AGC Urges Pilot Project Funding to Develop Unified
Over Dimension/Weight Electronic Permit System
AGC of Minnesota is urging the Local Road Research Board (LRRB) to fund a proposed pilot project that will examine the utility and viability of creating a unified electronic-based permit system for over dimension and overweight loads (see letters here). A unified system that links all levels of government to one electronic platform currently does not exist. Additionally, the existing MnDOT (Trunk Highway) electronic permit system is fast reaching the end of its useful life. The pilot project will establish two regional test bed zones and hopes to identify issues and related deficiencies that may impact how a one-stop shop permit process would function. Additional focus will be concentrated on work to reduce user redundancy and streamlining the overall permit approval process. Contact Tim Worke (651-796-2185) with questions or concerns.
SSTS Rule Changes
The MPCA has finalized its expedited rule making process on Septic System Treatment Systems (SSTS).  The new rules apply to plumbers who lay pipe from a building to a septic system.  These new rules were developed by an interagency workgroup comprised of DOLI, MPCA and stakeholders in the septic system, utility contracting and plumbing trades due to the statutory changes in the 2015 session.  The changes in summary are:
1.  All installers, pipe layers, and plumbing license holders will need to submit new surety bond documentation to the MPCA to maintain SSTS licensure beyond December 31, 2015.
2.   All installer Designated Certified Individual (DCIs) will need to submit proof of completed pipe laying training or a personal plumbing license to the MPCA to maintain Installer DCI status beyond December 31, 2015.
3.  All other SSTS business license holders will have to submit new bond documentation with their 2016 renewal (next year's renewal).
 
Important criteria to note are:
1.  Pipe layers who do not work on SSTS are not included in these new rules for installing/connecting SSTS to a residential structure unless they are going to perform SSTS installation
2.  Pipe layers holding a pipe layer certificate will continue to work under DOLI for public, commercial, and industrial buildings.
3.  The SSTS licensees who also hold a plumbing contractor license issued by DOLI must continue to work with both agencies.  
4.  The surety bond filed with DOLI will cover both licenses, but plumbing licensees must submit a duplicate original bond to the MPCA.

2016 Transportation Funding Initiative Kickoff Meeting
Progress in Motion (PIM) Industry Advocacy Coalition
2016 is a "must have it" year to secure a major transportation funding package from the Minnesota Legislature. The transportation industry's education and advocacy coalition - Progress in Motion (PIM) - will be meeting on Wednesday, October 7, to organize, share information, and develop strategy for the 2016 legislative campaign. We will be meeting from 11:30 am to 1:30 pm at the North Central Council of Carpenters (710 Olive Street, St. Paul). Lunch will be provided. Details are available here. Recognition Dinner
Who will be the recipients of the 2014 Skill-Responsibility-Integrity and Lifetime Achievement Awards? We don't normally release these names in advance, but we're trying something new this year and letting everyone in on the news. Mark Hubbard, recently retired from Lakehead Constructors, Inc., will receive the SRI Award and Harris Duininck of Duininck Incorporated will be the recipient of the Lifetime Achievement Award. We invite all members to join us at a reception and dinner to honor these industry icons. We'll also recognize, for their ongoing commitment to jobsite safety, those companies currently participating in the AGC-MNOSHA Construction Health and Safety Excellence (CHASE) program. ACA Overview: What Contractors Need to Know
Do you have to provide health insurance to your employees this year? Next year? Are you at risk for any penalties? The employer mandate has gotten a lot of attention. Even if your company is not required to offer coverage, there are some ACA provisions that can apply in unexpected ways to employers who are trying to help their employees get health insurance.  On October 29, Monica Kelley of Gray, Plant, Mooty will help you sort out what you are, and are not, required to do. This session will provide an overview of the ACA provisions that may apply to your company. In addition to the employer mandate, you'll hear about ACA reporting requirements, how the ACA applies to your unionized workforce, and premium reimbursement programs.   1. To approve the December 4, 2014 Annual Meeting Minutes.
  2. To ratify and approve the acts of the Association's Officers and Directors.
  3. To approve the Treasurer's Report.
  4. To elect Directors of the Association and receive the Nominating Committee's Report; and
