S. workforce, but account for 55% of workers affected by an increased minimum wage. Cooper concludes that low wage workers are more likely than any other income group to spend additional earnings to meet basic needs, so raising the minimum wage is likely to boost overall economic activity and economic growth nationwide.
