AWARD PROGRAMS
NASCA Honored Former Virginia Director Sliwoski with Inaugural National Leadership Award

NASCA presented Richard F. Sliwoski, P.E., with the association's inaugural National Walton Leadership Award. Richard is the former Director for Virginia's Department of General Services. We recognized Richard for his passion, outstanding service, leadership and commitment to state government. He has worked for multiple governors and was one of the longest serving state directors. Richard led his state through an E-Procurement process that is the gold standard.

"Richard is a true leader and innovator in delivering shared services solutions to the Commonwealth of Virginia and has been one of NASCA's biggest cheerleaders, serving as the President of NASCA and has served admirably on the NASCA Board for many years," said Doug Nelson, Commissioner for Missouri's Office of Administration.

The National Walton Leadership Award is a peer-to-peer recognition award and was established to honor Ray Walton for his service and dedication to state government and to NASCA.

Ray joined the public sector in 2007 as the Chief Operating Officer of the Department of Administrative Services (DAS) in Iowa. The following year, Ray was appointed Director of DAS by Governor Culver. This followed a successful career with General Growth Properties, other real estate and management enterprises and as a member of the staff of then-Congressman (later Senator) Tom Harkin. Ray served as NASCA's Executive Director from February 2011 through February 2015, leading the association from a handful of state members to move than 30 during this time.

NASCA presented this prestigious award during the 2015 Institute on Management and Leadership reception in Denver.

MEMBER TESTIMONIAL

"In the short time that I have been a member of the National Association of State Chief Administrators, the State of Nebraska has benefited greatly. NASCA does a fantastic job of offering educational tools, offering resources and networking opportunities to its members. Since joining, we have met our Department of Administrative Services counterparts from Missouri, set up a visit to Jefferson City, shared ideas, saw innovative solutions at work, and are now working to implement those ideas.  Thanks to Doug Nelson and his team for inviting us. Without the NASCA, none of this would have been possible."
