mHealth Intelligence, August 26, 2015
The Tele-Med Act of 2015 was introduced in July to the House of Representatives by Congressmen Pallone and Nunes and 24 cosponsors. The bill calls for amending provisions of the Social Security Act to permit telehealth services for Medicare patients to be delivered across state lines.

Maine Senator Angus King, a former governor, recently conducted a telehealth round-table at the University of Maine with nearly 50 health care and education leaders. Topics identified for focused efforts include more broadband development in Maine to support telehealth access to services and more clarity and expansion of reimbursement policies, which NETRC's Andrew Solomon reviewed to the meeting.

Progressively more states are enacting laws requiring commercial health plans to cover medical services provided via telehealth to the same extent they cover medical services provided in-person. Among recent policy changes there is a growing trend for states to expand on telehealth coverage to include remote patient monitoring and to assure payment parity for telehealth and in-person services.

CVS Health recently announced plans to work with three telemedicine companies to examine how direct-to-consumer telehealth providers, retail pharmacy, and retail clinic providers can partner up to improve care. This extends their efforts to expand implementation the CVS MinuteClinic kiosk solution, which now links their customers at about 1,000 sites in 32 states to primary care providers for consults to address acute health care issues.

The University of Washington in Seattle is leading a $11 million study, funded by Patient-Centered Outcomes Research Institute, to compare two models of mental health treatment for underserved rural patients in Wasington, Arkansas, and Michigan. The trial will enroll 1,000 primary care patients with post-traumatic stress disorder and/or bipolar disorder and provide them with services from distant mental health providers by telemedicine or with on-site services by a nurse or clinical social worker supported by the distant specialist providers.

Children's Health System of Texas is rolling out a telemedicine system in 57 schools after piloting in 27 schools last year. The program allows school nurses to connect with physicians from Children's Health Pediatric Group clinics for a video consultation.

The work was completed by researchers from the University of Rochester Medical Center using the Health-e-Access telemedicine model.

HealthSpot, a provider of enclosed telemedicine kiosks used in retail clinics, recently unveiled the telehealth industry's first integrated lab test with Samsung Electronics' rapid lab testing device. The Samsung LABGEO PT10 is a compact device that will quickly analyze patient blood from a finger stick with a variety of tests in minutes and send the results to a medical provider's electronic medical record.

The Medical Device Registries Task Force was convened in 2014 as an outcome of an initiative of the Food and Drug Administraion. The MDRTF has recently produced an analysis of problems for existing programs for registration and assessment of safety of medical devices (including telehealth equipment and electronic health records) and proposes the creation of a national medical device evaluation system.

Researchers at University of Missouri School of Nursing have adapted an unobtrusive wireless sensor system to monitor elderly people at assisted living facilities and at home. The information gleaned from the sensors and transmitted daily to primary care providers help detect problems like upper-respiratory infections, pneumonia, and changes in chronic health conditions and allow for interventions lading to timely treatment and avoid unnecessary hospitalizations.
