Nominations for the KOMA/ProSales Four Under 40 Class of 2016

ProSales seeks your help in identifying four people under age 40 with the potential to lead the building material supply industry in future years. Existing-Home Sales Grow to Highest Pace Since Before Recession     
Sales of existing homes grew in July to the fastest rate since 2007. The National Association of Realtors said existing-home sales increased by 2 percent to an annual rate of 5.59 million units in July, the highest since February 2007.  The labor market's strengthening is aiding demand for housing. Supply, however, remains tight, pushing up home prices and making first time buyers apprehensive, who are a crucial part of a strong housing market. The share of first-time buyers fell to a six-month low of 28 percent last month. There were 2.24 million unsold previously owned homes on the market in July, down 4.7 percent from a year ago. That pushed the median home price to $234,000, up 5.6 percent from the year-ago period. Although higher prices could curb sales, they are rasping the equity for many home-owners.

NLBMDA Meets with EPA Officials on Lead Paint Rule

NLBMDA recently attended a meeting at EPA headquarters in Washington, DC to discuss the Lead: Renovation, Repair, and Painting Rule (RRP) and the ongoing issue with the accuracy of lead paint test kits approved for compliance. NLBMDA was joined by representatives from other building and construction industry trade associations.

NLBMDA told EPA that an affordable test kit meeting the false positive standard is necessary to achieving the goal of protecting pregnant women and young children from lead exposure without placing an undue burden on re-modelers. Recent discussions have focused on EPA allowing the use of X-ray Fluorescence (XRF) as an alternative for RRP compliance; however, NLBMDA opposes this as it is not a one-for-one replacement. The cost and time required to use this option is unworkable and EPA dismissed this during the drafting of this rule over seven years ago.

NLBMDA expects EPA to announce a solution on the test kits by the end of September and will continue to work with the Agency on making changes to the rule while still preventing lead exposure.

White House Announces New FHA Energy Efficiency Program

In late August, the White House announced it is launching a program to provide potential homeowners with an easy way to measure and improve the energy efficiency of their homes. Under the new HUD and DOE Home Energy Score partnership, in areas where the Home energy Score is available, single family households will be able to increase their access to financing tools to make energy efficiency improvements. 

DOE's  Home Energy Score offers a "miles per gallon" type rating to estimate a home's energy use on a 10-point scale. A "1" corresponds to the least energy efficient homes and a "10" corresponds to the most energy efficient homes, while the average U.S. home will score a "5."
 
Through this new partnership, home-buyers or homeowners who want to obtain a Federal Home Administration (FHA) insured purchase or refinance mortgage for a single family home that receives a Home Energy Score of 6 or higher will be eligible to increase their income qualifying ratio by 2 percentage points above the standard Single Family FHA limit.
