Michigan is given a grade of F (p. 33) for support for public higher education due to below average state spending per student, state financial aid, and higher education spending as a percent of the total state budget. Michigan is also demoted for above average tuition - among the highest in the nation for both dollar amount and the family share of the cost of an education, as a result of low state investment.
