Changes to Tax Incremental Financing Laws

The Wisconsin Joint Legislative Council formed a Study Committee on the Review of Tax Incremental Financing (TIF) in May 2014 to review existing TIF laws and make recommendations for changes. MSA's senior planner, David Rasmussen was appointed to the Committee and discusses the changes. Our white paper will guide you through the proposed changes.
 

Rate Changes for Wisconsin DNR and BCPL Funds 

 

The Board of Commissioners of Public Lands have announced lower rates for the much-used State Trust Fund Loan Program. Also, the Wisconsin Department of Natural Resources recently announced a lower market rate base for Safe Drinking Water Fund and Clean Water Fund program subsidies and (MUCH!) more principal forgiveness available. This is great news for communities.  Here is what it means to you.

 


State of Wisconsin Regionalizes CDBG Housing Program 

The State of Wisconsin recently changed the method of distribution for the Community Development Block Grant (CDBG) Housing Program. For many years, individual municipalities could apply directly to the State of Wisconsin for CDBG funds. However, due to the limited funds available from the U.S. Department of Housing and Urban Development (HUD), the CDBG funds are now distributed on a regional basis.
