Katchen's Award
The Katchen Coley Award for Excellence in Land Conservation
July 2, 2013

 

Dear Friends --

 

I wanted to share some news about two well deserved honors recently bestowed upon Katchen Coley, a member of our CLCC Steering Committee.  

 

On July 11, the Middletown Common Council dedicated a recently purchased, 50-acre parcel of open space in the city's Maromas area to Katchen, a longtime Middletown resident, conservationist and environmental advocate.  The land will be named "The Katchen Coley Mountain Laurel Preserve" -- a fitting honor to Katchen who has been a particularly passionate spokesperson for preserving the Maromas section, an area that has been called "Middletown's Last Great Place".   To read more about this wonderful event, please click here.

 

Katchen's dedication to land conservation and environmental issues spans beyond the city's boundaries.  Everyone knows Katchen!  In addition to her years of service as a CLCC Steering Committee and Policy & Advocacy Subcommittee member, Katchen has been a longtime member of the Middletown Conservation Commission, a leader for the Middletown Garden Club, and a tenacious advocate for conservation and environmental issues locally, at the State Capitol, and nationally.

 

In light of her extraordinary contributions to land conservation, we thought it fitting to re-name the CLCC Individual Award for Excellence in Land Conservation in Katchen's honor.  Presented every spring at our Annual Connecticut Land Conservation Conference, the Katchen Coley Award for Excellence in Land Conservation will be awarded to a person that embodies all that Katchen has meant to land conservation:  An extraordinary individual who has made a long-term commitment to conservation causes and has furthered the work of one or more conservation organizations in Connecticut.

 

Katchen's tireless devotion to land conservation will always inspire us at CLCC and we are honored to call her our friend and colleague.

CLCC is pleased to offer its 2013 Focus Group, the latest in a series of consultant-led roundtables for Connecticut land trust officers, board members and committee chairs held annually each summer.  This year's focus group will be for Treasurers and Finance Committee Chairs.

 

What is the Focus Group Series?

The purpose of the CLCC Focus Group Series is twofold:  to provide peer-to-peer networking for a group of individuals serving in a similar capacity in diverse land trusts, who otherwise might not get the opportunity to meet and talk; and to gather information and gain a better understanding of how Connecticut's land trusts use their boards, staff and volunteers to increase organizational capacity.

 

Why should your Board Treasurer and/or Finance Committee Chair Attend? 

The goal of the 2013 Focus Group for Board Treasurers and Finance Committee Chairs is to provide participants with information and insight about issues connected with the management of land trust finances, such as managing reserve accounts with board or other designations/restrictions, calculating and providing for adequate stewardship reserves, completing and explaining annual budgets and 990 returns, and planning for increased financial complexity in accordance with organizational growth.

 

Ultimately we hope to be able to draw conclusions and make recommendations regarding the needs of land trusts in order to improve organizational capacity within their financial management function.  We will be producing a written report and will present our findings at the 2014 Annual Conference in March.

State News

State Conservation & Development Plan Adopted

The General Assembly formally adopted the revised Conservation and Development Policies:  The Plan for Connecticut, 2013-2018 via Senate Joint Resolution No. 58.  The May 15th endorsement letter of the Continuing Legislative Committee on State Planning and Development has been incorporated into the Final C&D Plan link on OPM's website in order to provide a statement of legislative intent on the use of the Location Guide Map.

Farm Bill Update
From the Land Trust Alliance --
After a charged and passionate debate on July 11, the newly abbreviated 2013 Farm Bill narrowly passed 216-208.  House leadership was clear that this historic approach was offered only as a path forward in securing a final bill.  This is the first time that Title IV, which authorizes the nutrition programs, has been separated from the agriculture portion.

The version includes the 60 amendments that were passed on the House floor in late June not related to nutrition.  It also repeals authorizing 1949 legislation (the original Farm Bill), which seems to suggest an end to the Farm Bill process as we know it if it's included in the final version.

Senator Blumenthal Sponsors the Complete America's Great Trail's Act
Senator Richard Blumenthal introduced the Complete America's Great Trails Act (S. 1160).  This bill, if passed, would provide a tax credit to landowners who permanently protect a section of national scenic trail on their property with a conservation easement.  The bill has been referred to the Senate Finance Committee and, according to the Senator's office, he is currently working on securing co-sponsors.  Please click here to read Senator Blumenthal's Press Release.
Conservation Funding Opportunities
  
Audubon Connecticut Grant -- project at currently recognized or potential Important Bird Areas (IBA)

Audubon Connecticut is currently seeking proposals from Audubon chapters, landowners, universities, and organizations that advance Audubon's priorities for 2013, which include:
 
1.  Gaining a greater understanding of the abundance and distribution of our species of greatest conservation need within Audubon's forest focal areas.
2.  Implementing conservation strategies put forth in IBA Conservation Plans and other strategic plans; and
3.  Furthering the eastern forest, Atlantic coast, salt marsh and shrubland objectives of Audubon's Atlantic Flyway Conservation Initiative.
 
A total of $12,500 in funding is available. Individual projects are eligible for up to $2,500 each and a minimum of 1:1 match of funds, goods or services is required.  Special focus is given to proposals under $1,000.  IBA Small matching grant funds cannot be used to cover overhead.  Proposals will be reviewed by the Audubon Connecticut Science and Bird Conservation Committee.  
 
Deadline for submissions is July 25.  Applications can be downloaded here.
 
NRCS Easement Program:  Recover from Hurricane Sandy, Prevent Damages from Future Flooding
From NRCS - CT office --
 
NRCS is providing up to $124.8M in Emergency Watershed Protection Program-Floodplain Easement (EWP-FPE) funding to help prevent damages from significant storm events in Connecticut and other states affected by Hurricane Sandy.  The program complements traditional disaster recovery funding and allows NRCS to purchase a permanent easement on lands within floodplains that sustained damage from Sandy.

Weantinoge Heritage Land Trust and CT DEEP Receive 2013 EPA Environmental Merit Awards

 

TheWeantinoge Heritage Land Trust  and the CT DEEP (Solid Waste Management Program) were amongst the recipients of the 2013 EPA Environmental Merit Awards in recognition of their exceptional work and commitment to the environment.  Other CT recipients include Russell Brenneman, Tessa Gutowski, Marc Taylor, M.D. (posthumous), Northwest Conservation District (Torrington) and The Siemon Co.
