COMPGROUP AGC RETURNS OVER $171,000 to LOCAL CONTRACTORS
AGC Safety Director Larry Connelly delivers a CompGroup safety dividend check to Patriot Erectors.
Texas Mutual Insurance recently declared a Safety Group Dividend of nearly $1.8 million to AGC contractors around the State.  Of this amount, over $171,000 was returned to contractors in Austin and surrounding areas.  Combined with Texas Mutual's general dividend declared in August and an additional Safety Bonus for "Best in Class" contractors, CompGroup AGC members throughout Texas are receiving back almost $7 million in 2015!
 
Comp Group AGC was created in 1993 by various Texas members of the Associated General Contractors of America to provide a better option for workers' compensation coverage. The CompGroup AGC Board of Directors is comprised of members of the AGC Texas Building Branch (TBB), representing the various chapters of our state's association. AGC SURVEY CONFIRMS WORKER SHORTAGES

No shocking news, but a recent AGC of America survey found that 86 percent of contractors are having difficulty filling key craft and salaried jobs as demand for construction increases. 
 
Of the 1,358 survey respondents, seventy-nine percent of responding firms nationwide are having a hard time filling one or more of the 21 hourly craft professional positions, particularly carpenters (73 percent of firms that employ carpenters report difficulty), sheet metal installers (65 percent) and concrete workers (63 percent). In addition, 52 percent of firms are having a hard time filling salaried professional positions, especially project managers/supervisors (listed by 55 percent of firms that employ them), estimators (43 percent) and engineers (34 percent).    
 
As labor shortages grow more severe, competition for workers is heating up says AGC economist Ken Simonson.  He noted that 36 percent of firms report losing hourly craft professionals to other local construction firms, and 21 percent to other industries locally. Thirteen percent of responding firms report losing workers to construction firms in other locations.
 
Growing competition for workers is prompting 56 percent of firms to increase base pay rates for hourly craft professionals.  Moreover, 43 percent of firms have increased their reliance on subcontractors because of tight labor conditions.  And worker shortages also appear to be impacting safety, with 15 percent of firms reporting an increase in injuries and illnesses because of worker shortages, Simonson added.

CITY COUNCIL EXTENDS TEMPORARY CONCRETE POUR RULES THROUGH END of 2015

 

This week the Austin City Council opted to extend through December 2015 the current, temporary rules governing concrete pour activity in downtown.   A final ruling is expected in this Fall.

 

AGC staff, member companies and industry allies have been meeting with City Council members and staff to educate them about the impacts of concrete pour restrictions on both industry and the 125,000+ people who come downtown to work and play each day.  

 

AGC is concerned that the City Council may opt to set unrealistic noise levels for concrete pours such as 75 decibels after 7pm and 65 decibels after 10:30pm.  Meanwhile, a variety of routine noises downtown far exceed those levels. Some of these noises (such as trains, music and motorcycles) even exceed 85 decibels as noted in a video recording recently made by AGC and available here.

CONFINED SPACE AWARENESS

The new confined spaces in construction standard is similar in content and organization to the general industry confined spaces standard, but also incorporates several provisions from the proposed rule to address construction-specific hazards, accounts for advancements in technology, and incorporates letters of interpretation issued for the general industry standard. 

A Confined Space Awareness class was held on September 1 and another class will soon be scheduled. This class concentrates on the requirements of the new Confined Spaces in Construction rule (Subpart AA, 29 CFR 1926) and the differences contractors must be aware of. Owners, superintendents, project managers, and estimators will benefit greatly from this information.
