Headliner Headliner: Impact Analysis Study Report Available

Filene Research Institute Impact Analysis Study Report Last year, OSCUI requested proposals to analyze the impact of our programs in helping small credit unions survive and thrive. The Filene Research Institute was awarded the contract. Filene' s study included data analysis, direct feedback and a practitioner focus group. It examined our work from 2009 to 2013, consisting of:

  •  44,738 hours of consulting services, at no charge to the credit unions,
  • $6.5 million in grants and $21.7 million in loans, and
  • training to 7,000 credit union employees and volunteers.

 

At the completion of its study, Filene presented OSCUI with a report of its findings. We've spent several months analyzing the findings and discussing how what we learned will help us do a better job in the future. The report is now available, although some confidential material has been redacted.

 

Along with identifying our successes and potential future directions, the report is frank about our misses and shortcomings.

Since we first saw the report of the Filene Research Institute's Impact Analysis Study at the end of 2014, we have used the findings to improve our program.

 

We were very pleased to see the impact study revealed a sweet spot in our consulting programs for credit unions with $1 million to $10 million in assets. The study found "discernable effects" from our efforts. Credit unions that were not struggling showed less improvement, understandable; credit unions that were struggling too much showed little capacity to work with us. Based on these insights, we are redesigning our work with new charters. In working with larger credit unions, we're limiting our service to areas where we have particular expertise, such as field of membership and service to low-income credit unions.

 

Our training program has undergone the most change. Starting in 2015, we switched entirely from on-site training through workshops and boot camps, to digital formats including videos, webinars, white papers and this e-newsletter. Our participation rate has increased more than ten-fold. Plus, we're reaching a broader distribution of credit unions across asset size.

 

Looking forward, we intend to further research the 600 credit unions that transitioned from small to large during our study period. These "leapers" will have lessons for the rest of credit unions and for the way we deliver our program.

TrainingTraining: New Board Training Video Series

To help volunteer directors perform more successfully in their positions, we developed Board of Directors Training. This is an online training video consisting of seven modules. Each module summarizes director responsibilities as they relate to members, senior management and NCUA. The series was designed specifically for directors of small and medium-sized credit unions and will benefit new and veteran directors. The modules are:

 

  • Overview of Board of Directors Training
  • Establish a Strategic Plan
  • Conduct an Effective Board Meeting
  • Develop Operational Policies
  • Understand Financial Statements
  • Understand Ratio and Trend Analysis
  • Understand Examination Concerns

 

The first module will be released soon. The remainder will be released throughout the year.

Partner Events

Two dates remain for the CDFI Fund workshop series on Expanding CDFI Coverage in Underserved Areas:  The series will provide specialized training and technical assistance to certified and emerging CDFIs seeking to expand their reach into underserved communities that lack a CDFI presence. The workshops include content that is applicable to credit unions.

 

This workshop is a Capacity Building Initiative training provided by Opportunity Finance Network on behalf of the CDFI Fund. It is not training for CDFI Fund Financial Assistance or Technical Assistance applications or CDFI Certification. There is no charge for admission to the workshop.

 

CFPB's Office of Financial Education created the CFPB Financial Education Exchange: To help you help the people you serve. The Exchange demonstrates ways to improve the financial well-being of the people you work with. It's available to the public at no charge.

 

Funding Opportunities

Nominations for the 2015 Small Business Leader Award close July 27: Part of the Goldman Sachs 10,000 Small Businesses Financing Initiative, with the Opportunity Finance Network as a sponsor, this award recognizes accelerated growth in small business lending, primarily in low-income and low-wealth communities, over a three-year period. The awardee will receive $50,000 cash among other opportunities. Low-income designated and CDFI credit unions are encouraged to apply.

 

Training Opportunities

Aligning Mission with Margin webinar series: The National Federation of Community Development Credit Unions will offer this series to assist credit union managers in the creation, management and maintenance of a successful, diversified lending program in today's financial environment. A single registration will cover the full series, there is no charge to attend. Remaining dates are:

Sept. 15: Liquidity Shock Test

Oct. 21: Lending to Credit Challenged Members Using Risk Based Loan Pricing

 

2015 Federation Annual Conference and CUNA Community Credit Union Conference: Will take place September 22-25 in Phoenix. The conference will feature new approaches to community development, industry experts and speakers on tools for reaching your local community, ways to communicate the benefits of your credit union and best practices for attracting new members.
