Happy February; I hope everyone enjoyed and/or survived the blizzard last month. I am sure that many were disappointed that several club games were cancelled because of the weather.  Let's hope for better weather cooperation for February bridge!

 

 


Tournament News and I/N Events

On February 8 we begin STAC week which lasts until Febriary 14. There will be a secrional tournament at Bala February19-21.  Please click here for a link.

Message from Bruce Lang re:  I/N events

Hi all!  Congratulations to all the winners in the January sectional.  I'd like to give a few updates.  First. The basics. There will be non life master pairs Feb 19,20 at bala and teams on Sunday Feb 21. No pre-registration is required.  There will also be silver points at your clubs that participate on February 8-14.  Lots of chances for silver this month.  For those who like to travel February 7th is a 0-500 tourney in York pa.  It sells out quickly so call ahead 717-755-9505
On Monday March 7th we will have 0-500 Swiss teams at the bala country club. Registration is required.  The registration forms is in this newsletter. Click here.  If you are only a pair I can get you another pair. I strongly urge new players to participate.  I can get you other partners and this is a bracketed event which means we can have a full bracket of new players with a good turnout as we had last year.  This chance to play in a team environment in a non life master field helps to make the game more enjoyable and a great learning experience. 
As I mentioned in my last email, regular practice is key.  Download bridgebase.com or bridgebaron on your iPad or computer and play 5 hands a day.  Your game will greatly improve.

Tournament Chair Q & A

Q: What are your initial thoughts on having become Tournament Chairman?
Well, one of the things you try to do when you take on a new job is to follow someone who wasn't very good at it, so that you look good. In this, I have been spectacularly unsuccessful. Meyer Kotkin did a great job during his time as Tournament Chairman. I am extremely grateful that he is still on the Tournament Committee.
I believe we have a good structure in place; we have an active Tournament Committee that includes Meyer, Mike GeislerAlison Brandt, and Wendy Dechadarevian.  Randee Braslow does a great job of coordinating the food at the tournaments. Last but not least, Marc Labovitz and Tom Purl do a great job running the tournaments, with help from other ACBL staff. 
It helps to have a permanent location at Bala Golf Club; we are lucky not to have to run around looking for sites, which enables to focus on the tournaments themselves.

Q: What changes can folks look forward to?
We have moved from having five tournaments a year to four. This brings us more in line with most Units, and allows us to focus on making the tournaments we have more successfulIt also enables us to move tournaments away from golf season; doing so allows us to receive more attention from Bala staff and eliminate some of the logistical problems we have had in the past. Unfortunately, as people know from the January sectional, we have had to raise our card fees.
The schedule for 2017 is going to be a little different; we are trying to move away from tournaments that can be affected by bad weather; 2017 tournaments will be in January, April, September, and early November.
One thing I am looking into is having on-line entry sales. I believe that this will make things easier for the players; I hope that doing so will also allow us to set up movements and Swiss brackets more effectively, and allow us to start games in a timelier manner.
Finally, we are going to look at tweaking the events at tournamentsThe Saturday knockouts, which have waned over the past year, will be phased out.  We'll try to make folks aware of other changes as we decide upon them.

Director, I have 12 cards!
Somebody finds out that he  was dealt only  12 cards (sometimes less) . The director should be immediately called. If nobody else has more than 13, t he quick conclusion is that there is  one or more  card s  missing.   Often  a  missing card is just lying around on the floor, near the previous table, but it can be really anywhere. I've found missing cards inside or under bidding boxes, in the pockets of other boards, inside handbags,  between personal score sheets,  etc. Sometimes the missing card just vanishes into thin air. It will be part of the director's job to try to locate it, but there is more to it than just finding the card. 
Law 14 deals with this situation. Depending on whether it is found before or after the opening lead is faced, Law 14A or 14B applies, respectively.
If it is found before the opening lead is faced that one or more cards are missing (14A), the director searches for any missing card. If found, the card is restored to the deficient hand. Otherwise, the director reconstitutes the deal with a substitute pack. It is a good practice for the director to always have at hand one or more extra packs, just in case something like this happens. After the hand is corrected, the auction and play continue normally. Calls made cannot be changed, and the restored hand is deemed to have contained all of its cardsthroughout.
If the fact that one or more hands are deficient is found only after the opening lead is faced (14B), once again the director searches for any missing card. If the card is found among the played cards, most often the player contributed with two cards to one trick, producing a "defective" trick. Law 67 applies in this case. If the card was not among the played cards, the deal is reconstituted and play continues. A restored card is deemed to have belonged to the deficient hand since the start. Sometimes it becomes a penalty card, for example like when the player, trying to be helpful, finds and exposes it (even if not explicitly mentioned in the Laws, this can also happen under 14A)Because we have to consider that the card "was always there", failure to previously have played a restored card may constitute a revoke. 
Note that the information that player had one or more missing cards is always unauthorized for his partner.
There cannot be a score adjustment based on the argument that the deficient hand gained or lost for acting or not acting differently from "normal" during the bidding or play because of the missing card(s). For example, a player holds ª KQ75 ©QJ78 ¨ QT § J9 (12 cards). Being the dealer, he passes and the auction goes "all pass". The player notices that he had only 12 cards, calls the director, and the missing card happens to be the ace of spades. The rest of the room is playing four spades making. There is no place for an adjustment. It's an example of the "rub of the green" effect in Bridge.
As a matter of technique, while trying to find the missing card(s) the director should always be careful not to cause an accidental exposure.
